M&E Specialist (Kampala, Uganda)

ID is currently accepting applications for a M&E Specialist in Uganda on a USAID-funded project committed to increasing participation, accountability and local governance for effective service delivery.
Illustrative Responsibilities include:
The M&E Specialist will develop and manage the M&E system for the program. The M&E specialist will draft, implement, and update the PMP, which will be used as a key project management tool to monitor program progress both in terms of project inputs/outputs and in relation to broader program results. The M&E Specialist will coordinate monitoring systems with national and local government systems and metrics. He/she will be responsible for the following:
• Select appropriate output, outcome, and impact indicators
• Design and manage sound data collection methodologies
• Provide sound analysis of data
• Draft routine reports, specialized studies, and other project deliverables
• Build capacity of local staff - both project and local government - in data collection and analysis
Minimum Qualifications:
• Masters in Social Sciences, International Development, or Related Field. (Bachelors will be considered in the case of candidates with exceptional experience.)
• At least 5 years of developing country experience in designing and managing M&E systems for USAID or other donor projects, preferably with experience in evaluating programs focusing on public administration and/or civil society.
• Advanced working knowledge of MS Word, Excel, Access and/or other database programs.
• Language requirements: Fluency in English required; knowledge of local languages preferred.
Position will be based in Kampala with frequent in-country travel expected. Ugandan citizens strongly urged to apply.
