1. IntroductionThe Government of Uganda has secured long-term concessional loan financing from the OPEC Fund for International Development (OFID), Islamic Development Bank (IDB), Saudi Fund for Development (SFD), Arab Bank for Economic Development in Africa (BADEA) and Kuwait Fund for Arab Economic Development (KFAED), to implement Education Sector projects under the Business, Technical and Vocational Education and Training (BTVET) sub-sector. The subject projects are focusing on the establishment and equipping of nineteen (19) new technical institutes in various districts of Uganda, as well as the rehabilitation and equipping of the five (5) Uganda Technical Colleges (UTCs) and one (1) National Teachers’ College (NTC). The Ministry of Education and Sports is the Executing Agency for the projects, through a joint Projects Coordination Unit (PCU). Applications are hereby invited from eligible, suitably qualified and experienced Ugandans for the following positions that have fallen vacant under the PCU: (1) Assistant Project Technical Manager, (2) Procurement Specialist and (3) Project Driver.2. Job Descriptions, Qualifications, Experience and Competencies2.1 Assistant Project Technical Manager (APTM) The main responsibilities and duties of the APTM are:1. To provide technical and cost related guidance on the procurement and execution of works, services and training supplies for all the projects under the unit.2. To handle the technical coordination of specific assigned projects on behalf of the PCU, including preparation of periodic work plans, activity budgets, correspondence and quality assurance, as well as related liaison with the Ministry’s Construction Management Unit.3. To verify relevant payment certificates for works, services and training supplies, including interim/final accounts, and recommend to the Ministry/Development Partners for payment.4. To participate in preparation of the guidelines and beneficiary training in operation and maintenance of the completed facilities and equipment at the project sites.5. To support planning/organizing of capacity building activities as per the project documents.6. To support preparation of the terms of reference for planned studies and consultancies (short and long term), as well as their implementation.7. To prepare of required monthly and quarterly project progress reports, for the assigned projects.8. To attend and actively participate in meetings of the Project Steering Committee, Technical Sub-Committee and Project Management Team.9. To perform any other duties as may be assigned from time to time by the PC and/or the Project Technical Manager (PTM).Interested candidates should have the following qualifications, experience and competencies:1. Bachelor’s degree in Quantity Surveying, Civil Engineering or Architecture.2. Minimum of twelve (12) years of work experience in the construction industry, including a considerable component of cost appraisals for similar projects.3. Minimum of five (5) years’ experience with the project management and procurement procedures of similar international funding agencies and the Government of Uganda, for consultancy services, civil works and educational supplies.4. Experience with strategic planning for human resource development is an added advantage.5. Proven track record of professional integrity.6. Solid organisational skills with the ability to effectively prioritise activities, work with minimum supervision and meet deadlines.7. Functional knowledge of the relevant ICT and computer applications, including inter alia MSWord, MSExcel, MSPowerpoint and MSProject.8. Good interpersonal and team coordination skills.9. Excellent communication skills, including report writing and oral presentation in English.2.2 Procurement Specialist The main responsibilities and duties of the Procurement Specialist shall be as outlined below:1. To provide procurement-related expertise on the works, services and training supplies, working closely with the Ministry’s Procuring and Disposing Unit (PDU) and the PCU, including preparation of bid documents, management of bidding periods, bid evaluations/ reporting and required GOU/Donor contracting procedures.2. To handle the technical coordination of specific assigned projects on behalf of the PCU, including preparation of periodic work plans, activity budgets, correspondence and quality assurance, as well as related liaison with the Ministry’s Construction Management Unit.3. To verify relevant payment certificates for works, services and training supplies, including interim/final accounts, and recommend to the Ministry/Development Partners for payment.4. To participate in preparation of the guidelines and beneficiary training in operation and maintenance of the completed facilities and equipment at the project sites.5. Proven track record of professional integrity.4. Solid organisational skills with the ability to effectively prioritise activities, work with minimum supervision and meet deadlines.5. Functional knowledge of the relevant ICT and computer applications, including inter alia MSWord, MSExcel and MSPowerpoint.6. Excellent communication skills, including report writing and oral presentation in English.2.3 Project DriverThe main responsibilities and duties of the Project Driver shall be as outlined below:1. To drive assigned project vehicle, in providing safe transportation for PCU activities.2. To perform periodic project vehicle maintenance support roles on the assigned vehicle, including preparation and submission of accurate maintenance records3. To ensure safety of the assigned project vehicle while in use or in possession of it.4. To ensure proper documentation of movements involving the assigned project vehicle.5. To hand deliver specific PCU mails, other documents and messages as required.6. To perform any other duties as may be assigned from time to time by the PC, PTM and/or the Administrative Officer (AO).Interested candidates should have the following qualifications, experience and competencies:1. Minimum Education of Uganda Ordinary Level Certificate, plus a Valid Driving Licence.2. Hands-on knowledge & experience of basic vehicle maintenance procedures.3. Minimum of eight (8) years’ work experience, including a minimum of three (3) years driving/basic vehicle maintenance experience on similar donor-funded projects in Uganda.4. Ability to take instructions accurately with a good attitude and to be punctual in executing project duties.5. Courteous interpersonal and communication skills.6. Familiarity with Kampala and various upcountry road networks.7. Successful post-recruitment drivers’ testing by the Ministry of Works3. Terms of EngagementThe successful candidates for each of the three positions shall be engaged by the Ministry under two-year employment contracts, renewable up to the end of the implementation period of the projects, subject to satisfactory performance. The remuneration/benefits to be offered in line with the approved structure of the joint PCU are reasonable and competitive.4.
