Senior Officer, Sponsorship Operations & Communications - (1) position) - Kampala

Job Purpose:

The Senior Officer, Sponsorship Operations and Communications is responsible for managing sponsorship information effectively and efficiently in line with both local and international Save the Children sponsorship & quality standards. This position is also accountable for sponsorship communications and quality of sponsorship information & data.

Academic back ground and Experience;

• Minimum of a Degree in Computer science, Information Technology, Information Systems, Business Computing or related field.

• At least 2 years working experience in development programmes of managing child sponsorship operations is essential.

• Having experience and skills in photo and video taking is an added advantage

• Must have good computer typing speed. Experience in database management is an added advantage.

BACKGROUND

UNICEF’s Innovation Unit and the UNICEF Global Innovation Centre are currently planning the scale up of several mobile driven tools supporting core UNICEF programmes such as in health, education, nutrition, coordination with partners, and broadcast media to facilitate gathering direct information in a timely and cost effective manner from hundreds of thousands of young people on everything from access to safe drinking water to views and behaviors about HIV and sex. Current development of the open-source technologies supporting UNICEF’s programmes require tools and components designed to accelerate replication by other country offices.

Evidence shows that digital health (eHealth), including strategies that leverage mobile technologies such as Short Message Service (SMS), can improve routine service delivery in terms of timely data collection and quality case management. Many of these eHealth systems show great potential in accelerating progress towards improving health service delivery. For example, in Uganda a nationally scaled RapidSMS based solution called mTrac supported by UNICEF and WHO has allowed the government to track anti-malarial medicines, contributing to a reduction in stock-outs from 79% in 2011 to 15.4% by 2014. However, current experience to date has been based primarily on pilot projects with few evaluations. As a result, large-scale implementation or integration of eHealth innovations within national government health programs is still limited. Therefore, there is an absence of adequate evidence about what works and knowledge of how to scale interventions that have demonstrated efficacy; and increasing calls for an evidence-based ‘systems approach’ to integrating these strategies into existing health systems.

One of the biggest challenges facing government and health development partners is the effort and cost required to deploy even the most basic eHealth system. While there are a number of eHealth tools that are hosted in the cloud or run off local computers, emerging government policies and laws are now increasingly requiring health data to be hosted at in-country data centres. This often necessitates sending in expensive foreign consultants, and hiring and training numerous technical staff to manage at great cost. Furthermore, establishing reverse-billed short codes – often a requirement for many mobile eHealth applications – can take years of negotiation with Mobile Network Operators in some countries. Furthermore, most investments in the eHealth space still do not take into account emerging best practices on enterprise level health information system architecture, including those coming from communities such as OpenHIE.

To address this, UNICEF has developed RapidPro.[1] RapidPro is designed for programmatic experts--not technologists--to be able to easily create SMS-based workflows to monitor programmes, track activities, or engage with beneficiaries. The platform includes tools for quick graphing and data analysis, as well as the ability to export data directly to Excel for further analysis. It retains and expands upon the functionalities of RapidSMS, which powers U-report, mTrac, Mother Reminder, Project Mwana, and the Rwanda’s RapidSMS 1,000 Days, but is easy to setup and manage without technical expertise. In addition, local government cloud hosting arrangements, service, and contracts with Mobile Network Operators will be taken care of by the UNICEF Global Innovation Centre in Nairobi, Kenya. UNICEF programmes in Rwanda, Tanzania and Uganda are planning to either upgrade their current RapidSMS systems or implement new programmes on top of the RapidPro platform. All other UNICEF programmes are being encouraged to adopt RapidPro as the platform of choice for running SMS based mobile programmes.

The Innovation Center in Nairobi and the UNICEF Innovation Unit in New Yorkscaling up RapidPro (http://www.rapidpro.io/) as UNICEF’s mobile phone based system for Real Time Data collection for improved monitoring of service delivery. RapidPro is a communication engine to power connections among decision makers, young people, and frontline workers and UNICEF. It’s been designed based on seven years’ experience, challenges, failures, successes, and lessons learned around implementing RapidSMS. It is specifically designed for programmatic experts not technologists to be able to set up, easily create SMS-based workflows, and monitor programs, track activities, or engage with beneficiaries.

UNICEF is currently exploring opportunities to support alignment of a number of key eHealth tools - including DHIS2, iHRIS - through the promotion and adoption of emerging best practices around health systems enterprise level architecture and Application Protocol Interfaces (API’s), and extend the functionality of a core set of eHealth tools that are already serving as the foundation for many national Health Information Systems through RapidPro; increasing the effectiveness of these tools exponentially and creating a platform for expanding specific interventions and programmes.

Additionally, a broader RapidPro supported “eHealth Suite of Tools” is planned, which will update and extend the reach of already UNICEF supported RapidSMS applications including maternal reminders, while adding new modules including a community counseling hotline application. This includes the community counseling hotline module (based off of the Zambia U-report HIV/AIDS counseling service) with an emphasis on breastfeeding and maternal, newborn, and child health counseling. The mother reminder application which will be built off of Project Mwana and the Uganda mother reminder systems, which strengthens the link between the community (through CHWs) and the formal health system (facilities).

In order for the work around building out the health suite of RapidPro, including interoperability with other open source mHealth solutions, to support the implementation of an MNCH grant by the Bill & Melinda Gates Foundation and existing initiatives around The Every Newborn Action Plan, SUN movement, Global Fund-MNCH-Plus, Breastfeeding Advocacy, and iCCM initiatives to be properly designed, deployed, managed, UNICEF sees a great need to strategically place an mHealth product manager within UNICEF’s Health program.

PURPOSE OF THE APPOINTMENT

The product manager would serve as the focal point on RapidPro Health activities, while ensuring standards/principals are kept during deployments, mHealth/eHealth communities are engaged around the interoperability of RapidPro, partnerships are developed and maintained, and country offices are supported in developing and implementing mHealth activities pertaining to grants by the Bill & Melinda Gates Foundation (BMGF). The product manager will work between UNICEF’s Health and Innovation teams at headquarters and UNICEF’s Global Innovation Centre, with the expectation that country offices, RapidPro teams and stakeholders, and partners are visited when needed. The coordinator role will allow RapidPro to be strengthened in its health application rollouts and systematically integrated into other e and mHealth systems.

The general objective of this consultancy is to provide overall product mHealth coordination and strategy support to the UNICEF Global Innovation Centre. This candidate needs to gather large amount of information from various sources and synthesis is it into concrete plans for how the Global Innovation Centre should develop and package tools within the RapidPro Health suite.

It will require an ability to understand complex, abstract concepts, and ability to think creatively about best fitting technology for each project and build the end product. It will take an understanding of currently available technology and trends to develop effective solutions for the Health sector. It also requires an extensive background and presence in the mHealth/eHealth communities.

MAIN ACTIVITIES

? Working with UNICEF HQ Health Section, Regional offices and countries to develop a global mHealth approach on MNCH based on GreenTree principles and other existing best practices in the field.

? Supporting MNCH grant countries in mHealth strategy development and implementation, linking to other existing mHealth platforms in the country.

? Providing guidance to both UNICEF Health and Innovation teams on ways forward to further strengthen RapidPro’s suite of mHealth services in a sustainable fashion.

? Coordinating and aligning the RapidPro Health suite: roadmap and requirements with UNICEF HQ and Gates MNCH Grant strategies, and provide strategic guidance and oversight to the RapidPro Technical Architect and Product Managers

? Developing a scalable rollout and support strategy for deployments of maternal reminder and community counseling hotline application, including providing an integrated community support option for these products

? Work with the UNICEF Health team to integrate into the broader MNCH strategy, and develop budgets and fundraise where there are gaps in financing.

? Supporting coordination of the development of training materials and documentation for RapidPro suite of mHealth services in target countries;

? Participating in relevant standards/interoperability communities, working with existing open-source mHealth platforms (MoTECH, CommCare, DHIS2, OpenMRS, iHRIS etc) to ensure that any country implementation meets interoperability requirements.

? Assessing further support needs required by countries to rollout RapidPro mHealth services and integration.

? Review existing UNICEF Health strategies, and provide recommendations to mainstream emerging best practices in the field of digital health systems into UNICEF programmes.

QUALIFICATIONS AND EDUCATION

At least 8 years of professional experience. Proven experience in the mHealth field - especially on deployment of mHealth systems with multiple partners and multiple systems. Significant experience with project management with an ability to translate complex ideas from various fields into unified, clear guidance is a must. Advanced degree in a relevant field or equivalent related practical experience.

Additional Experience and Knowledge:

Project Manager who is comfortable working on the database, front-end code, and everything in between.

Exposure to managing external software vendors

Experience writing technical contracts

Experience writing technical documentation

Experience working in working, designing, or deploying solutions in/for low-resource settings

Extensive experience working with the mHealth/eHealth community

Knowledge and experience with MoTECH, CommCare, DHIS2, OpenMRS, iHRIS, OpenHIE, etc

Familiarity with open-source technology

Excellent written and verbal communication skills

Experience with processing large amount of information and synthesizing it

Ability to work in a team and in a diverse work environment.

Languages:

Fluency in English.

Job Purpose:

Reporting to the Director of Program Operations, the person provides technical assistance and oversight for aspects related to the NORAD funding in Country. The Program Manager is the National level manager of NORAD Framework Program and which is an integrated program comprising of the following thematic areas; Education, Child Protection, Child Rights Governance and Disaster Risk Reduction. The job holder provides overall programmatic and operational lead and management including; planning, implementation, capacity enhancement, monitoring/ evaluation and reporting both internally (within SCI) and externally (for/with partners). The person is accountable for overall coordination and oversight delivery of the NORAD framework program across all the thematic areas of Education, Child Protection, Child Rights Governance and Disaster Risk Reduction in the country. The job holder may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Academic back ground, Experience & Person Specifications;

Minimum of a Bachelors’ Degree in humanities. Experience in managing integrated programmes across different thematic areas such as education, child protection, child rights governance or disaster risk reduction is a must.At least 5 years of accrued working experience in program implementation with a minimum of 3 years in a management level position in an international NGO and those applying partnership approaches is desirable.Strategic thinking and planning skills, be able to set priorities, prepare manageable plans and to evaluate progress.

Senior Officer Fertility Awareness and Community Transformation (FACT) Project (1 Position); Kampala

Job Purpose:

The Senior Officer – FACT contributes to Save the Children’s capacity to implement the FACT project as a means of improving fertility awareness and access to fertility awareness methods using existing program SCI platforms in Northern Uganda and Karamoja region. S/he is responsible for ensuring proper coordination of FACT activities with those of existing program platforms used for implementation of the FACT project; coordinating and providing guidance on mobilization activities to ensure effective participation in FACT activities of communities within selected program platforms; supporting the training of facility and community based providers about fertility awareness, fertility awareness based family planning methods and other family planning methods; leading on monitoring and documentation of project activities and contributing to writing of project reports. The Senior Officer may be called upon as and when necessary to support the emergency team in cases of humanitarian crisis.

Academic back ground, Experience & Person Specifications;

Minimum of a bachelor’s degree or higher diploma in either midwifery or medicine field or equivalent accrued working experience, with skills and experience in community delivery of family planning methods or sexual reproductive health;Experience in gender programming and previous experience in family planning or SRH programming is an advantage;Postgraduate training in Reproductive Health and Gender related field, Population Studies, Development studies, Social Sciences or Management is an added advantage;Minimum of 3 years working experience in community based family planning or sexual reproductive health programs, related programming in Uganda (preferably with an International NGO);Must be willing to extensively travel to the field.

OFFICE/LOCATION INFORMATION:

Habitat for Humanity Uganda on May 1st 2013 shifted office location to Kamwokya. Kamwokya is a location within the city of Kampala, Uganda's capital and largest metropolitan area. This location is approximately 4.5 kilometers (2.8 miles), by road, northeast of the Kampala's central business district.
Kamwokya is a two square-mile area and home to 20,000-30,000 people. Kamwokya has both planned and unplanned settlements accompanied by both the well-to-do as well as the low income people. The community in Kamwokya is comprised of multiple tribes with a mixed residential and commercial area of the city, with a large number of small Information Technology (IT) businesses. It is also the location of a central market, restaurants, shops, dry-cleaners and sports bars, many of them, upscale. Closer to the city center, one can find several foreign embassies, government buildings, hospitals/clinics, and the Uganda National Museum.

Some of the homes in Kamwokya have over the last 5-10 years been converted to office space. The Habitat Uganda office was once a family’s home.

Habitat Uganda now has a total of 27 warm and friendly officers, with the National Office at Kamwokya having 15 staff while the others are based at the field offices. There is currently one volunteer.

COUNTRY DESCRIPTION:
Lying astride the equator, most of Uganda consists of a fertile plateau, in the center of which is Lake Kyoga. The climate is tropical; generally rainy with two dry seasons (December to February, June to August). Average daily temperatures rarely exceed 29°C (84°F). It has a well-developed tourist infrastructure with excellent national parks that showcase Uganda's wide variety of wildlife including mountain gorillas, chimpanzees and over 600 species of birds. In addition to Kampala, other cities include Entebbe, Gulu, Jinja, Masaka, Mbarara, and Mbale.

About 90% of Uganda's inhabitants live in rural areas. Approximately 70% of the people speak one of the Bantu languages; the main Bantu ethnic groups, all of whom live in the southern half of the country, are the Baganda, Banyankole, Basoga, Bakiga, and Bagisu. Other language groups in Uganda are the Western Nilotic, whose speakers live in the north and make up about 15% of the population; the Eastern Nilotic, whose members live in the northeast and make up about 10% of the population; and the Sudanic, whose speakers live in the northwest and make up about 5% of the population. Between 1980 and 1985, thousands of refugees (mostly Tutsis) from Rwanda and Zaïre (now the Democratic Republic of the Congo) settled in Uganda. English and Swahili are the country's official languages. More than 80% of the people are Christian, while about 12% are Muslim; the rest follow traditional religious beliefs. In collaboration with the national counterpart (Government and Civil Society), UN agencies and other partners, the International Technical specialist-MH/FP contributes substantially to reducing family planning unmet needs, increasing coverage of EmONC, strengthening the institutional framework for the management of human resources in maternal health and family planning, improving the availability and accessibility of quality reproductive health services, with active community involvement. He/she oversees the implementation of the consolidated Annual Work Plan (AWP)for strengthening integration of Family Planning, Maternal Health, HIV Prevention and Gender Based Violence services, particularly in the core districts covered by the program. He/she ensures the quality of interventions and outcomes : (i) best practices and lessons learned in the management of the work plan , (ii) leadership, governance, coordination , monitoring and evaluation at all levels of the program cycle for the promotion of Family Planning, Maternal Health, HIV and Gender for accelerating maternal mortality reduction and Uganda’s sustainable development.

The Technical specialist will accomplish the following tasks:

A.Effective advocacy, policy dialogue, coordination and management of multi-stakeholder programs in support of the national response in the areas of sexual and reproductive health, with focus on maternal health and family planning.

· Develop a synthesis of all programs and projects funded by Uganda UNFPA Country Office in the field of maternal health, family planning, HIV, GBV and protection of sexual and reproductive health of young girls showing synergies, complementarities, and any duplication. This summary document will have a clear strategic vision. It will take into account the extended United Nation Development Assistance Framework (UNDAF), the extended Country Program Action Plan (2014-2015) and the Reproductive Maternal, Newborn and Child Health Sharpened plan for Uganda and show interactions, complementarities; potential duplication with the action plans of sister agencies such as UNICEF and WHO as well as other related national and international NGO programs. It will propose a joint action plan with other agencies in the field of interventions to reduce maternal mortality, especially pillars: FP, Commodity Security, Sexual Health of Adolescents and Young people, EmONC, Goal oriented Antenatal care, deliveries attended by qualified staff, preventing HIV transmission from mother to child and prevention and response to Gender Based violence

· Exploit studies, research and available data in Uganda on maternal health, family planning and the girl child, and maintain statistics relating thereto, with a view to updating indicators of maternal health;

· Contribute to the creation and sharing of knowledge by synthesizing and documenting the results, lessons learned, successes and best practices, strategies and innovative approaches to promoting integrated maternal health, family planning and HIV programs

· Report regularly on progress in maternal health/family planning/HIV/GBV and share information with the various actors in the context of improving intervention strategies in this regard;

· Contribute to the Annual Work Plan evaluation and development of the Annual Work Plans for integrated reproductive health services strengthening

B. Technical support to development and implementation of national SRH, FP and RHCS related strategies

· Contribute to the substantive elaboration and adaptation of UNFPA Strategic Plan, its family planning strategy and to its implementation in the country

· Provide the GOU/UNFPA Country program with Technical Assistance and advice on the strategic direction for strengthening the delivery, access to and quality of integrated Sexual and Reproductive Health Services, formulate recommendations on potential critical maternal and sexual and reproductive health issues and provide advice in respect to health sector progress including Millennium Development Goals progress.

· Provide technical assistance to national partners to scale-up quality health services to ensure universal access to reproductive health, including family planning, skilled birth attendance, emergency obstetric and newborn care,

· Participate in the implementation and monitoring of Annual Work Plan activities by conducting field visits, participating in review meetings and missions evaluation and preparing quarterly and annual reports on the progress;

· Strengthen national capacities in Reproductive Health for: i) conducting needs assessments in the field of EmNOC and FP; ii) achieving cost estimates of developed plans and rapidly mobilize the resources required for their implementation; iii) conducting the political dialogue for growth and the equitable distribution of qualified heath providers, particularly midwives for skilled attendance at birth iv) contributing to equitable access to reproductive health services, including for the poor; v) proposing initiatives to address the deep causes of maternal mortality, including gender inequalities vi) improving monitoring and evaluation; vii) contributing to strengthening mutual accountability mechanisms to ending preventable maternal and newborn death including but not limited to Maternal Death Surveillance and Response (MDSR) and National Health Accounts analyses

· Contribute to the implementation of Uganda’s initiatives on reduction of maternal and newborn mortality including Uganda’s FP scale up plan, Uganda’s Catalytic action plan on Life saving commodities etc

C. Resource mobilization in support of SRH (especially MH and FP) priorities based on evidence informed interventions and maximizing value for money

· Contribute to the mobilization of financial resources for: i) the promotion of family planning, ii) the promotion of maternal health; iii ) strengthening Reproductive Health Commodity Security, iv ) the protection of the girl child, preparing adequate documentation and participating in meetings of donors;

D. Strengthened partnerships, especially within the UN family to mainstream UNFPA strategic plan priorities in the country and among donor interventions.

· Strengthen partnership with other UN agencies, and civil society organizations for the planning, implementation and monitoring of high impact interventions to reduce maternal mortality; specifically FP, access to and use of essential life-saving commodities as well as investing in maternal and newborn care

· Participate in the UNFPA and FP2020 technical networks on Family Planning maintaining communication and feedback loops on all substantive work;

· E. Perform any other duties as assigned by the UNFPA Representative/ supervisor in the area of his/her competences.

QUALIFICATIONS:

Education:Advanced university degree or equivalent in Medicine, public health, population studies, Health Statistics or related fields

Knowledge and Experience:

· Seven years of relevant and increasingly responsible experience in managing RH or health programmes, of which at least five years national and/or international experience in advising on SRH programmes RH commodities, health systems and supply management. Professional experience as Technical Specialist to Ministries of Health in other countries will be an asset.

· General knowledge of the principles and operational aspects of integrated RH/MH care.

· Interpersonal and communication skills for the dissemination of information and advocacy activities.

· Familiarity with UN development programmes and working procedures, especially UNFPA policies and programming procedures, an asset.

· Proven skills in report writing and publication of articles in maternal health and family planning are essential.

Languages

Mastery of English is required.

Knowledge information

Proven skills in current use of the office software are also required.
