Uganda: EQUAL project (Early Years Education Quality in Uganda: Advancing Learning) Baseline Study

Terms of Reference for baseline study

1. Background

1.1 Background to Build Africa

Build Africa is an international NGO with over 30 years of experience working in rural areas of Uganda, focusing specifically on two programme areas; Education & Livelihoods. Build Africa Uganda (BAU) is supporting projects in Kumi, Bukedea, Ngora, Palisa and Kibuku in the East and Masindi, Kiryandongo, Oyam and Buliisa in the West. BAU’s work in schools looks at a whole school approach. BAU has recently started implementing a project in Western Uganda which focuses on improving the learning of children in their first three years of primary school, by working with teachers, parents and older children to support the young children’s education.

1.2 Project context

The impact of good quality learning in a child’s early years is undeniable; studies demonstrate that early years education does not only facilitate the progression of children through the education system but it also strengthens their position on the labour market; their productivity and their income generation capacity[1]. Children who are well supported with early years’ learning continue to outperform their peers at school with the benefits of this support seen well into adulthood. However, across Uganda many young children do not receive the support they need in these early years. Teachers and parents struggle to meet young children’s needs, preventing them from reaching their potential. This lack of early years’ support has a detrimental effect on children’s health, nutrition, academic achievement and well-being.

1.3 Project Description

EQUAL is working with children, parents and teachers in 15 schools to ensure P1 to P3 school children in rural West Uganda have the fundamental skills that they need for future learning and achievement.

Outcome 1

Young girls and boys receive both academic and social support for their learning, in and out of school, ensuring that they acquire the fundamental skills they need in order to achieve a good level of educational attainment.

Outcome 2

Teachers are skilled and inspired, which ensures they provide child friendly and good quality teaching, improving children’s engagement in class.

Outcome 3

Older children are empowered to mentor younger children, becoming an additional source of help to younger children resulting in improved learning and emotional support for those younger children at school.

Outcome 4

Parents are equipped to champion their children’s education, ensuring children are prepared for school and their learning is nurtured resulting in a positive learning culture for children at home.

2. Baseline purpose and scope

The objectives of this baseline are to:

a) provide benchmark measures against the project’s logframe indicators

b) pilot project indicators and data collection tools

This project has been developed following an extensive assessment of the needs of children in schools in the implementation area, including a review of existing research, analysis of Build Africa’s own learning and a consultation exercise with pupils, teachers and parents. As a result, this baseline will not include a needs assessment component.

3. Intended use of study results

Beyond the scope and timeline of this consultancy, the data provided from the baseline exercise will be used throughout the project as a point of comparison against the most recent data collection to assess progress.

The data that is collected and analysed during the baseline exercise will be used immediately to report to the project donors and may be used by Build Africa to review the current sequencing and frequency of activities, based on the baseline findings.

Based on the experiences of the baseline study; indicators, data collection tools and project milestones may be revised.

4. Methodology

The baseline study will take a mixed methods approach, as the project logframe includes both quantitative and qualitative indicators.

All data – both quantitative and qualitative – collected by the baseline study must be disaggregated by sex, beneficiary group and age group (for children only); i.e., data records should include whether each response was provided by a male or female respondent and whether that person is a child in the first three years of primary school, an upper primary school child, a parent, or teacher.

The baseline study will include the following research methods:

a) Quantitative

Literacy and numeracy assessments for children in the first three years of primary schoolParticipatory sessions with young children, resulting in statistically reliable quantitative dataParticipatory sessions with older primary school children, resulting in statistically reliable quantitative dataQuestionnaires for parents, particularly on knowledge, attitudes and practice with regard to supporting young children’s development of literacy and numeracy skillsObserving a statistically significant sample of teachers’ lessons and classroom environmentQuestionnaires for teachers, regarding their use of teaching and learning materials and the availability of such materialsLife skills questionnaires with young children

b) Qualitative

Participatory sessions with young children, exploring sensitive subjectsParticipatory sessions with older primary school children, exploring sensitive subjects

c) Secondary

Reviewing school records to extract data on pupil registration and teacher attendance

Data analysis will be guided by the indicator definitions in the project logframe. Quantitative data analysis will require statistical calculations. Qualitative data analysis will require a rigorous approach, likely a thematic network analysis.

It will be necessary for the appointed consultant to calculate scientifically valid sample sizes for key direct beneficiary groups, such as parents and young children.

5. Tasks, deliverables and suggested timeframe

The required consultancy deliverables are:

A detailed inception report, including a detailed workplan, detailed methodology for both data collection and analysis, sample size calculations, all data collection tools, and outline of the baseline report.Training of data collectorsA draft baseline report, including accurately analysed data against each of the project indicators, evidence-based findings regarding the usefulness of indicators and data collection tools, lessons learned and recommendations.All typed data sets from both quantitative and qualitative data collection.

The consultant will also be responsible for:

Holding an inception meeting with BAU staff and reviewing any relevant documentation to gather background informationDrafting an inception report (as above)Incorporating feedback on inception report into planned approach and activitiesOrganising the logistics for field travelRecruiting and training data collectors who will collect high quality dataSupervising field data collection and entry, assuring the quality of these activitiesConducting participatory data collection in sampled schoolsProviding the typed raw data to BAU and BA-UK contact staff (as above)Analysing and synthesising both qualitative and quantitative data and preparing reportSubmitting draft report, with accompanying data analysis to BAU and BA-UK contact staff for feedbackIncorporating feedback and submitting a final report that responds to the key objectives of the baseline study and provides clear measures against the indicators and evidence-based findings, as well as robust recommendations which can be directly applied to Build Africa’s programming

Build Africa UK and Build Africa Uganda will be jointly responsible for:

Preparing relevant documentation and making it available to the consultantHolding an introductory Skype call with the consultant to provide background information and to finalise timelines and expectationsSupporting the identification of key informantsReviewing the inception report and providing the consultant with specific and timely feedbackProviding support to the recruitment of data collectors if necessaryReviewing the draft baseline report and providing the consultant with specific and timely feedbackManaging and supporting the consultant throughout the baseline study

Below is a proposed timeline for this consultancy work. The tasks and deadlines for key deliverable are fixed; however, the number of consultancy days and some interim deadlines can be used as a guideline and applicants may adjust these in their proposals.

6.Budget

The total budget for this consultancy, including all expenses and taxes, is UGX 28,000,000.

Please note that fees for daily rates should be in line with previous work undertaken. References will be taken.

7.Skills and qualifications of consultants

The consultancy team should consist of one or more consultants who meet the following requirements:

§ 3 – 5 years’ experience of working in senior management roles in education projects in similar contexts (essential);

§ Masters’ degree in a relevant Social Science discipline coupled with advanced skills in Research Methodologies (preferred);

§ Demonstrable experience of leading baselines and/or evaluations of development projects (essential); Significant skills and experience in quantitative data collection and analysis (essential);

§ Excellent communication skills including report writing (essential);

§ Experience of collecting, analysing and synthesising qualitative data using a rigorous approach (essential);

§ Experience of overseeing and training data collectors, including providing a quality assurance function (essential);

§ Experience of working with children, facilitating participatory approaches to data collection (essential);

§ Able to reliably access the Internet, as well as relevant national policy/planning documents and surveys (essential);

§ Experience of working in Uganda or East Africa (preferred);

§ Fluent English in both writing and speaking (essential); Willingness to familiarise self with, and sign up to abiding by, Build Africa’s Child Protection Policy (essential).

Division & Project Overview:

The USAID Applying Science to Strengthen and Improve Systems (ASSIST) Project is a new project dedicated to improving health, population and nutrition services through technical support to service delivery institutions, country Ministries of Health, USAID country missions, and cooperating agencies. The new project carries on the work of the USAID Health Care Improvement Project (http://www.hciproject.org) in global advocacy, development, and promotion of cost-effective methods to design and improve health care services and systems in low- and middle-income countries.

An important global objective of the ASSIST Project is knowledge management: to facilitate documentation and sharing of evidence for improvement of specific care processes, based on the work of individual QI teams, large-scale improvement efforts, and/or research, and to make this information readily available through Web technology.

The ASSIST Project is managed by URC’s Quality and Performance Institute (QPI). Through QPI, URC has implemented quality improvement and operations research programs in health care since 1981 and continues to be at the cutting edge of health care improvement work in countries around the world.

Roles and Responsibilities:

Reporting to the Quality Improvement Advisor – OVC, the job holder will provide support to OVC partners in implementation of the OVC quality improvement activities including but not limited to training, coaching and mentoring, report writing. He/ She will also in collaboration with USAID partners and the Ministry of Gender Children and Social Development liaise with the QI Advisor to ensure that all activities are aligned with the vision and objectives of the OVC Program.

Duties and Responsibilities:

· Develop and implement monthly plans as per the USAID ASSIST OVC QI work plan

· Support activities of institutionalization of quality improvement in the Ministry of Gender Labour and Social Development OVC structures

· Support and facilitate the training and formation of OVC QI teams to improve provision of services based on national quality standards for protection, care and support of OVC

· Efficiently organize and carry out coaching visits to OVC QI teams to - their ability to identify and solve problems in OVC service delivery and learning sessions for teams to share and learn

· Support QI teams to conduct monthly data collection, analysis, use and reporting

· Support QI teams to synthesis and document quality improvement efforts

· Support and participate in OVC partners meetings at national, regional and district levels

· Develop materials for trainings, learning sessions, harvest meetings and coaching visits

· Maintain database for indicators monitored by the QI teams supported

· Prepare and share progress reports on implemented activities in form of biweekly, quarterly and annual reports

· Document success stories arising from the implementation of the activities

· Ensure that financial regulation are concisely followed such as timely accountability of the implemented activities

· Any other duties assigned by the supervisor

Minimum Qualifications:

Required Experience & Qualifications

· A Bachelor’s Degree in Social works or Equivalent, a Postgraduate qualification will be an added advantage.

· Prior experience in quality improvement methods in a social welfare setting.

· Demonstrated strong program implementation and organizational skills.

· Technical expertise in the field of OVC programmes in Uganda with experience of not less than 4 years

· Demonstrated experience of liaising with implementing partners and community-based services to respond to orphans and vulnerable children’s needs

· Good computer skills

· Knowledge of rules and regulations USG funded Programmes

Desired Experience & Qualifications

· Knowledge of rules and regulations USG funded Programmes

· Ability to work under pressure and within agreed timelines / set deadlines

· Ability to prioritize work within guidelines as agreed with Supervisor

· Ability to work with limited supervision

BASIC FUNCTION OF POSITION:

The Public Health Specialist (Laboratory Quality Assurance Team Lead) works under the leadership of the Laboratory Branch Chief as a senior laboratory program advisor to programs under the President’s Emergency Plan for AIDS Relief (PEPFAR). The incumbent provides comprehensive technical, administrative and managerial advice and assistance in support of building laboratory capacity which includes surveillance, research and investigation activities of host government ministries, International Organizations, Non-Governmental Organeations (NGO) and host ministry of health partners involved in treatment of HIV/AIDS in country.

The incumbent supervises Public Health Specialists responsible for quality assurance) and Biosafety (Laboratory Quality Assurance and Biosafety and Biosecurity Officer Officers respectively) Job holder serves as a senior advisor to the host country Ministry of Health, partners and non­governmental organizations (NGOs) in the implementation of laboratory quality assurance programs and activities. The incumbent provides technical assistance to the MoH and other partners in the implementation of laboratory quality systems leading to national and international accreditation. The Job holder will provide technical assistance in capacity building activities, will assess all PEPRAR supported proposals which use testing algorithms, ensuring that human subject’s requirements are met, standard operational procedures and protocols are followed appropriately and make recommendations, amendments/approval to supervisor. Incumbent will provide technical assistance in the coordination, management and implementation of national and international accreditation processes and programs including the WHO Stepwise Laboratory Improvement Process (SLIPTA), Strengthening Laboratory Management Toward Accreditation (SLMTA) and Laboratory Quality Management Systems training.

Incumbent

Provides Technical Assistance in the planning and Implementation of National External Laboratory Quality Assurance SchemesProvides Technical Assistance to MoH, on the organization and technical requirements for the acquisition and maintenance of national and international laboratory accreditation.Collaborates with host country senior scientists on the design of new public health laboratory diagnostic approaches that are based on latest research findings.Recommends procedural modifications as warranted to align with quality requirements and investigative protocols.Maintains contacts with medical staff to provide updated information on quality improvement and new laboratory protocols and procedures as appropriate.Monitors and evaluates progress and quality of projects, identifying policy, organizational and personnel, logistical, and financial problems and makes or recommends revisions as necessary to overcome obstacles and constraints to progress.Identifies training needs and participates in the developmentfimplementation of training for MoH and partner organizations.

QUALIFICATIONS REQUIRED:

NOTE: All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.

Education required: Masters level degree in Medical Laboratory Technology, Science (MSc), medical microbiology, microbiology, parasitology, virology or chemistry is required. Completion of post graduate practical experience (3-6 months) in clinical / medical laboratory technology is required. Registration with the medical council or the allied health professions council is required.Work Experience required: A minimum of five years working in a clinical laboratory setting, either HIV/AIDS health care, national reference laboratory, or research-oriented facility, of which three years should be at supervisory /managerial level in laboratory quality assurance is required. This experience should include implementing or providing oversight for Quality Management Systems.Language required: Level IV (fluency – speaking/reading/writing in English) is required.Knowledge required: Comprehensive knowledge and experience in advanced laboratory techniques is required including comprehensive knowledge of procedures for laboratory diagnostics and associated technologies. Thorough public health knowledge of current HIV/AIDS, as well as opportunistic infections issues is required. Good working knowledge of the principles of laboratory management, including strategic planning, personnel, forecasting and management of procurement, supplies and equipment.

Comprehensive knowledge of the host government laboratory facilities, health care system and structures, including familiarity with MOH policies, program priorities and regulations is required. Good working knowledge of USG public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results is required. Good working knowledge of team management techniques to plan, organize and direct multi- disciplinary project teams and activities and overall administrative requirements, budgeting and fiscal management in support of contracts/cooperative agreements/grants/purchase requisitions is required.

Skills and Abilities required: Strong oral and written communications skills are required. Ability to analyze, understand and discuss program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments and methods for data collection, analysis and reports. Ability to lead project teams and workgroups and to develop effective working relationships with national and international working partners is required.

The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders. Considerable innovation will be required to influence other collaborative organizations engaged in laboratory programs to adopt appropriate strategies for their program activities and to work with partners on national strategic planning for laboratory programs.

Intermediate user level of Word processing, Spreadsheets and Databases is required. Advanced knowledge of statistics and data analysis is required. SELECTION PROCESS:

The Quality and Environment Department will be responsible for developing and monitoring systems to control the quality of beer and spirits as well as protecting the environment from harmful effluent. The main aim being to achieve a standard product that meets and exceeds customer expectations while keeping the environment safe.
Market Complexity:
It is critical that the company maintain high quality of malt, barley, glass and brands through effective Quality Control/Assurance procedures in order to remain at the top in the market and satisfy the expectations and needs of the consumer at competitive cost.
Preventing environmental pollution from effluents in the production processes.
Leadership Responsibilities:
This position has direct reports from the Systems Chemist, Materials Chemist, Environmental Chemist and Microbiologist. The role has to ensure that the quality assurance agenda is internalised by the operations team and wider business.
Purpose of Role:
This role operates for both the spirits and beer products. It is charged with ensuring and overseeing quality of raw materials and supplier management as well as management of in processes such as brewing, fermentation and final products.
To protect the brand and business image by ensuring quality processes are functioning effectively.
TOP 3-5 Accountabilities
.To provide Quality Assurance/Control Services in beer and spirit processing and build a quality system/culture across the business.
.Ensure efficient and effective laboratory management through reporting of correct results and coordination of processes.
.Maintain consistent product quality and brand distinctiveness. Ensuring supplier management through implementation of standards and supplier approval for raw materials, audits and compliance to agree upon specifications.
.Ensuring quality management systems are applied in the various supply processes, e.g. ISO and Food Safety. Monitor verification methods for compliance to plant hygiene standards and pest control programmes.
.Ensuring effective environmental management through minimising on all emissions from the effluent treatment plant.
Qualifications and Experience Required:
Qualifications:
. BSc in Food Science -Technology,Chemistry or Biochemistry.
. Trained auditor certificate for QMS, HACCP, EMS & OHSAS.
Experience:
. Minimum of 5 years experience in production or quality assurance environmental and safety management systems within middle management level.
. In-depth knowledge and understanding of quality systems, brewing and packaging processes and legal requirements to the food industry.

Responsible for establishment and implementation of Q.A.SYSTEMSResponsible for Plant internal/External AuditsResponsible for ProductionPackaging material analysis such as empty bottlesFinished products analysisWater treatment divisionCalibration of equipmentsProcess monitoring and ensuring that the process parameters of line equipments are within the specificationsMonitoring and controlling CIP and Sanitization of plant equipmentResponsible for maintenance of records and systems viz.
