This program will focus on achieving two specific objectives by partnering with both public and private entities: (1) increased incomes of youth working in agricultural value chains (specifically maize, beans and coffee); and (2) improved skills development (entrepreneurship, employability, leadership, and life skills) obtained through formal and non-formal education and training organizations.Job Summary: The USAID Project Private Sector Partnerships Specialist is responsible for technical leadership and oversight for activities under "Objective One". Objective One will improve relationships and networks among value chain actors (focusing on the maize, bean and coffee value chains) and youth (ages 15-35) and use strategic investments and incentives to encourage private sector actors to provide technical assistance, training, mentoring, as well as increased market (both input and output) opportunities for large numbers of youth. This will involve developing relationships between private sector actors, such as input suppliers or exporters of maize, coffee and/or beans and youth and negotiating to improve their access to markets and enable youth to join and extract benefits from the value chain. With an awareness and keen understanding of appropriate existing agricultural technologies for youth, s/he will lead the investigation of the needs and skill requirements of employers and help link to youth to opportunities.Qualifications, Skills and Experience:  The ideal candidate for the USAID Project career placement should hold a Master's degree in economics, agricultural economics, business, international development, public policy, law, or other relevant field. Unites States Peace Corps Careers - Cross Sector Programming Priorities (CSPP) Program Manager

Job Summary: The US Peace Corps Cross Sector Programming Priorities (CSPP) Program Manager will offer management and technical leadership in Cross Sector Programmatic Priorities to creatively determine the best utilization of the Volunteer skills and abilities to build Uganda capacity by proactively seeking optimum placements and translate host country assistance requests into viable, effective projects; to provide technical and personal support to assigned Peace Corps Volunteers (PCVs); and to ensure the maintenance of a quality Peace Corps program overall. The Peace Corps has six CSPPs: Technology for Development, Gender Equality and Women’s Empowerment, Volunteerism, Youth as Resources, Support for People with Disabilities, and HIV/AIDS. Currently, Peace Corps Uganda is focused on two specific CSPP: Youth as Resources and Gender Equality and Women’s Empowerment. Youth as Resources work programming focus currently is on youth camps, life skill instruction to counter HIV/AIDS and active citizenship. Gender Equality efforts have overlapped with youth in the area of activities promoting co-ed cooperation, plus health promotion addressing Saving Mothers Giving Life. The Cross Sector Programming Priorities (CSPP) Program Manager heads the CSPP Team and works as part of a Programming and Training team with the Director of Programming and Training (DPT), the Training Team, the Monitoring and Evaluation Coordinator (or person assigned to those tasks) and collaborates closely with all members of the Programming and Training and Administrative Units. Key Duties and Responsibilities:  1. Programming and Management (25% of time): Develops and maintains Peace Corps’ CSPP projects that reflect and serve the needs of Uganda.Identifies host country development issues and dynamics through research, study, and dialogue.Performs or coordinates periodic assessments of host country and community assets and needs. In conjunction with host country officials, non-governmental organizations, community members, Peace Corps staff members, PCVs, and third parties when appropriate, identifies and develops projects which reflect and serve the needs of the host country.Ensures that projects also meet Peace Corps and regional programming criteria and strategies. Determines the range of skills and degree of competency needed for project implementation.Intuitively verifies the probability of recruiting PCVs with the required skills and works with training staff to ensure that the PCVs will be given training to achieve necessary competency levels.Offer technical advice and guidance to resolve, implement, or manage program or policy issues that involve major areas of uncertainty in approach or methodology. After consultation with other staff members, PCVs, and host country officials, makes recommendations to the CD about the continuation, completion, closure, or reconfiguration of existing sites, activities or projects.Researches and writes all major programming documents including project plans, volunteer assignment descriptions, Job Specific Requisitions (JSR), funding requests, periodic report forms, and Project Status Reports (PSRs). Revises project plans annually as part of PC/Headquarters' annual review.Surveys potential PCV sites and evaluates them for appropriateness along multiple lines including opportunities for meaningful work, living conditions, and opportunities for community involvement, the availability of supporting resources, and safety and security.Ascertains safety situation for PCVs, including the adequacy of transportation and communications for emergency evacuation purposes. Works with the community and organizations at each site to prepare them to work with and receive a PCV.Develops and maintains a Project Advisory Committee and through this and other efforts, establishes working relationships with the host country government, communities, non-governmental organizations, and other institutions to encourage effective participation and support for PCV projects. Briefs on-site host country supervisors and counterparts on projects and PCV roles.Maintains liaison and working relationships with relevant ministries and organizations concerning PCV supervision, safety, housing, technical support, and project implementation.Supervises CSPP Response Volunteers, Extension Volunteers who have a particular focus on one or more of the CSPP. The PM is the “Champion” for these Volunteers. On a case by case basis, the PM may also assume the champion role for other Volunteers across any of the other sectors.Offers program leadership and guidance to Program Managers in Health, Agriculture, and Education on strategies to integrate post priorities.Works closely with the Director of Programming and Training to assure strategic and operational coordination with the entire Programming and Training Team. 2. Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments and private sector healthcare organizations to build the capacity to provide high-quality treatment.

In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics, leading to successes including a >400% increase in access to lifesaving pediatric HIV treatment and introduction of a new severe malaria drug which will save thousands of lives annually.

For many common yet deadly diseases, the private retail sector provides the source of more than 50% of care in Uganda. However, within this sector the quality of care provision is often poor, and treatment prices can be prohibitively high. CHAI has therefore set about partnering with importers and suppliers of medicines to the private sector, as well as with the National Drug Authority responsible for the sector’s regulation, to improve the private sector treatment landscape.

Position description

The Private Sector Program Manager will be responsible for all aspects of CHAI’s private sector portfolio in Uganda, aiming to improve access to high-quality treatment through the private sector health system. They will lead and supervise the activities and performance of a team of 3-4 individuals, and will play a major role in the organization’s management structure.

The Private Sector team aims to design and implement strategies to optimize the availability and affordability of appropriate medicines in the private sector, and the ability and knowledge of private healthcare workers to provide effective treatment on demand. This work touches on many aspects of the country’s private sector pharmaceutical and healthcare provision industries, including:

Policy and regulation: supporting the National Drug Authority to facilitate (1) registration of appropriate medicines, (2) quality assurance of products and players entering the market, and (3) capacity building and supervision structures for drug wholesale and retail outlets;Local drug manufacture: working with local manufacturers of high-priority medicines to reduce and streamline costs, resulting in improved end-user affordability;Import sourcing: working with importers to identify and secure affordable, high quality pharmaceuticals;Market analysis: collecting, analyzing and sharing market availability, price and volume data;Distribution and supply chain: working with pharmaceutical supply organizations to ensure that private sector facilities and retail outlets are well stocked with appropriate medicines;Sales and marketing: working with pharmaceutical companies to improve sales systems, leading to improved awareness, availability and affordability of important drugs;Healthcare professional capacity building: strengthening networks of private health providers, chemists and drug retailers through training programs and continuous reinforcement structures.

This team is designed to serve as a specialist cross-cutting resource to other disease- or commodity-focused teams at CHAI Uganda, with a focus on malaria and child health.

Job Requirements:

Oversee all aspects of the private sector program in Uganda, including relationship management, strategy, budgeting and implementation;Manage and supervise of the activities of a team of 3-4 people;Coordinate allocation of team resources and prioritization of team activities with the Program Managers of other CHAI Uganda teams in order to facilitate cross-team design and implementation of private sector interventions;Establish short- and long-term program strategy to improve private sector treatment access: identify bottlenecks, develop innovative intervention strategies, and measure performance to achieve program objectives within ambitious timeline;Provide direct oversight and thought leadership to regular and in-depth market analysis for multiple product categories and brands, including market sizing segmentation, trends and identification of opportunities;Build and maintain strong working relationships with pharmaceutical suppliers in order to facilitate strategic alignment and partnership;Work with national pharmaceutical suppliers in order to improve their operations by increasing sales of high-priority product and/or decreasing costs; and ensure that gains in profitability secured re translated into patient-level health impact through reduced pricing or other means;Work with the National Drug Authority to develop and streamline internal capacity to conduct operations including drug registration, inspection and information dissemination;Identify and pursue new areas of work and partnerships that will have dramatic and leveraged impact on health outcomes;As required, contribute to reports for other CHAI programmatic teams and donors;Maintain a thorough understanding of the private sector pharmaceutical market in Uganda, and the overall health system throughout the country;Other responsibilities, as needed.

Qualifications and experience

Clinton, CHAI has worked on the demand and supply sides of the market to help more than 2 million HIV+ people access the medicines needed for treatment—representing nearly half of all people on HIV treatment in developing countries. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.Worldwide, almost one in three child deaths is due to pneumonia or diarrhea, claiming over 2 million lives each year. Diarrhea alone kills roughly 750,000 children every year worldwide. In Uganda, about 27,000 children die annually from pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health. Building on this model, CHAI has expanded its scope to include efforts to strengthen healthcare delivery systems and to combat malaria and childhood illnesses.Worldwide, almost one in three child deaths is due to pneumonia or diarrhea, claiming over 2 million lives each year. Diarrhea alone kills roughly 750,000 children every year worldwide. In Uganda, about 27,000 children die annually from pneumonia, making it the leading cause of under 5 mortality. Diarrhea is responsible for approximately 10,000 child deaths, approximately 10% of all child mortality. Diarrhea and pneumonia are two of the most solvable public health problems. Safe, effective and affordable drugs to treat those suffering from Diarrhea and pneumonia exist. Low cost antibiotics, such as amoxicillin, can prevent the majority of pneumonia deaths. Oral Rehydration Salts (ORS) and zinc can prevent a majority of diarrhea-related deaths and dramatically improve child health. International Education Sector Specialist

Description:

Location: Mulago Health Tutors College ? Kampala (Uganda) Duration of the contract: 36 months Probable starting date: December 2012 Monthly salary package: between 5.299,56 euro and 7.500,22 euro (this includes the gross monthly salary and the expat benefits: hardship allowance and expat allowance). The salary is calculated depending on the composition of the family and the number of years of relevant experience.
Project:
The education sector in Uganda has experienced a great transformation over the past 15 years. In 1997 the government of Uganda launched the Universal Primary Education strategy. By consequence enrolment in primary education soared. Because of its success (at least in numbers), an equal investment strategy became necessary for secondary education to provide further schooling for the rising number of pupils who finished primary education. The Universal Post-Primary Education & Training (UPPET) strategy was then put into action in 2007, leading to an instant increase in enrolment figures in secondary education as well. Recognizing the importance of ensuring the quality and relevance of the education that the children receive, providing teachers capable of delivering education of high quality is considered by the Ministry of Education and Sports (MoES) as the single most important input in ensuring the successful delivery of the UPPET program. Therefore, upon initiative of the Government of Uganda, the Embassy of Belgium in Uganda agreed to support interventions geared towards the improvement of teacher training provided by the National Teachers Colleges (NTCs), as well as other Colleges responsible for training tutors and lecturers for Business, Technical and Vocational Education & Training (BTVET), including the training of Health Tutors.

Objectives:

The Specific objective of the intervention is to provide an improved teaching and practice-oriented learning environment, supported by strengthened support supervision and visitation (inspections) services, for the most part on four selected colleges. To reach this objective, the project has defined a strategy that addresses four areas:

 Strengthening the teacher education system in relation to the colleges in the areas of communication, support supervision and visitation, strategic management and lecturers qualifications;Strengthening the management capacity of the supported colleges;Improving the quality of teaching and learning in the supported colleges; Rehabilitating, extending and equipping the colleges facilities

These objectives will be achieved through capacity building at system (central) level, organizational (colleges) and individual (managers and teachers) levels.

Because of the dynamic nature of current developments in the field of BTVET, and some lingering uncertainties regarding the precise direction the national programs will take over the coming years, the intervention will also assist two colleges active in the field of BTVET (Mulago HTC and Abilonino CPIC) in undertaking a throughout study of the current practices and needs in the field of health tutors' and technical instructors' training in Uganda.Based on the results of this study, a new up-to-date college institutional development plan will be prepared, in which all the key points raised above, and other organizational issues affecting the colleges will be analyzed and addressed.The project will be executed in co-management.

Function:

Specific for Mulago Health Tutors College:

Carry out an information-gathering research exercise into the recent history and developments in the area of health tutors training in Uganda, and a thorough analysis of all legal, formal and informal documentation, as a starting point for a strategic planning exercise;Assist in the identification of the major stakeholders and actors within this broad field of study and ascertain what plans are in place for the short and medium-to-long term trajectories;Assist the key persons amongst the senior management of the College, the MoES and the MoH in the development and implementation of a strategic plan for the short and middle-to-long term future (including physical infrastructure s, educational programmes and international lessons learned);In close consultation with the MoH and other key stakeholders, assist the leadership of Mulago HTC and the MoES, and in the development and implementation of a new vision for the future of training health tutors, including a roadmap that will allow this vision to be achieved and the preparation of a concrete comprehensive institutional development plan for the medium-to-long term future.

Specific for Abilonino Community Polytechnics Instructors College:

Assist Abilonino CPIC to carry out a similar activity as conducted for Mulago HTC, focusing on the current situation and the present and future needs of Abilonino CPIC;Assist Abilonino CPIC, in cooperation with the MoES, in preparing and implementing a detailed institutional development plan for the medium-to-long-term future of the college;Provide expert guidance and advice to the leadership and governance of the college, and to the MoES, regarding strategic aspects of the operational and educational sides of the college ? including in relation to management, governance, maintenance and physical infrastructure and education and training;Provide advice and guidance to the college and to the MoES in relation to the selection of priority fields of study for the college and also in relation to all that might be entailed in the possible development of a Centre of Excellence at Abilonino

In General:

Maintain close relationships with MoES and other relevant Ugandan agencies and Ministries and with the donor community;Provide technical guidance on project methodology and strategy;Provide an input in terms of innovative approaches and technologies related to capacity building;Organise, coordinate and supervise the implementation of project activities in accordance with the approved project work plans;Assist the Project Coordination Team (PCT) and the MoES in writing the terms of references and technical specifications required for the execution of activities related to this component of the project;Organise activities to evaluate & capitalise the lessons learned, both for MoES and BTC;Provide support to the PCT in the management of the project;Undertake any other similar, or different, activities as may be prescribed from time to time by the Project Steering Committee (PSC) in relation to the provision of specialist support, advice or guidance.

In addition, the ISE shall assist the PCT in the preparation of periodic progress reports and financial reports. In particular s/he shall assist the PCT in preparing:

Consolidated and coordinated quarterly and annual progress reports including recommendations;Financial reports in accordance with the requirements of BTC;A Final Report summarising the results of the Project, including lessons learnt, conclusions and recommendation on how the achievements of the Project can be sustained;Any other reports as requested by the MoES, the PSC and/or BTC.
