Position: Institutional Strengthening and Capacity Building Specialist: Water (Potential Future Position Per Bid)

Location: Uganda

Position Summary: The Institutional Strengthening and Capacity Building Specialist will be responsible for providing technical support to program implementation in one or more of the following technical areas and other related areas as appropriate (areas in bold will be emphasized): Community Development and Participation, Social Science/Anthropology/Gender Analysis, Conflict Resolution, Environmental Law, National and/or International fisheries “Codes of Conduct” Management Agreement Development and Implementation, Natural Resource Subsidy Management, Property Rights Management, Strengthened Enforcement Capacity and Judicial Systems, Transboundary Water Resources/Water Rights, etc.

Position Responsibilities and Duties:

Serve as the primary point of contact with RI’s Country Director with regard to day-to-day implementation and management matters relating to institutional strengthening and capacity building water program issues.Lead specific studies and assessments if required.Provide direct technical support in one or more of the areas indicated in the position summary.Oversee and manage staff working for the program and provide guidance to staff on issues related to program implementation.Establish and maintain systems for program operations in accordance with RI policies and procedures.Perform other duties as needed.

Qualifications & Requirements:

This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment and who has:

Solid background and knowledge of USAID Rules and Regulations.Excellent interpersonal, communication, public speaking, and strategic planning skills required.Professional proficiency in Swahili preferred.Professional proficiency in English speaking, reading, and writing required.Demonstrated ability to manage multiple priorities, deadlines, & tasks efficientlyExcellent time management skills and resourcefulness with strong attention to detail.Excellent analytical and organizational skills. Ability to think critically and creatively.Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team.Ability to work effectively in a fast-paced, stressful environment. Must be flexible, willing to perform other duties and work irregular hours.

The position requires a minimum number of years of relevant professional experience along with a degree(s) relevant to the position summary as follows:

Minimum of eight years of relevant professional experience required if applicant has received Ph.D.Minimum of ten years of relevant professional experience, if applicant has received an A.B.D. or J.D.Minimum of twelve years of relevant professional experience, if applicant has received M.S., M.A., or M.B.A.Minimum of fifteen years of relevant professional experience, if applicant has received A B.S., B.S., or B.A.Minimum of twenty years of relevant professional experience, if applicant has received less than a Bachelor’s degree.

World Wide Fund for Nature (WWF), is one of the world’s largest independent and experienced conservation organizations operating in over 100 countries in the world. WWF – Uganda Country Office (WWF-UCO) is implementing a three year Government of Uganda project funded by UNDP; “Sustainable Environment and Natural Resource Management Climate Change Adaptation and Mitigation in Uganda”. Project Duration : 2 (Two) years

Major Duties and Responsibilities
• Develop and implement the department communication strategy in line with the overall WWF UCO communication strategy;
• Coordinates and nurtures effective partnerships with national, district and other local government authorities;
• Builds capacity through seminars and use of print electronic media and training workshops;

• Develops training and communication materials for different project interventions;
• Carries out collaborative training programmes for selected trainers;
• Participates in relevant workshops and meetings at project and district levels;
• Assesses and documents lessons learnt during implementation of the project;
• Collects and manages relevant data as may be required;
• Compiles and presents regular reports on the tasks assigned;
• Monitors, evaluates and gives technical backstopping to different components of the project;

World Wide Fund for Nature (WWF), is one of the world’s largest independent and experienced conservation organizations operating in over 100 countries in the world. WWF – Uganda Country Office (WWF-UCO) is implementing a three year Government of Uganda project funded by UNDP; “Sustainable Environment and Natural Resource Management Climate Change Adaptation and Mitigation in Uganda”. The project will be implemented in collaboration with responsible partners drawn from Central and Local Government Institutions, Civil Societies and Tertiary Academic Institutions.
WWF-UCO is seeking to recruit a suitable candidate for the position below. The candidate must be good at writing project proposals, planning and have demonstrated, high level of integrity and honesty. Excellent communication and interpersonal skills are required. He/She must be a team player and ready to travel outside their own work station. Must adhere to WWF-UCO values of “Knowledgeable, Optimistic, Determined and Engaging”.
Mission of the Department: To ensure the development and implementation of the Country Office’s Conservation Strategy to the highest standards.
1. Position : Information, Education,Communication and Institutional
Support Officer (IECISO)
Reporting to : National Project Manager
Location : Kampala, during its inception,
after which it will relocate to the
project site.
Project Duration : 2 (Two) years

Major Duties and Responsibilities
• Develop and implement the department communication strategy in line with the overall WWF UCO communication strategy;
• Coordinates and nurtures effective partnerships with national, district and other local government authorities;
• Builds capacity through seminars and use of print electronic media and training workshops;

• Develops training and communication materials for different project interventions;
• Carries out collaborative training programmes for selected trainers;
• Participates in relevant workshops and meetings at project and district levels;
• Assesses and documents lessons learnt during implementation of the project;
• Collects and manages relevant data as may be required;
• Compiles and presents regular reports on the tasks assigned;
• Monitors, evaluates and gives technical backstopping to different components of the project;

Requirement:

b) Required Qualifications and experience
• Bachelors degree or equivalent in the field of Information, Communication or other related field;
• Post graduate qualification in any of the above fields is an added advantage;
• Minimum of 2 years work experience in Information, Communication and Educational programmes targeting environmental related issues.

c) Working Relationships
Internal: Interacts and works closely with the WWF-UCO National Project Manager, administrative staff in the Uganda Country Office, and project staff. External: Interacts as required with governmental institutions, Civil Society Organisations, and other stakeholders, in collaboration with the National Project Manager.
