Technical Services and Innovation Director ( FULL TIME )

About this Job:

Take a leading role in the family planning and reproductive health revolution in Uganda. Marie Stopes Uganda (MSU) is the largest and fasting growing organization of its type in the country, preparing for a period of rapid expansion with support from the UK and US governments. We aim to contribute 15 points to Uganda’s contraceptive prevalence rate by 2015, saving and improving many thousands of Ugandan lives. MSU currently has a wide array of multi-donor funded projects, including its combined $38 million 5-year LTM family planning programme.

We are looking for a highly experienced, strategically minded and dynamic individual to lead MSU’s Technical Services and Innovation department, spearheading innovation at MSU and overseeing MSU’s donor project portfolio, research, monitoring and evaluation, and integrated marketing services. This is an Executive Management Team position reporting into the Country Director.

MSU is a client-centred and results-oriented social enterprise. We deliver high quality, effective and sustainable family planning and reproductive health interventions across every district of Uganda. MSU has 25% of the market share in modern contraceptives and, in 2010, safely delivered 35,000 babies and contributed 4 points to Uganda’s contraceptive prevalence rate. MSU has enjoyed 20% year on year growth since 2007. This role is critical to our mission of ensuring every Ugandan’s right to CHILDREN BY CHOICE NOT CHANCE, and you will adhere to MSU’s core values:

Job Title: Technical Services and Innovation Director.

Reporting to: The Country Director.

The Technical Services & Innovation (TSI) Director is a key member of the Executive Management Team and is responsible for oversight of donor project management, integrated marketing and research, monitoring and evaluation. These integrated functions aim to provide an enabling environment for high quality service delivery to the 250,000 + MSU clients. The Director will have oversight of the Implementation of a complex range of donor funded projects, including a $38 million, 5 year USAID- funded project to increase contraceptive prevalence in Uganda by significantly scaling up access to long term and permanent family planning methods through multiple delivery channels. The Director will work closely with the Directors of Operations and Private Sector Partnerships (overseeing service delivery) to coordinate, monitor and facilitate the activities of all donor funded activities and improve the quality of programming through research, marketing and BCC.

The Director will work collaboratively with other EMT members at a strategic level to achieve MSU’s objectives. The TSI Director manages a growing department (currently 10 people), with direct line management of the Senior Donor Projects Manager,

Your role will be to:

Contribute to the strategic direction of MSU, leading implementation of MSU plans and strategies with the other DirectorsProvide overall leadership, guidance and management to the TSI department.Lead, direct and be accountable for the performance of all donor projectsOversee the design and roll out of Research and M&E activities to support evidence-based decision-making in the programmeEngender a spirit of innovation within MSU, challenging processes and ways of working, introducing team members to new ideas, technologies and best practiceOversee the implementation of MSU’s marketing and BCC strategy.Lead implementation of key strategic objectives around male involvement and LAPM uptakeDevelop productive relationships with key SRH donors and stakeholdersRequirement:

Skills and Experience: Qualifications:

Minimum of a University Degree in Health Science, Social Science, or International Development Management; Master Degree is preferable;Fluent English both oral and written.Knowledge of Clinical Health, Community Outreach, Family Planning and Social MarketingDesirable: knowledge of quantitative and qualitative research methodologies

Experience:

Extensive experience in a senior management position, preferably in the health management, family planning, community development, and/or social marketing industry;Extensive experience managing multi-tiered management structures of medical professionals, health outreach teams, social marketing, M&E, and/or project development teams;Extensive experience managing donor funded projects (technical and financial components), including experience of managing USAID projectsGood understanding of USAID compliance requirementsProven track record of people management and leadership skillsDesirable: experience of overseeing large-scale, complex research project

Skills:

Able to develop and articulate a clear strategic visionNegotiation, influencing and conflict management skillsAble to manage and motivate teams to achieve targets and to achieve organisational changeStrong written, reading and spoken English Language skillsProven ability to ‘sell’ ideas, conceptsIT literateEffective leadership and management skills;Effective Analytical and problem-solving skills;
