Objective of the Programme

DAI is currently bidding for a DFID funded programme to develop, design and implement its Northern Uganda: Transforming the Economy through Climate Smart Agribusiness (NU-TEC) Programme. The programme will help support the North’s transition from an isolated, conflict affected and lagging region, with high vulnerability to climate change, into a dynamic wealth creating economy, supplying more and greater value products to Uganda and the surrounding region, with greater resilience to a changing climate. Support will be targeted at agri-businesses, rather than smallholders directly, although smallholders will be the ultimate beneficiaries of better agricultural input supply and greater demand for their produce.

Scope of Work

The Finance and Operations Manager will be responsible for the overall operations, management, administration and finance to enable the delivery of the program. He or she will need to understand best practices in financial management, budgeting and reporting mechanisms. More specifically, the FOM will be responsible for the following:

Duties and Responsibilities

Finance and Procurement

· Provide financial management, reporting and control and ensure fiscal management is maintained and that funds are spent for the required purpose in line with the financial plan

Ensure compliance with the donor contract, DFID regulations and local laws and norms

· Preparation of fraud control and audit procedures and timely notification and recommendations for improvement

· Salary and remittance payment to in-country staff

· Cash management

Operations and Logistics

· Support in operational setup of Kampala office base

Ensure all activities are updated in the project database from program inception through close-out and that all activities are thoroughly documented — through field notes, trip reports and photographs

· Oversee logistics for delivery of goods and services, including local suppliers identification and procurement negotiation

· Oversee logistics on field trips including flight reservations, local transportation, accommodation and communications

· Implement and maintain DAI’s security strategy, policies, plans and procedures

· Provide Security Risk assessment of travel routes, project offices and residences/hotels

· Gather security information and establish an international and local network for information

· Forecast risk events and pre-emptive mitigations

· Investigate and identify new ways of achieving operational efficiencies including working with counterpart consultants to improve systems, policies, procedures and structures in targeted governmental and non-governmental institutions

HR and IT

Oversee all the office administration duties including office IT equipment, IT systems and networks (in collaboration with DAI’s IT specialists)Coordinate all HR management and manage a copy of all HR filesProvide management training on security awareness and crisis management and instil a culture of security among project staffProvide DAI’s orientation briefings for all incoming staff and situational briefings upon requestProvide IT training to programme staff, where necessary

Reporting

· Participate in quarterly, semi-annual and annual report writing process, specifically leading the development of the content related to financial reports

· Preparation of monthly financial reports to the Team Leader and Home Office Project Director

Preparing financial summaries and narrative analyses for meetings or briefingsPreparation of quarterly financial statements of expenditure and financial forecasts according to contract limits for the effective management of the program of activities

Required Key Skills & Qualifications:

At least 6 years of financial management experience and of working on donor-funded projects with a University degree in finance or related field

· Minimum of 3 years of experience on complex development programmes including DFID-funded programs in political transition, stabilisation and/or peace building programs

· Detailed knowledge of Uganda culture and awareness of the operational environment

· Fluent in DFID policies and procedures in regards to procurement processes and financial compliance, including demonstrated understanding of the value for money agenda and its application to programme implementation and monitoring

Excellent interpersonal skills and an ability to manage international and national teams from diverse cultural backgrounds in a complex cross-cultural environmentExperience in security management in a high-risk environmentExcellent verbal and written English language skillsProgramme strategy development experience, including work planning and activity budgetingKnowledge of Windows Server and Windows Client operating systemsKnowledge of Lotus Notes Client Administration will be considered an advantage

Climate smart agriculture and agribusiness and women will be prioritized.Job Summary: The Agribusiness Lead will steer and manage the Programs relationship with multiple agribusinesses, mostly agri-processors, which are primarily but not only located in the North of the country. S/he will build and grow partnerships with these entities, help them analyze and address the opportunities and challenges they face in the market, strengthen market strategy and execute those strategies, with the aim of increasing growth and improving performance, while at the same time benefitting smallholder producers in the North. In collaboration with the government of Uganda, three field offices are hosted at Abi (WestNile), Mbarara (Western Uganda) and Ngetta (Northern Uganda) Zonal Agricultural Research and Development Institute (ZARDI). Each center hosts an Agribusiness Expert and a Seed Expert working with 10 farmer groups spread over several districts strengthening their capacity to produce and market quality seed of locally demanded crops and varieties and support them towards developing commercially sustainable local seed businesses. Agribusiness Advisor I Deputy Chief of Party The purpose of the position is two-fold. On the one hand the position will take up a number of management and strategic orientation roles of the Chief of Party and on the other hand support the agribusiness experts in the three zones in seed business development of local seed businesses. Norfund has a portfolio of agribusiness investments of 40M USD, mainly in green field Agriculture,
and plan to increase this. The investment Director Agribusiness will report directly to the Head of
department Industrial Partnerships (HOD); the key role will be to implement Norfund’s strategy in
the sector together with Head of Department and work with individual investments in the sector.

Norfund is recruiting an Investment Director (Agribusiness, Industrial Partnerships) who’s main job
purpose will be to implement Norfund’s strategy in Agribusiness in Africa, Maintain and develop
Norfund’s network in the agribusiness sector in Southern and Eastern Africa, to source, execute
analyse, structure, negotiate, manage, exit on new and existing agribusiness deals and contribute
to maximise returns and secure high developmental impact, and support other teams within
Norfund on agribusiness as needed.

Knowledge and Experience
•Graduate at master level plus where appropriate professional qualification (economics, finance
accounting);
•15 years relevant business experience from operative management positions or finance/PE;
Agribusiness experience is a requirement.
•Be able to communicate fluently in English and preferably other languages such as Swahili,
French or Portuguese; and
•Computer literacy with Microsoft Office suite of programmes and, in particular, financial mod-
elling in Excel.

Key Duties
a) Implement Agricultural Strategy
•Coordinate the pipeline building and follow up of Norfund’s agricultural portfolio together with
the Head of Department.
•Develop new business contacts and network to potential sponsors and respond to enquiries, at-
tend seminars etc in the sector according to a set of marketing targets and priorities agreed in
advance with the Head of Department.
•Market Norfund as an investor in Agribusiness in the region.
•Follow and report on other investors/Fund managers in the sector and the competitive land-
scape in agribusiness investments in the region.
•Facilitate organisational learning across the agri-business portfolio.
b) Deals origination, management and exit
To manage deal progress from inception to exit, against agreed timetable and in conjunction with
the Head of Department as project manager or as team member. In particular, to;
•Evaluate investment proposals from potential clients for preliminary discussion with Head of
Department to decide whether to take forward to Investment Committee.
•To prepare and present papers for the Investment Committee.
•Analyse (or supervise the analysis of) agribusiness companies from a financial, operational, and
industry perspective and create valuation models to support transactions, including DCF models
and comparables
•Execute field work to support due diligence processes in agribusiness investments
•Support other investment projects in the sector when needed
•Maintain good relations with management and co-financiers.

JOB DESCRIPTION
•Manage the performance of current investments under his/her responsibility; to monitor invest-
ments, including SEG issues and completion of required reporting (Valuations etc.)
•Take initiative, as appropriate, to maximise deal performance and ensure returns on Norfund
equity investments is enhanced and realised by developing appropriate exit strategies;
c) Staff management
•To supervise, coach and follow up the investment adviser agribusiness
d) Administration (maximum of 5% of time over a year)
•To assist with the administration of the office, as agreed with the Head of Department
(including preparation of corporate plans and budgets, reporting etc)e) Other
•Extensive travelling in the region will be necessary.
•The Investment Director must sign and carry out his/her duties according to Norfund’s Interna-
tional Code of Conduct

The Government of Uganda has designed a National Development Plan (NDP: 2010/11 – 2014/15), which aims to promote growth, employment and prosperity through enhancement in productivity and competitiveness of the agricultural sector, among others. FAO, within its country support strategic framework - the National Medium Term Priority Framework (NMTFP) has identifi ed 5 key priority areas and strategies of focus to support the realization of the aspirations of the NDP. Included is the NMTPF Pillar No. 3: Value addition, Agroprocessing and Marketing, which focuses on agricultural commercialization.

The agricultural sector offers a lot of potential for contribution to food security, income generation and job creation, as well as export development and overall improvement of livelihoods for the majority of the population. In support of the government’s strategy to develop a competitive, market-oriented agricultural sector and encompassing agro-industrial development , FAO has made a fi nancial contribution of a total USD 495,000, through the project; Support to Agribusiness Mini-estates to promote the Commercialisation Strategy of the Agricultural Sector in Uganda, with piloting in Kibale district (TCP/UGA/3301)

The Project aims to support Uganda’s efforts in agricultural transformation to commercial, market oriented production, with special emphasis on integrating private-public partnerships. The project has an overall focus to enhance capacities to leverage investments in the private sector and support the development of successful implementation strategies under DSIP by pioneering and demonstrating the agribusiness mini-estate development concept aiming at enhanced market oriented production and value addition.

Furthermore, the project aims at contributing to institutional capacity building by supporting the development of a critical mass for scaling up, zone –based agricultural commercialisation and agribusiness development.

Purpose of the assignment:
A national consultant specialist in agribusiness development will be recruited to provide overall coordination of the establishment and operationalization of the agribusiness mini-estate. This is a short term assistance covering a total working period of 6 months spread over period March 2011 to 31 July 2012

Specific tasks:
Under the general supervision of FAO Representation in Uganda and the technical supervision of the Lead Technical Unit (LTU), and in close collaboration with the National Project Coordinator (NPC), the TCDC and other institutional stakeholders involved in the project. The agribusiness specialist will be responsible for providing overall operationalization of project coordination for the pilot miniprocessing plant, and will carry out the following tasks:

i. In close collaboration with a team of national consultants and the TCDC, contribute to the preparation of the business plan and value addition strategy for the agro-processing pilot plant;

ii. Develop detailed work plans for the implementation of the agroprocessing pilot plant ;

iii. Facilitate the fi nalization of the implementation arrangements and the contractual arrangements by relevant key stakeholders in the selected value chain;

iv. Coordinate, with URDT, in the preparation of the different training materials and the technical training implementation related to the pilot project ;

v. Collaborate in the establishment of the management structure of the pilot processing plant including provision of technical support in the identifi cation of the private entity and establishing the operational frameworks for the pilot plant as required

vi. Oversee the implementation of the supply arrangements for the raw materials with the farmers/ farmer organizations;

vii. Lead in organizing the launching of the pilot plant operations ;

viii. Maintain updates and communication on the overall implementation progress with the FAOR,NPC, MAAIF, LTU and the FAO technical units; ix. Assist in the organization of the implementation review workshop in collaboration with FAOR, FAO AGS and SFE.

Scope of Work:
• Conduct consultations with key stakeholders in the project area, based on commodity value chain approach to capture additional information from FAO and other relevant stakeholders
for addressing the current development gaps and potential areas of intervention

• Conduct fi eld interviews and consultation with key informants (FAO staff; MAAIF; district LG; NGOs; farmer, trader, processor groups/associations; etc), to solicit their feedback on the priority areas of project intervention

• Identify and formulate project implementation structures, including the priority areas of intervention, priority enterprises and anticipated outputs including identifi cation of possible service providers.

• Review the draft detailed project implementation plan, including formulation of a logframe in line with FAO format.


• Review project document, including Log frame after discussions with key stakeholders before and during inception workshop.


• Finalize project document (revised version). After incorporating relevant comments of stakeholders during inception workshop.

Key Deliverables:
April - May 2011; Complete project document review, including log frame, project implementation plan, submitted in soft and hard copies

June 2011 July 2012; Guidance of the NPC on project implementation issues, QPIR and midterm implementation reports.

Duration and Location:
Short term assistance covering a total working period of 6 months spread over period March 2011 to 31 July 2012, on when actually employed contract basis. Location of consultant is Kampala/ Entebbe, with fi eld visits to Kibaale district/ project area.

Management Arrangements and Logistics:
The Assistant FAOR in charge of Programmes and the National Project Coordinator will provide strategic guidance to the Consultant in consultation with the Project Lead Technical Offi cer (LTO) and other participating FAO staff and implementing partners. The consultant’s main point of contact will be the National Project coordinator. The FAOR will make arrangements for the logistics needed in execution of the assignment and also assist the consultant in coordination, liaison with different FAO staff, local stakeholders, and overall organization and oversight of logistical arrangements for the assignment, in liaison with NPC/MAAIF.

Competence, Experience and Qualifi cation of consultant:
i) Consultant should have post graduate training in, Agribusiness, Agricultural economics, rural economy or related fi eld. At least three years experience participating in similar agricultural development projects with public and private sector organization. A track record in project design and management will be an added advantage.

ii) Experience in providing business development services, with good knowledge of value chain development within the small and medium scale enterprises with a bias in agribusiness and understanding of market dynamics in Uganda.

iii) Ability to act professionally and fl exibility to engage with government offi cials, private sector and farming communities, as well as traders and processors.

iv) Understanding of UN programmes and implementation arrangements will be an added advantage.

v) Good knowledge of computer soft wares: Ms Word, Excel, Access and Power point. Profi cient in English – both written and spoken.

Remuneration: The consultancy offers a competitive honorarium at standard UN rates*
