Minimum Experience : 5 (Years)Job Type : Full-time EmploymentACDI/VOCA is implementing the USAID-funded PL 480 Title II Development Food Assistance Program entitled “Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)”. The RWANU Program aims to reduce food insecurity among vulnerable rural populations in selected sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program’s strategic objectives are (1) improved availability and access to food and (2) reduced malnutrition in pregnant and lactating mothers and children under five. The RWANU Program takes a preventive approach to reducing malnutrition, focusing on the first 1,000 days of life when conditional food rations will have the highest impact.• Prepare and update procurement plans and work with HQ to adjust as necessary, on a monthly basis.• Research and keep abreast of USAID procurement regulations.• Ensure adequate planning for procurements. Develop a calendar of procurements to align with the procurement plan to ensure time for completion of each procurement package. Work with the technical team in ensuring that planned activities take into consideration programmatic needs and agricultural seasons.• Provide training to staff on procurement processes.• Recommend, develop and implement new and improved administrative procedures to streamline the procurement process; provide routine refresher training to staff, both ACDI/VOCA and subrecipient, on processes, donor regulations and A/V policies and procedures.• Ensure that subrecipient procurements under the RWANU program are in compliance with USAID rules and regulations. Identify potential procurements which may require additional USAID approval (e.g., restricted goods) and work with RWANU senior staff/HQ staff to obtain approvals in a timely manner.• Coordinate with the Technical team and Procurement Committee on the procurement of good and services, including but not limited to consultants.• Prepare and finalize requisition forms and documentation for HQ approval, as needed. Ensure that information is clear, and provide any justification for variances from normal procurement procedures and/or the procurement plan. Ensure specifications and methods of evaluation are clear for RFQs/RFPs, etc.• Oversee the procurement process, including release of solicitations, and response to questions. Serve as the Point of Contact for all solicitations.• Ensure that appropriate contractual mechanism is used, which can mean working with the grants department/staff.• Lead the review process including setting up the evaluation committee and required documentation, and ensure that selections are made based on criteria set forth in the solicitation and free of conflict of interest, and the selection justification is clearly documented and explained in one place within the procurement documentation (negotiation memo or other document).• Prepare and finalize purchase orders or contracts for goods and services and other associated documentation necessary for review and approval by the supervisor. Work with headquarters staff on finalization of any procurements which exceed in-country authorizations.• Prepare consultant agreements and contracts. Liaise with the PC / Technical Team in preparation of supporting documents for consultancy services and ensure the necessary documentation is completed on a timely manner and forwarded to Finance department for payment.• Track status of procurements and ensure completion in a timely manner.• Liaise with USAID EXO office for, tax exemption for procurements.• Collect lessons learned and best practices for procurement to streamline processes and create efficiencies• In liaison with RWANU Senior Management develop and maintain a list of vendors where possible and update the vendors’ source list at least semi-annually to ensure competitive prices and offers.• Keep electronic and physical copies of executed procurement documents for reference and ensure all purchases are supported by appropriate documentation to facilitate review/audits• Maintain an inventory log of ACDI/VOCA assets and conduct quarterly inventory of all ACDI/VOCA property in coordination with the Logistics Manager.Bachelor’s degree or equivalent in project management, international development, business management, finance or international business and a minimum of 5 years’ experience that demonstrates the required knowledge, skills and abilities.• Ability to prepare procurement packages with the necessary level of detail.• Capable of representing ACDI/VOCA effectively to other organizations, including briefing and debriefing employees/consultants/volunteers.• Demonstrated ability to effectively present information and respond to questions.• Proficiency in Microsoft Word and Excel.• Ability to research and interpret complex government regulations, including USAID.• Ability to maintain confidentiality.• Ability to define problems, collect data, establish facts, and draw valid conclusions, and present findings verbally and in writing in a clear, concise manner.• Ability to function in a cooperative, team-based environment.• Ability to establish effective professional relationships with coworkers.• Ability to anticipate programmatic needs, recognize office maintenance needs and provide service and support to field offices.• Ability to demonstrate discretion, judgment and professionalism.• Excellent time management and organization skills, dependability, and a strong work ethic.• Ability and willingness to travel to Karamoja approximately 50% of the time.Interested candidates who meet the above requirements should sendtheir applications (only by e-mail) addressed to the Human ResourcesManager attaching their application letters and CVs to jobs@acdivocaug. biz Women are encouraged to apply as ACDI/VOCA is an equal opportunity employer.While we thank all applicants for their interest, only those shortlisted for interviews will be contacted.
