Uganda: Chief of Party

EDC’s International Development Division (IDD) focuses on three major areas: literacy and basic education, youth livelihoods and workforce development, and health. Another key strand of EDC’s international work focuses on helping countries expand economic opportunity and build civic society.

EDC works with governments, agencies, and other partners in 35 countries to develop programs that are respectful of cultural traditions and beliefs. The international division comprises six regional centers coordinating EDC’s work in West and Central Africa, East and Southern Africa, North Africa and the Middle East, Latin America and the Caribbean, Eastern Europe and Central Asia, and South and Southeast Asia.

EDC is preparing for a Youth Leadership for Agriculture Activity is to increase economic opportunities for hundreds of thousands of Ugandan female and male youth ages 10 to 35 in agriculture-related fields in order to increase incomes and build entrepreneurship, leadership, and workforce readiness. The capacity of selected workforce institutions and value chain actors will be strengthened to ensure sustainability of youth outcomes.

Chief of Party (COP): The Chief of Party must be an employee of the Prime Contractor, providing overall technical and administrative leadership and expertise and serves as the primary liaison with USAID/Uganda on management and technical matters. The COP is responsible for management of all aspects of activity implementation in meeting the objectives of the contract including, but not limited to, technical, administrative, operational, and logistical management of project activities and reports directly to the designated USAID Contracting Officer’s Representative (COR).

The Chief of Party will take a leadership role in coordination among USAID and key stakeholders, and other implementing partners. The COP position requires political gravitas, as s/he will interact with numerous GoU institutions and senior-level national and county-level government officials. The COP will have demonstrated ability to work in complex, politically charged, environments, to work across different cultures, and manage diverse teams to deliver impact within agreed timelines. The COP must have the following minimum requirements for this position:

· Minimum of 10 years of experience in international development, preferably in agriculture, private enterprise development, or youth development (at least eight of these years must be in a management/leadership position in programs that are of a similar scope and scale). At least six years’ experience in similar development contexts, as Uganda, is preferred.

· Minimum of a Master’s degree in economics, business, international development, public policy, education, agricultural economics, or other relevant field. A Bachelor’s degree in a relevant field with 15 years of relevant experience may be substituted for a Master’s degree.

· Demonstrated ability to successfully lead and manage challenging projects involving both public and private sector stakeholders.

· High level of leadership, interpersonal, technical, and analytical skills including a demonstrated ability to interact effectively and collaboratively with a broad range of public and private sector counterparts and other key stakeholders.

· The candidate must be professionally proficient and fluent in written and spoken English.
