The Uganda Protestant Medical Bureau (UPMB) is a leading Christian Organization coordinating over 260 health centres and 17 hospitals all over Uganda. UPMB is inviting applications from suitably qualifi ed individuals to implement a fi ve year Centre for Disease Control and Prevention (CDC) funded HIV program within its network. This will be through a UPMB program of National Expansion and Strengthening of sustainable HIV/ TB (NESH) services in Uganda

1. TITLE: CLINICAL SERVICES SPECIALIST (1 position) 

Reports to: Project Director

Department: Health

Location: Kampala (with frequent travel to the Field)

Job Objective : The NESH Clinical Services Specialist will be responsible for ensuring the day to day implementation of NESH clinical activities while coordinating them with all core interventional areas of the Project. The job holder will also be assisting the Project Director in linking withstakeholders, clinical representation and strategic aspects of the Project

DUTIES AND RESPONSIBILITIES:

• Synthesize quarterly clinical assessment reports of NESH implementing Health facilities

(NIFs) performance and give technical advice to the senior project management team

(SPMT).

• Maintain current knowledge of HIV/AIDS & TB patient’s standard of care at the NESH implementing Health facilities through regular training activities.

• Coordinate central/ regional Continuing Medical Education sessions so as to ensure professional development of the clinical teams.

• Develop and conduct operational research related to the project implementation.

• Coordinates and leads targeted Technical Assistance to Implementing Facilities.

• Coordinates with the Program Director to ensure that issues arising from NESH implementing Health facilities are followed up i.e. programming, performance and TA needs.

• Prepares periodic reports on Technical Assistance and training activities as may be required by the SPMT.

• Represent Clinical Team at SPMT meeting.

• Participate in Therapeutic Drugs Committee (TDC) meetings.

• Any other duties assigned by the Supervisor

MINIMUM QUALIFICATIONS & EXPERIENCE

• Degree in Medicine

• Masters Degree ,preferably Internal Medicine , an added advantage

• At least 10 years clinical experience, 5 years of which in the fi eld of HIV/AIDS

• Proven track record of implementing similar ART program preferably in an NGO set up

• Computer skills (Word, Excel, Power Point etc)

• Excellent Training Skills

• Proven Research experience and publications in peer reviewed journals

2 TITLE: HIV PREVENTION OFFICER –ABC, HBCHCT, CBTS & MARPS (1 position)

Reports to: Clinical Services Specialist

Department: Health

Location: Kampala, (with frequent travel to the Field)

Job Objective:

To coordinate all the NESH prevention related activities in all the targeted Districts. The job

holder will be responsible for overseeing the implementation of HIV prevention activities i.e. (ABC, HBCHCT &MARP) geared towards strengthening the prevention component of

ART program through the provision of capacity building at hospital and community level. The job holder will also be responsible for assessing and monitoring of quality HIV health care and as well as networking and building partnerships with the stakeholders. .

DUTIES AND RESPONSIBILITIES:

• Assess new NESH implementing Health facilities for readiness to initiate ART Prevention Activities

• Assess quality of community support activities relating to ART in and around potential NESH implementing Health facilities

• Assist NESH implementing Health facilities in developing their community program for ART during site activation process

• Identify training needs, plan trainings and facilitate training sessions on prevention activities.

• Work with ART health Care team to establish and strengthen prevention activities within NESH implementing Health facilities for improved quality of patient care.

• Coordinate and carry out prevention technical assistance visits to the NESH implementing Health facilities.

• Assist in development of prevention messages directed to a specifi c target population.

• Create linkages between clinical & community aspect of the project.

• Provide on the job training to NESH implementing Health facilities ’ staff

• Develop and implement a monitoring plan for evaluating the performance of prevention activities and community outreach programs at NESH implementing Health facilities.

• Network with other organizations involved in HIV prevention activities and promote linkages between NESH implementing Health facilities and organizations providing HIV support services in the community.

• Ensure project activities comply with national guidelines and policies for HIV prevention.

• Ensure availability of appropriate job aides and education materials on HIV prevention at the NESH implementing Health facilities.

• Identify & document best practices and share key lessons learnt on HIV prevention strategies.

• Assist in conducting focus group discussions with NESH implementing Health facilities’ staff and community volunteers.

• Foster strong relationships between the Diocese and NESH implementing Health facilities in promoting HIV prevention.

• Participate in proposal development in order to attract new resources complementary to NESH.

REQUIRED QUALIFICATIONS & EXPERIENCE

• Degree in Counselling, Social Work or Community Development or related fi eld with 5 years minimum working experience.

• At least 5 years working in HIV/AIDS, ART, HBC or hospice environment at community level.

• Must be profi cient with and able to teach basic facts on HIV/AIDS.

• Trained in HCT and HIV care counselling as per the national curriculum.

Personal / Professional Skills:

• Demonstrated counselling skills and strong understanding of HIV/AIDS related issues in the Ugandan context.

• Familiarity with adult learning principles / techniques and demonstrated ability in design and facilitate learning opportunities for adults.

• Computer skills (MS Word, MS Excel, MS Power Point)

3 TITLE: INFORMATION TECHNOLOGY (IT) SPECIALIST (1 position)

Reports to: Strategic Information Offi cer

Department: Health

JOB PURPOSE: The IT Specialist shall plan, implement, monitor and manage all UPMB/ NESH IT systems to improve effectiveness and productivity of the users.

DUTIES AND RESPONSIBILITIES:

• Support facilities to set up and maintain electronic information systems and networks

• Develop and implement operational user network procedures for access and security of the systems

•Work with the Strategic Information Offi ce (SIO) to support facility IT staff to utilize and manage IQ care (International Quality care software system) through routine training and onsite technical support

• Monitor IT systems, provide timely advice to Management for replacements or upgrades

• Liaise with administration to maintain an up to date inventory of all computer hardware and software

• Support UPMB and facility M&E staff to conduct regular backups for data

• Manage LAN for UPMB and NESH implementing facilities

• Provide technical support relating to Accounting packages, Linux software and other Information Management Systems

• Provide technical support relating to IQ care software and other Information Management Systems

• Maintain computers in good working condition

• Provide expert troubleshooting support; problem solving of the current IT databases

• Provide support in development and maintenance of all UPMB/NESH Implementing facilities databases, websites, internet, intranet and any other electronic/digital offi ce applications

• Monitor performance of UPMB email communication and internet accessibility, liaise

with the service providers to ensure the systems are up and running effi ciently, and Maintain all UPMB and NESH implementing Health facilities computer networks and systems.

• Liaise with vendors to carry out repairs for scheduled or non-scheduled maintenance of various equipment on the network infrastructure 

• Produce technical periodic reports to Management including pertinent issues that may arise following support visit to the implementing facilities

MINIMUM QUALIFICATIONS AND EXPERIENCE

• Bachelors Degree in Computer Science, Information Technology

• Additional Qualifi cation – Network implementation & support Training from a reputable organization.

• At least three years work experience of providing IT support in a busy setting &knowledge in management of websites and databases.

• Knowledge of IQ care soft ware will be of added advantage

4 TITLE: STRATEGIC INFORMATION ASSOCIATE (1 position)

Reports to: Strategic Information Offi cer

Department : Health

Location : Kampala, Uganda (with frequent travel to the Field)

Job Objective:

The SI Associate will work with the SI Offi cer to support the NESH team with strategic information of the NESH project and ensure that project targets are met.

DUTIES AND RESPONSIBILITIES:

• Supports the SI Offi cer on conception and operation of annual work plans

• Supports planning and co-ordination of NESH project through a consultative process, of

the specifi c tasks, activities, products and objectives that each program area must complete on an annual basis in order to deliver on the NESH strategies.

• Liaise with the M&E Offi cer to regularly review and update the NESH work plan implementation progress. Support the SI Offi cer in the preparation of status reports for

NESH Stakeholders and technical teams as may be required.

• Facilitate consultation and collaboration with key points of expertise in monitoring, data within and outside NESH to achieve delivery of key NESH strategies

• Contribute to the preparation and timely submission of project technical reports according to agreed Donor standards.

• Undertake periodic review of the implementation and operation of the monitoring and reporting mechanism; including the preparation of best practices and lessons learned

• Support the facilities to institutionalize the M&E function

• Continuously assesses facilities’ performance in relation to the NESH targets and provide relevant performance reports to the SPMT

• Conduct regular technical support visits to the NESH implementing Health facilities to strengthen the M&E function

• Conduct data quality assessments and audit at the NESH implementing Health facilities.

• Participant in Continuous Quality Improvement (CQI) activities through consultative processes at the facility and support institutionalization and operation of CQI teams at UPMB Secretariat and NESH implementing Health facilities.

• Conduct any other duties assigned to you by your supervisor

MINIMUM QUALIFICATIONS & EXPERIENCE

Qualifi cations and required attributes

• First degree in statistics or epidemiology.

• At least 3 years experience working in monitoring and evaluation of public health activities preferably HIV/AIDS

• At least 1 year of experience working with patient management and monitoring and medical records

• At least 2 years experience analyzing data and presenting fi ndings

• At least 3 years training experience in data collection, reporting, and data analysis using TOT and participatory approaches.

• At least 1 year of experience in PEPFAR or Global Fund reporting and quality assurance of donor reports

• Knowledge on IQ care (International Quality care software system)

5 JOB TITLE : LOGISTICS ASSOCIATE (1 position)

Reports to: Laboratory & Logistics Officer

Department: Health

JOB PURPOSE: The responsibility of the Logistics Associate will be to provide support for drug management to the NESH Project. This position will also act as the link person between Medical

Access and other implementing partners on pharmaceutical issues

DUTIES AND RESPONSIBILITIES:

• Coordinate UPMB’ responsibility in procurement of supplies and pharmaceuticals for the NESH Uganda ART program.

• Track all fi nancial transactions related to procurement and distribution of health commodities and process warehousing and distribution carried out by Medical Access

• Ensure full accountability of all ARVs and related supplies provided through Medical Access to the NESH implementing Health facilities.

• Coordinate and manage logistics involved in supply chain management of ARVs, and drugs for opportunistic infections;

• Train NESH implementing Health facilities on forecasting drug needs, procurement, tracking inventory and monitoring pharmaceuticals and other health supplies.

• Under guidance of the Laboratory & logistics Officer ensure that logistical management systems for ARVs and other drugs that are used in the treatment of opportunistic infections (OI) are harmonized with current national guidelines.

• Collect, synthesize and transmit data & information related to ARVs and other related health supplies utilized at the NESH implementing Health facilities as an input into forecasting project needs.

• Track the inventory of ARVs and related commodities in the entire pipeline from Medical Access through NESH implementing Health facilities to the patient dispensing points.

• Maintain documentation of all work and decision making processes involved in the forecasting, quantifi cation, acquisition and/ or procurement, distribution and use of all NESH project drug and other supplies for audit purposes and future reference.

• Work to develop, strengthen and integrate ARVs supply systems with the facilities overal pharmaceutical management systems.

• Maintain documentation of all work and decision making processes under the NESH health supply management portfolio

REQUIRED QUALIFICATIONS & EXPERIENCE

? A diploma in Pharmacy

? Knowledge of commodities and drug management

? Have a good understanding of the logistics health systems in Uganda

? Have solid working knowledge of ART programs and Anti Retroviral drugs;

? 2-3 years experience working in commodities/ drug management

? Demonstrated ability to transfer knowledge through formal and informal training.

? Excellent computer skills (Microsoft Offi ce Programs – Access, Excel. Word and Power Point).

6 TITLE: ASSISTANT ACCOUNTANT

(1 position)

Reports to: Accountant

Department : Finance And Administration

Location: Kampala (with regular travel to the Field)

Job Objective:

To support in the provision of financial and accounting support for the department and ensure that all accountancy processes and controls are followed by all UPMB Staff and NESH implementing partners.

DUTIES AND RESPONSIBILITIES:

• Prepare payment vouchers and cheques.

• Assist in handling all head offi ce daily cash transactions and maintaining cash imprest

• Input daily expenditure and cash receipts in the accounting system.

• Process fi nancial returns from the implementing facilities.

• Assist with lodging documents for processing of duty and VAT exemptions on procured items.

• Effect payments of statutory and other payroll deductions and fi ling annual returns to the relevant government bodies.

• Assist the Accountant in the preparation of the monthly reimbursement claims

• Assist in the in the preparation of monthly, quarterly and annual fi nancial reports

• Prepare reliable and accurate books of accounts for the NESH project

• Prepare journal vouchers for liquidation of advances and posting these into the accounting system

• Timely posting of all expenses to appropriate line items as per the budget and chart of accounts

• Manage all NESH banking functions and ensure proper cash management at all times

• Keep accounting records, grants management files and other project documentation

• Any other duties assigned by the supervisor

REQUIRED QUALIFICATIONS & EXPERIENCE

• A Bachelor Degree of Commerce or Business Administration majoring in Accounting

• At least 3 years relevant working experience in NGOs and/or church based organisations.

• Knowledge of USG funding guidelines is an added advantage

7 TITLE: DRIVER (1 position)

Reports to: Human Resource and Administration Offi cer

Department: Finance and Administration

Location : Kampala (with frequent travel to the Field)

Job Objective:

To drive UPMB vehicles in accordance with the transport policy and procedures of UPMB in order to enhance effi ciency and effectiveness of work

DUTIES AND RESPONSIBILITIES:

• Drive organization vehicles with due care and safety taking into consideration prevailing weather and driving conditions to avoid accidents, and to adhere to traffi c laws and regulations, and UPMB’s policies and procedures.

• Complete the vehicle logbook with record of all trips made and mileage covered daily.

• Carry out daily condition checks to ensure that assigned vehicles are in good running order.

• Ensure validity of vehicle insurance and report to the Human Resource and Administrative Officer the required action.

• Supervise the repairs of vehicles taken to designated garages

REQUIRED QUALIFICATIONS & EXPERIENCE

• Holder of Ordinary level certificate.

• Valid driving permit, able to work for long hours and on weekends

• Good oral and written English

• Should have at least 5 years experience in Driving for a reputable organization

• Maintain the general cleanliness of the entire UPMB Secretariat offices

• Serve break tea to all Staff

• Run simple errands to nearby office
