The AIDS Support Organization (TASO Uganda), an organisation contributing to a process of preventing HIV infection, restoring hope and improving the quality of Life of persons, families and communities affected by HIV infection and disease, requires the
services of dedicated, competent, innovative and results oriented personnel to fill in the following positions.
3. Job Title : Technical Advisor -Malaria
Reports to : Project Coordinator
Directly supervises : None
Functionally supports:M&E Manager, M&E Officers, Program Administrator
Main Purpose of the Job
The Technical Advisor -Malaria will be the primary point of contact for the Sub-recipients and service delivery points on Malaria. He/she will take responsibility to ensure overall coordination of the implementation and the monitoring and evaluation of Malaria activities and provision of related technical support, training and capacity building to the Sub-recipients. The successful candidate will be responsible for the following tasks;
• Liaise with relevant representatives from the Sub-recipients and health service delivery points to facilitate the implementation of work plans and activities and the delivery of programmatic results that meet or exceed the grant performance framework targets.
• Ensure that sub-recipients and health service delivery points are provided directives, support, and training in the areas of program implementation, monitoring and reporting in compliance with Grants Management Unit requirements and proper guidance on programmatic and financial reporting.
• Identify bottlenecks to implementation and propose solutions, and develop specific capacity building interventions for the sub-recipients and staff at health service delivery points.
• Oversee the delivery of appropriate inception training programmes to strengthen the capacity of health service delivery points to understand and comply with all aspects of the Grants Management Unit grant implementation and reporting.
• Monitor, review, and provide feedback to sub-recipients and staff at health service delivery points on work plan implementation, results achieved, utilization of grant funds and relevance of expenditure to work plan activities.
• Liaise with the Finance Manager and his team, Program Administrator, M&E Manager and M&E officers to ensure proper implementation and interpretation of approved financial and accounting system and monitoring and evaluation guidelines.
• Review periodic programmatic reports submitted by the sub-recipients and staff at Service Delivery Points and prepare consolidated programmatic progress updates, including supporting documentation, and in liaison with (tie M& E Manager, prepare programmatic reports for submission to the Grants Management Unit.
• Promote policies and best practices that enable effective prevention and treatment of Malaria among the target population.
• Ensure compliance to the set national standards, procedures and guidelines in the delivery of Malaria services
• Acquire, review, roll out and ensure adherence to up to date Standard Operating Procedures during the implementation of programme activities
• Ensure effective participation of the project in relevant existing and potential networks and fora and attend collaborative meetings in the field of Malaria as required
• Organize and coordinate training activities under the Global Fund programs and Organize orientation and review workshops
PERSON SPECIFICATIONS: Technical Advisor – Malaria
Academic Qualifications & Required Skills
• Bachelor of Medicine and Bachelor of Surgery (M.B; Ch. B); and advanced degree in Public Health
• Minimum of 5 years’ experience in public health or related field in programme/project management; at least 3 years’ experience in Malaria, HIV/AIDS and TB is a must.
• Experience working with Civil Society Organizations or Government health programs.
• Excellent leadership and management skills coupled with the ability to work under pressure and with limited supervision.
• Demonstrated experience in the design of M&E programs and data collection instruments
• Proven experience in preparation and analysis of work plans, complex programmatic and financial reports.
• Proven interpersonal, communication and negotiation skills.
• Excellent analytical, financial management and evaluation skills.
• Adaptability and flexibility in working in a complex/dynamic environment.
• A team player with excellent planning and organizational skills.
• Proficiency in MS Office coupled with excellent writing skills.
Additional Training necessary
Epidemiology of Malaria, TB and HIV, Understanding of the core principles of Malaria prevention and control program interventions, Trainer of Trainers (TOT) and Facilitation Skills
Minimum Experience and Exposure:
The ideal candidate must be a senior medical officer with at least 5 years’ experience in Malaria, HIV/AIDS or TB work, two of which should have been in a supervisory position.
Special Knowledge
National Health priorities, Malaria Prevention and control interventions in Uganda and globally, Current national and International Health Statistics especially on Malaria, HIV and TB, National and international declarations and commitments/ initiatives such as the Roll Back Malaria; President’s Malaria Initiative, etc, National Malaria strategic plans and performance frame works, including policies and procedures, Malaria diagnostics and management.
