Project/Proposal Summary:
USAID/Uganda’s 2012-2017 Learning Contract is intended to enable USAID/Uganda to become a more adaptive, modern and effective development enterprise. This five-year program will help to achieve that goal by broadly strengthening USAID/Uganda’s monitoring and evaluation (M&E) capacities.
Position Summary:
The M&E Specialist is responsible for working with the Chief of Party towards the achievement of the project Performance Management Plan (PMP) and will oversee the day-to-day implementation of the project’s M&E work, focusing on particular programs corresponding to democracy, governance and conflict and strengthening democracy and governance systems and making them more accountable. The position will be based in Kampala, with frequent travel required around Uganda.

Responsibilities:
• Serve as the resident expert in monitoring and evaluation of democracy, governance and conflict for USAID/Uganda.
• Lead and manage the M&E team throughout the country.
• Provide technical leadership for the project component dealing with M&E, including:
o Develop statistical tools for baseline, mid- and final-term data collection.
o Assist USAID offices and project implementing partners to prepare high-quality Performance Management Plans (PMPs).
o Local capacity development in monitoring and evaluation, including data collection of key indicators.
o Develop and implement a Clearinghouse for monitoring and evaluation.
o Conduct performance evaluations and report results per the USAID 2011 Evaluation Policy.
• Produce M&E technical reports for the Mission and MSI.
• Determine project M&E technical assistance needs and recruit short-term technical assistance.
• Routinely interact with senior USAID officials, other USG officials associated with democracy and governance and conflict, other donor partner representatives, and senior Government of Uganda (GoU) officials.
Qualifications:
• A minimum of eight (8) years of relevant work experience required, including:
o Field and technical experience evaluating democracy, governance and conflict programs;
o Demonstrated abilities in program/project results monitoring and reporting;
o Field survey design and implementation experience.
• The ability to develop relationships with technical level public officials and civil society partners in carrying out impact evaluations.
• Master degree or equivalent in related field, Ph.D. preferred.
• Excellent written and spoken English skills are required.
