Provide effective leadership to the department’s staff and manage all aspects of credit appraisal & management in order to deliver high customer satisfaction as well as maximise profitability for the bank.· Provide management leadership, guidance & strategic direction to the credit department· Develop and implement suitable credit management and legal procedures· Effectively implement the Bank’s Credit Policy and carry out periodic reviews· Evaluate and assess credit risks, exposure risks, business risks and security risks· Examine credit applications and provide recommendations to the Credit Committee/BCC· Ensure quality lending and clean loan book· Regularly review credit facilities and provide management with reports· Ensure that securities where applicable are correctly taken and legally enforceable· Provide credit administrator oversight of custody of credit securities and review them regularly toensure that they remain legally enforceable· Ensure that disbursement of credit facilities is done within the approved conditions· Promptly review credit facilities to avoid holding expired facilities· Classify credit accounts and provide report to Management· Grow business in the medium and corporate markets hence driving revenue & minimising loss· Monitor credit accounts performance and advise management· Identify and recommend to the management introduction of new products as per existing and future customers’ need· Analyse the entire Bank’s credit portfolio for correct provisioning as the Central Bank and provide recommendations where necessary· Over see Management of the loan portfolio in order to minimise risk of loss.· Provide an oversight to Ensure that the data keyed in the system on all aspects of Credit is correctly done to avoid income leakage and any future litigation.· Ensure all credit provisions are correctly taken by the credit administration unit· Participate effectively in all product development initiatives that relates to Credit· Undertake field assessment exercises for customers and evaluate their businesses (KYC) for approval by the credit committee· Ensure that credit files and all loan appraisal documentation is well maintained and up to date· Drive credit portfolio profitability· Ensure that service level agreements are in place & met by all service providers to the credit department· Coordinate and provide technical assistance during audits, both internal and external and provide reports of the same· Performance appraisals for staff under your authority be done on a regular basis· Perform any other duties that may be assigned to you from time to time by the Executive Director3. SALIENT INFORMATION / PARAMETERS OF WORK ENVIRONMENT:· Implementation of Globally acceptable standards of risk, control, systems and processes.· Promotion of the positive image of the Bank.· Identification of competitive threats and market opportunities· The formulation, development, preparation, implementation and delivery of credit department strategic plan, which is guided by the overall Bank strategy, budget and other business objectives.· Maintain good relationship with the regulators and with the ability to contribute and where possible influence policy formulation.· Responsible for recruiting, training and career development for staff in Credit Department.Key Result Area Measurement Dimensions (KPIs)· Coordination of all Credit activities· Proposals for Credit policy and other operational changes· Number of loans approved and disbursed· % growth in clients and portfolio· Timely implementation of business growth plans· Portfolio quality and risk management· Portfolio at risk over 1 day· Credit is done within stop loss and profit taking levels.· Operational Procedures · # Compliance issues raised in Audits· Staff Development · Performance evaluation reports5. KEY RELATIONSHIPS (INTERNAL AND EXTERNAL):INTERNAL: All Departmental managers, the Board of DirectorsEXTERNAL: Credit Managers of other Banks, Statutory Auditors, Central Bank of Uganda, InstitutionalInvestors, Customers, Prospective Clients, Suppliers and Service providers· Ability to translate the bank’s corporate strategy into a departmental business plan and· Ability to provide leadership that motivates staff to maximize their productivity and retention.· Ability to present, communicate and implement essential changes to position Credit Department for sustainable success in competitive markets.· Ability to effectively promote the bank and establish business networks at high levels within the target markets· Willingness to take measured risks· Proficiency for evaluating market conditions and responding quickly, proactively and positively· Good analytical and decision making skills· Broad knowledge of banking practices and local banking regulations.· Knowledge of banking products· Skills in leadership and sales management7. Job Summary: The Director Credit and Operations (DCO) will steer the Credit function of the Company, manages, coordinates and advises on the provision of credit services to clients and manages the loan portfolio.Key Duties & Responsibilities:Plan and coordinate management of all credit functions including lending and credit product development, assessment and implementationOversee and review company credit operations, policies and procedures in line with set strategyApply professional insight in analysing, growing and report the performance of the loan portfolio to the Executive Director on a monthly and annual basisManage and spearhead the credit function management at the zonal offices.Offer credit risk management expertise and advice generally, through credit projections for the financial update of the strategic plans and division’s plansAscertain the independent review of credit facilities, professional recommendations to management credit committee in line with the company’s credit proceduresMentor and supervise performance of staff who directly report to him/her. To Oversee the Credit department sections which include Credit Evaluation, Credit Operations and Monitoring and Recovery in order for the Bank to book quality loans with minimum defaults in accordance with the Bank’s Credit Policy.

KEY RESPONSIBILITIES:

To provide oversight for the Credit Department as regards set policies, operational and HR matters.

To plan, set goals and budget forecasts for the Credit Department in consultation with the Executive Director, Operations.

To initiate Credit Policy Changes and reviews in conformity with the prevailing market and economic conditions and in line with good banking practices.

To manage the recovery of delinquent credit facilities in liaison with legal Department in the event of foreclosure.

Ensure fees and penalties applied have been effected.

To ensure operational efficiency of Credit Department in order to keep within the Bank’s set policies and guidelines.

Ensure efficient turnaround time for all loan applications according to agreed targets and Service Level Agreements (SLA’s).

To ensure that the Credit function is performed in accordance with the Financial Institution Act 2004 and the Bank’s Credit Policy.

Research, analyze, and propose sector exposures and limits taking account of the prevailing and forecast economic and financial conditions.

Provide accurate reporting to management and the board in order that decisions are taken with account of risks involved.

Ensure the integrity of the credit evaluation process with regard to the approved risk grading model.

Ensure the Bank acts as a responsible corporate institution with regard to the environment and corporate social responsibility standards.

Continually review Sectoral ceilings, discretionary authorities, portfolio measures, including industry limits, tenor limits, risk rating, NPLs, risk acceptance criteria security acceptance and credit risk matrices.

Ensuring that provisioning policies are in line with the Bank’s Credit Policy Document, comply with Banking Act and Prudential Guideline provisions and co-ordinate with Finance Department to ensure appropriate provisions and interest suspensions are effected in the Bank’s accounting systems.

Management of the Credit Appraisal system, ensuring that appropriate reviews of Credit proposals are undertaken on a timely basis.

Ensure continued maintenance of a quality portfolio in line with Bank’s standards as stipulated in policy guidelines.

Implementation of new and effective dimensions on portfolio risk management especially in line with Bank’s growth strategy.

Implementation of automated processes to minimize manual interventions thereby increasing efficiencies in delivery of credit products at both personal and corporate lending levels.

Provide ongoing relevant training to all bank staff involved in lending business to address identified skill gaps by transferring skills through job training, coaching, mentoring and ensure harmony among the team to improve performance.

Identification and management of the sub standard and non performing assets portfolio of the Bank in line with the Credit Policy Document and recommend action to EXCO and the Board, which minimize losses and facilitate full recovery of any exposure taken by the bank.

Initiate review of industry and sector economic analysis and compile statistical information including macro-economic information, indices and provide feedback to the Senior Management Team, EXCO and the Board on the possible impact of identified trends.

Provide technical support to the Executive Committee on the management of the Bank’s credit portfolio and the review and approval process for credit proposals.

Management of the credit administration aspects of the portfolio, including ensuring that all requisite security documentations are in place prior to disbursements.

Organize, manage and motivate the available human capital within Credit Risk Management Department through establishment of suitable organization structure and implementing development programmes to optimize competence and productivity.

To perform any other duties assigned by management to achieve the Bank’s objectives.

Review and maintain business continuity through robust succession plan for the department for smooth flow of business operations and ensure cover in the face of unplanned interruptions, losses or absence of staff.

Monitor the performance of the team through periodic performance reviews and ensure that staff are performing to expectation, according to agreed targets and identity and address areas of improvement.

Evaluation and implement appropriate remedial strategies such as restructuring of loan facility, enhancement in credit limits or reduction in interest rates to help to help improve obligor’s repayment capacity and avoid litigation.
