Organization: Rural Electrification Agency (REA)The Rural Electrification Agency (REA) is the Secretariat of the Rural Electrification Board (REB) as established by Statutory Instrument 2001 No. 75. The REB’s main function is to oversee the management of the Rural Electrification Fund (REF) and facilitate the development and implementation of rural electrification projects under several sources of funding (i.e. Government of Uganda, World Bank under Energy for Rural Transformation, (ERT) project, SIDA, JICA, NORAD, BADEA, SFD, etc.)Job Summary: The Manager, Investment Planning and Promotion will be responsible for project identification, prioritization, detailed studies, preliminary designs, pipelining and packaging for both public and private sector investment.Key Duties and Responsibilities:  Identify priority projects, coordinate the preparation of their feasibility studies, develop an annual pipeline of projects on priority basis & package them for funding and follow up on resource mobilization.Offer technical support to the master planning process for the service territories and continuously update the master plans on a year to year basis.Work closely with the Manager Project Development & Management, mobilize local authorities and communities to identify and initiate rural electrification projects in their areas.Actively promote innovative technological and business approaches, including low cost solutions, to realize cost savings and to bring energy services to sparsely populated areas.Ensure compliance of proposed projects with the Environmental and Social Management Framework (ESMF).Build and maintain REA’s GIS-based rural electrification database for use by project planners and potential investors.Prepare annual status reports on rural electrification planning, including priority projects which have been pipelined for investment, community initiated projects and private sector projects being initiated and supported by REA.Prepare the annual budget and work plan for the department to be integrated into the REA annual plan and work plan.Perform any duties as may be assigned by the Deputy Executive Director.Qualifications, Skills and Experience:  The candidate for the Managerial position in REA should hold a good Bachelor’s degree in Electrical Engineering. PRINCIPAL WATER OFFICER [RURAL WATER SUPPLY] (5 VACANCIES)

 DUTIES:-

The incumbent will be responsible to the Assistant Commissioner/Rural Water Supply for performing the following duties:

• Assisting in the formulation and review of national policies and strategies for the water sector and sanitation sub-sector.

• Assisting in the formulation of national plans and project proposals for water and sanitation.

• Facilitating the development of materials for communication, promotion and public awareness campaigns and dissemination of water and sanitation sub-sector activities.

• Providing technical advice and support to Local Governments and private sector actors engaged in the management of water resources and provision of water and sanitation services.

• Giving support in the organization and coordination of meetings of the water sub-sector working group, policy committee, joint sector reviews and other key entities.

• Analyzing, compiling and consolidating of data and reports for the water and sanitation sub-sector and preparing quarterly, half yearly and annual reports for the sub-sector.

• Assisting in the development of a management information system (MIS) for the water and sanitation sub-sector and ensuring that it is properly maintained and is operational at all times.

• Assisting in the compilation and consolidation of the water and sanitation annual and quarterly plans and budgets (rural water & sanitation, urban water supply, water for production and water resources management) for approval by the relevant authorities.

• Ensuring development of a communication system and related procedures for DWD/DWRM (MWE).

• Collaborating and coordinating with the sector social scientist – DWD/MWE to ensure that gender concerns are incorporated in all water and sanitation sub-sector activities.

• Assisting in the fulfillment of the administrative role of the head of section which may include, but not limited to performance appraisal of staff and coaching, mentoring and training of subordinate staff.

• Any other duties as may be assigned by from time to time.

Job Title: Head of Procurement and disposal Unit

MAIN TASK: To provide efficient, effective and timely procurement services to REA and ensure total compliance with the PPDA Act arid Regulations and Procurement Requirements of Development Partners.

KEY RESPONSIBILITIES AND DUTIES:
a) Provide the necessary management and leadership to the Procurement and Disposal Unit (PDU) to perform its functions efficiently, effectively, promptly and in accordance with the required procurement guidelines.
b) Facilitate the formulation of an overall procurement strategy for REA and ensure its implementation.
c) To provide the necessary guidance for compliance with the obligations of the PPDA Act and Regulations and other Guidelines for Projects funded under multilateral and bilateral financing agreements
d) To be responsible for the preparation and periodic updating of annual or muiti annual procurement plans in consultation with other technical departments in REA and ensure that the procurement plan is integrated with the work plans and the Financial Budgets.
e) In consultation with user departments, initiate the procurement process and coordinate the preparation of Terms of Reference, Statement of Requirements, Specifications and Bid documents for the procurement activities under REA.
f) Establish and maintain a simplified Procurement Tracking System for monitoring of the procurement activities, contracts' register and procurement/contracts status Reports etc.
g) Establish and maintain a database of pre-qualified suppliers and shortlists of consultants and periodically update based on responses received to the REA's advertisements and consult¬ant requests;
h) Participate in the evaluation of bids and proposals and take the lead role in providing procurement technical guidance to the evaluation committees.
i) Ensure timely receipt of the goods and consultant's monthly status reports. Track and monitor the ordering process, and ensure that the requests and deliveries are within the contract terms and conditions.
j) Manage all disposals in line with the PPDA Act and/ require¬ments of Development Partners where applicable.
k) Provide effective staff supervision; including planning, monitor¬ing, developing and evaluation of their performance on a regular basis.
I) To carry-out any other tasks) as may be deemed necessary by REA management.

Job requirement

MINIMUM QUALIFICATIONS; Education
a) A good Bachelors degree in Procurement and Supply Chain/Logistics Management from a recognized University, OR
b) Any good Bachelors Degree and Full Professional Qualification in a Procurement Related Discipline e.g. CIPS
c) Post Graduate Qualification in a related discipline will be an added advantage.

Key Experience
a) A minimum of. 5 years working experience in a busy Procurement Office, 2 of which should be at the level of Head PDU
b) Extensive working knowledge of the PPDA Act and Regulations and Procurement Requirements of Development Partners like World Bank, SIDA, NORAD, JICA etc.

Key skills and competences:
a) Problem analysis and problem solving.
b) People skills (internal and external).
c) Effective communication.
d) Report writing.
e) Stress tolerance,
f) High level of computer literacy, with experience in the use of relevant packages.
