Due to increased client interest and the subsequent rise in workload, Equate (see www.equateinternational.com) is looking to expand its database of consultants in the African region. We are looking for qualified candidates who fit the following profile:

At least 3 years of experience in executing and/or setting up procurement processesExperience in working as a consultant in procurement/ supply chain management, preferably both in the public and in the private sector

Requirements:

Expected Duration of Assignment :         25 Working DaysThe Government of Uganda launched a Peace Recovery and Development Plan (PRDP) which commenced implementation in July 2009 and now in a second phase running until June 2015. The main objective of PRDP2 is to complete the post-conflict recovery process; to strengthen the foundation for development in Northern Uganda and to narrow the gap between Northern Uganda and the national average level of all socio-economic indicators. In this context, and building on its previous engagements in Northern Uganda, UNDP continues support of PRDP2 through various projects including the Local Development and Social Cohesion in Northern Uganda that commenced in July 2013.The Local Development and Social Cohesion in Northern Uganda Project is aimed at contributing to social and economic stabilization through  four outputs namely:1.           Community justice, security and social cohesion increased for peaceful resolution of disputes, in particular as related to land and women’s issues;2.           Employment opportunities enhanced and economic recovery and reintegration initiatives developed targeting youth, crises-affected and vulnerable people;3.           Peaceful and sustainable mining in Northern Uganda; and4.           Capacities of local authorities and civil society strengthened in civic engagement, coordination, and planning  for economic recovery and peace consolidation. UNDP in response to some of the needs highlighted in the Capacity Needs Assessment for Traditional Justice Institutions in Northern Uganda and in a bid to contribute to community justice by strengthening the capacity of the traditional justice institutions wishes to engage an individual consultant.The individual consultant required will conduct training on mediation in pluralist and evolving legal contexts and finalize the Capacity Development Plan for Traditional Justice Institutions in Lango and Acholi sub-regions of Northern Uganda.The main objective of the assignment is to support Government of Uganda efforts to leverage informal justice systems for effective community justice in post conflict Northern Uganda by supporting Traditional Justice Institutions.Specific objectives of the assignment are:    To develop a final guiding documents for Capacity Needs Development for Traditional Justice Institutions;    Build capacity of traditional justice institutions in Acholi and Lango on Mediation and conflict resolution skills for sustainable peace.The assignment will focus on developing an action document for capacity building for Traditional Justice and implementing a mediation skills enhancement training.Specifically, the consultant will deliver on the following:·             Peer review, edit and finalize the capacity development plan for traditional justice institutions in Acholi and Lango sub-regions of Northern Uganda;·             Design and facilitate mediation training for traditional justice leaders in Acholi and Lango sub-regions of Northern Uganda.Expected Outputs and Deliverables:·             Brief Inception Report, mediation training concept 5 days target date 27h June 2014;·             Mediation Workshop Report 5 days target date 11th July 2014;·             Finalized Capacity Development Plan for Traditional Justice Institutions in Northern Uganda, 10 days target date 25th July 2014.All deliverables to be reviewed and approved by UNDP, District Local Governments, JLOS.·             With overall reporting to the Country Director UNDP, he/she will work on day to day basis with the Programme Analyst for Access to Justice/Rule of Law/Human Rights and the Northern Uganda Programme Manager supervised by the Team Leader Crisis Prevention and Recovery Unit (CPR);·             The consultant will report to UNDP on a regular  basis on the progress but this will be done in line with the set deliverables of the assignment;   ·             The consultant will liaise, interact, collaborate/meet with JLOS, Office of the Prime Minister, Uganda Police Force at National and Regional levels, Ker Kwaro Acholi, Lango Cultural Forum, District Local Governments, Development Partners, CSOs and  selected communities of Northern Uganda;UNDP will support the consultant in the following:·             Access to all past reports and data relevant to the assignment. These will include project progress reports, midterm·             and final evaluation reports, and the Local Development and Social Cohesion in Northern Uganda Project document;     ·             Access to UNDP Office and its infrastructure;·             Support and assistance to gain access to relevant stakeholders for consultations to the extent possible;·             Transport for visits both within Kampala and in the field.The assignment will be executed within a period of 25 working days commencing immediately upon signature of contract. The consultant is expected to adhere to the specified dates due.The duty station will be Kampala with travel to Lira and Gulu districts of Northern Uganda.·             Excellent analytical skills and strong commitment to sharing expertise and experience;·             Strong communication and interpersonal skills;·             Able to communicate effectively with people and able to write concisely and make presentations in a simple non-technical manner; and·              Excellent writing skills with the capacity to process qualitative and quantitative information and produce clear and precise reports.·             Positive, constructive attitude to work;·             Ability to act professionally and flexibility.    Demonstrates integrity and ethical standards;    Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.Required Skills and Experience    An advanced University degree (masters or equivalent) with qualifications in sociology, anthropology, political science, peace studies, law or other related field with proven work in the field of traditional justice and mediation.·             At least 3 years experience in facilitating trainings of a similar nature;·             5 years work experience in Conflict and post-conflict area especially involving Government, Local Government and Community systems and structures;·             Prior work experience in and knowledge of or work experience in Northern Uganda or similar context will be an added advantage.    Fluency in English is requiredThe consultants/firm will be paid an “all-inclusive” lump sum amount that is considered fixed regardless of changes in the cost components. It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC.Under the project’s Outcome 1: “Robust national systems for preparation of GHG emission inventories have been established”,an international GHG inventory expert will support national GHG staff and build local capacity to ensure further development of the GHG inventory system.The international consultant will apply and reinforce the following reports that have already developed under this project:·             Report on GHG Inventory Planning Process, including Institutional Arrangements;·             National Manual of GHG Inventory Sources, Methods, Data, Emission Factors and Assumptions for Uganda;·             Report on GHG Inventory Sources, Methods, Data, Emission Factors and Assumptions, plus Rules of Procedure·             Report on Key Category Analysis ;·             Report on Current archiving system and proposal for improvements.The Programme Management Unit is seeking to engage a consultant to:Provide technical know how and capacity building in order to strengthen the National Inventory System.The consultant shall develop a GHG inventory manual together with the national consultant. Background

UNDP is providing financial and technical assistance to Government of Uganda  towards improving policies and strategies for environment and natural resources management and climate risk management.

Duties and Responsibilities

Objective of the Assignment:

To assess the institutional capacities in CRM and develop training manual for CRM.

Scope of work:

The scope of the consultancy will include but not limited to:

    Conduct detailed institutional capacity needs assessment of selected institutions at national and regional level on Climate Risk Management. These includes government ministries and agencies, selected District Local Government from all the regions in Uganda, (Karamoja region, northern region, western region, Eastern region and central) including international, National and local humanitarian organizations with Climate Risk Management Interventions;
Identify the Strengths, Weaknesses, Opportunities and Threats of the institutions on climate risk Management;
Identify CRM interventions among the selected institutions;
Propose interventions for strengthening CRM for selected institutions;
Develop training guide for CRM for technical staff at both national and district level staff;

Methodology:

    Brief desk-based review of any existing information and CRM interventions will be conducted;
Field-based key informant interviews with representatives of districts and Institutions at both national and regional levels to identify Strength, weak neses and the opportunities / challenges involved in CRM.

Outputs/Deliverables:

The specific outputs will include:

    An inception report for the study to be reviewed by a selected technical team;
Draft report to be reviewed by a selected technical team;
Final National institutional capacity needs for Climate Risk Management report;
A training guide for Climate Risk Management for technical staff at national and district level

Duration and Timelines:

The consultancy will utilise up to 20 person/work days  spread over a period of one month.

Liaison and Reporting:

The Consultant will report to the Resident Representative on all contractual obligations and to The Permanent secretary in Office of the Prime minister, through the commissioner, Department of Disaster Preparedness on all technical and day-to-day delivery of the assignment.

The consultant will implement the assignment under the guidance of Technical focal point persons and technical staff at OPM and Climate change Unit

All reports shall be submitted to Office of the Prime Minister with copy to UNDP.  OPM shall certify all deliverables before UNDP effects any payments.

UNDP-GOU Support to the Consultant:

    Access to all past reports and data relevant to this assignment;
Access to the UNDP Office and its infrastructure;
Assistance to gain access to relevant stakeholders for discussions and to obtain information pertaining to the consultancy;
Transport for visits to stakeholders in Kampala and its vicinity.

Competencies

    Good understanding of Disaster Risk Reduction and climate change;

Background

The Regional Centre on Small Arms in the Great Lakes Region, the Horn of Africa and Bordering States (RECSA) is an Inter-Governmental organization with a mandate to coordinate the implementation of the Nairobi Protocol on the Prevention, Control and Reduction of Small Arms and Light Weapons in the Great Lakes Region, the Horn of Africa and Bordering States.

It was established in June, 2005 by the 3rd Ministerial Review Conference. There are 13 Member States signatory to the Nairobi Declaration and Nairobi Protocol namely:- Burundi, Republic of Congo, Democratic Republic of Congo, Djibouti, Ethiopia, Eritrea, Kenya, Rwanda, Seychelles, Somalia, Sudan, Uganda and the United Republic of Tanzania.

The mission of RECSA is to coordinate action in the Member States against Small Arms and Light Weapons proliferation in the Great Lakes Region, the Horn of Africa and Bordering States.

RECSA received funds from Japan of Government through UNDP-Kenya to implement a one year project entitled “Enhancing Human Security in the Great Lakes Region and Horn of Africa by Preventing the Proliferation of Illicit Small Arms through Practical Disarmament”.

Part of the funds will be applied to carry out an end-of-project evaluation. The evaluation will focus on the RECSA II project 2009-2010 which received a six-month extension to end in October 2011.

Objectives

The purpose of the end-of-project evaluation is to provide the donor, UNDP and RECSA as well as stakeholders analysis of the project effectiveness. It will evaluate results achieved against expected goals and objectives, inputs and outputs set forth in the project document.

The evaluation will offer strategic and operational recommendations which will inform future programs on small arms and light weapons to RECSA and its partners.
