The Justice Law and Order Sector (JLOS) is a sector-wide approach adopted by the Government of Uganda in 1999 to improve the administration of justice, maintenance of law and order and strengthen the rule of law in Uganda.

JLOS programmes are supported through the sector wide approach to planning, budgeting, programme implementation, monitoring & evaluation with a shift of focus from institutional interests to sector wide strategic interests through a rationalized application of resources from Government of Uganda and development partners. JLOS thus brings together all institutions charged with the administration of justice and maintenance of law and order.

JLOS is a reform programme run under a common investment plan, whose strategic objectives include strengthening policy and regulatory frameworks, enhancing access to JLOS services and fostering a human rights culture and accountability, all in the context of the National Development Plan.

JLOS is overseen by the Leadership Committee, Steering Committee and Technical Committee with a Secretariat made up of different advisors who support the thematic areas of civil justice including land and family justice; criminal justice; human rights and accountability and transitional justice.

JLOS wishes to recruit two Advisors to provide support in the thematic areas of Access to Justice – Criminal and Human Rights and Accountability and two Resource Persons in the areas of land and family justice to provide support in the broader thematic area of civil justice.

1. ADVISOR – ACCESS TO JUSTICE – CRIMINAL

Description of Services

The Advisor, Access to Justice-Criminal will provide advisory services and technical support and guidance necessary for the successful implementation of the Strategic Investment Plan with specific regard to access to criminal justice as follows:-

 • Develop researched strategies for effective implementation of the criminal justice programmes;

. Provide technical support to the development of action plans and budgets for criminal justice reforms;

• Provide technical advice to sector management structures and sector institutions on the implementation of the criminal justice subprogrammes;

• Provide support to the monitoring and evaluation system, particularly on criminal justice reforms;

• Coordinate the preparation of quarterly, semi-annual and annual reports on criminal justice;

• Identify constraints to achievement of the criminal justice reform programmes to the working groups and relevant committees and make proposals for addressing them..

• Prepare analysed and comprehensive progress reports on criminal justice programmes within the overall reform programme for Semiannual and Annual Reviews;

• Resource the Criminal Justice Working Group meetings;

• Perform any other duties that may be assigned from time to time. The Advisor, Access to Justice -Criminal will report to the Senior Technical Advisor.

Qualifications and Experience

The Successful candidate should have:-

1. A Masters degree in law from a recognized University;

2. A good understanding of contemporary legal and justice reforms in developing countries with particular emphasis on reforms in thecriminal justice system;

3. At least 5 years working experience in programme management in a legal environment;

4. Good knowledge of the public sector planning and reporting processes and sector-wide approaches;

5. Experience working with donor agencies is an added advantage.

The successful candidate should have the following skills:

1. Proficiency in the use of standard computer software, including word processing, spreadsheets and presentation software;

2. Excellent analytical skills;

3. Excellent research, report writing and presentation skills;

4. Good inter-personal skills and the ability to work in a multi-disciplinary, multi-cultural and team centered environment;

5. Self-motivated, flexible and able to work under tight deadlines.

Terms and Conditions

The successful candidate will be offered a 3 year contract on competitive terms, tenable at the JLOS Secretariat.

2. ADVISOR - HUMAN RIGHTS AND ACCOUNTABILITY

Description of Services

The Advisor, Human Rights and Accountability will provide advisory services and technical guidance necessary for the successful implementation of the Strategic Investment Plan with specific regard to Outcome 3 on Human Rights and Accountability as follows:-

• Develop researched strategies for effective implementation of the Human Rights and Accountability programmes;

• Provide technical support to the development of action plans and budgets for accountability and human rights based approaches;

• Provide technical advice to the sector management structures and sector institutions on the implementation of the human rights and accountability sub-programmes;

• Provide technical support and advice to the Sector management structures and institutions on the implementation of the JLOS Anti- Corruption Strategy;

• Support the implementation of the monitoring and evaluation system, particularly on Human Rights and Accountability;

• Coordinate the preparation of quarterly, semi-annual and annual reports on human rights and accountability;

• Identify constraints to achievement of the human rights and accountability programmes to the working groups and relevant committees and make proposals for addressing them.

• Prepare analysed and comprehensive progress reports on Human Rights and Accountability programmes within the overall reform programme for Semi-annual and Annual Reviews;

• Resource the Human Rights and Accountability Working Group meetings;

1. A Masters degree in Law or Human Rights and Good Governance from a recognized University;

2. A good understanding of contemporary legal and justice reforms in developing countries with particular emphasis on reforms in good governance and accountability;

3. A good understanding of international and comparative human rights and contemporary issues in human rights and the implementation of international and regional human rights instruments;

4. At least 5 years working experience in programme management in a legal environment;

5. Good knowledge of the public sector planning and reporting processes and sector-wide approaches;

6. Experience working with donor agencies is an added advantage.

The successful candidate should have the following skills:

1. Proficiency in the use of standard computer software, including word processing, spreadsheets and presentation software;

Description of the services:

The Resource Person Land Justice will provide technical support for the implementation of the land justice component of the Civil Justice programme area as follows:

• Provide support for the development of researched strategies for effective implementation of the land justice reforms;

• Assist in the development of action plans and budgets for the land justice reforms;

• Provide technical support for the implementation of the land justice reforms;

• Assist in the monitoring and evaluation of the land justice reform programmes;

• Support the preparation of quarterly, semi-annual, annual and thematic reports on land justice;

• Identify and provide researched briefs on constraints to the achievements of the land justice to the relevant committees;

• Provide technical support to the Advisor, Access to Justice - Civil in the overall implementation of the civil justice reform programme;

• Resource the relevant sector committees and meetings;

• Perform any other duties that may be assigned from time to time;

The Resource Person Land Justice will report to the Advisor, Access to Justice - Civil.

Qualifications and Experience:

The successful candidate should have:-

1. A Masters degree in law from a recognised University;

2. A good understanding of contemporary legal and justice reforms in developing countries;

3. A good understanding of land law and land justice reforms;

4. At least 3 years working experience in a legal environment or in programme implementation;

The Resource Person Family Justice will provide technical support for the implementation of the family justice component of the Civil Justice programme area as follows:

• Provide support for the development of researched strategies for effective implementation of the family justice reforms;

• Assist in the development of action plans and budgets for the family justice reforms;

• Provide technical support for the implementation of the family justice reforms;

• Assist in the monitoring and evaluation of the family justice reforms;

• Support the preparation of quarterly, semi-annual, annual and thematic reports on family justice reforms;

• Identify and provide researched briefs on constraints to the achievements of the family justice sub-programme to the relevant committees;

• Provide technical support to the Advisor, Access to Justice - Civil in the overall implementation of the civil justice reform programme;

• Resource the relevant sector committees and meetings;

• perform any other duties that may be assigned from time to time; The Resource Person Family Justice will report to the Advisor, Access to Justice - Civil.

Qualifications and Experience:

The successful candidate should have:-

1. A Masters degree in law from a recognised University;

2. A good understanding of contemporary legal and justice reforms in developing countries

3. A good understanding of family law including the enforcement mechanisms, rights of the child and family justice reforms;

4. At least 3 years working experience in a legal environment or in programme implementation;

5. Good knowledge of the public sector planning processes and sectorwide approaches;

6. Experience working with donor agencies is an added advantage.

The successful candidate should have the following skills:

1. Proficiency in the use of standard computer software, including word processing, spreadsheets and power point;

2. Excellent analytical skills

3. Excellent research, report writing and presentation skills;

4. Good interpersonal skills and the ability to work in a multi-cultural, multi-disciplinary and team centered environment;

5. Self motivated, flexible and able to work under tight deadlines.
