The mission of the Infectious Diseases Institute (IDI) is to build capacity of health systems in Africa for the delivery of sustainable, high quality care and prevention of HIV/AIDS and related infectious diseases through training, research, and advanced clinical services. IDI has four operational areas through which it works to achieve its mission: Prevention, Care and Treatment; Training, Research; and Laboratory services (provided through a partnership with the Makerere University-John Hopkins University Core Lab). So as to strengthen support to these core areas of operation, IDI is recruiting Research Regulatory and Monitoring Officer as follows:

Role Summary and Responsibilities:

The Research Regulatory Officer is in charge of enforcing adherence to research guidelines for all the studies conducted at the institute including the research approval process, standard operating procedures (SOPs) and monitoring of studies.

Responsibilities:

Policies and Procedures

Assists with the development and implementation of written research policies and procedures that foster compliance and excellence in research.Proposes changes in IDI research policy in response to changing needs of the organization.Liaise with the Uganda National Council for Science and Technology and other Ethics Committee to ensure that research at IDI is conducted in line with set standardsMonitors any developments in research national policy and brings them to the attention of the IDI Scientific Review CommitteeWorks with the Research Administration office to enforce research related policies and procedures

Training

Assists with development and implementation of the research compliance education and training program for all research staff and students, including regulatory processes, protection of subjects, and responsible conduct of researchEnsure GCP compliance for research study staff and that this is periodically renewed

Communication

Develop and support effective systems of communication to ensure that issues relating to research compliance are effectively resolvedRespond promptly to detected compliance problems by working with impacted study teams to develop corrective actionCoordinate reporting any research compliance discrepancies to the appropriate institutional review committee and the Uganda National Council for Science and TechnologyCompile reports on the status of research compliance as may be required

Monitoring

Nature of employment: Contract

Duties and Responsibilities.

1. Undertaking routine and preventive maintenance of motor vehicle by checking and topping-up the level of petrol, oil, water, battery electrodes and tyre pressure before operating the vehicle.
2. Regularly cleaning and polishing the vehicle, changing tyres as well as making minor repairs or adjustments.
3. Driving motor vehicle (car and van) to transport directors, staff, clients and others to designated locations.
4. Ensuring that a vehicle is covered by an appropriate motor vehicle insurance policy and requesting for renewal before the policy expires.
5. Performing miscellaneous errands such as collecting and delivering mail and other items as well as buying goods, supplies and consumer items.
6. Loading and offloading baggage, goods and other material supplies with due regard to the safety of other people.
7. Maintaining records of the motor vehicle’s daily activity showing journey, mileage, petrol, oil and signature of authorizing officer to account for all the journeys made.
8. Regulating the radio, heating, lighting and ventilation system for passenger comfort.
9. Observing traffic and safety precautions in order to prevent accidents and to avoid traffic violations. In addition, undertaking first aid in case of injuries.
10. Reporting motor vehicle accident to the traffic police and the Maintenance Officer, obtaining police abstract report and completing insurance accident report form in conformance to traffic rules and regulations.
11. Requisitioning for petrol, lubricants and spare parts and maintaining a record accounting for the same.
12. Taking the motor vehicle for major service or repairs in accordance to planned preventive maintenance schedule or insurance accident report.
13. Assisting in performing miscellaneous tasks such as photocopying documents and cleaning when not driving.

Minimum Qualifications and Experience:

Valid Driving Permit without any endorsements. Uganda Certificate of Education (“O” Level) with a pass in English Language. Five (5) years relevant experience driving cars and vans.

Tenure of office:

Four (4) years contract renewable subject to satisfactory performance.

Age:

Should not be above 45 years.

The project; Supporting Public Sector workplaces to Expand Action and Responses against HIV/AIDS (SPEAR) is a five year USAID/PEPFAR-funded HIV/AIDS Workplace Policy initiative led by World Vision in partnership with Research Triangle Institute (RTI). In collaboration with the Ministry of Internal Affairs (MoIA), the Ministry of Local Government (MoLG) and the Ministry of Education and Sports (MoES), SPEAR aims to expand access to HIV prevention, treatment and care among public sector workers.
Role of the Position:
• To provide cutting edge leadership and technical guidance in project performance monitoring, evaluation and operations research for the SPEAR project
• Supervise research & data management staff Major responsibilities Leadership:
• Provide dynamic leadership in development and coordination of all monitoring, evaluation and research activities
• Actively participate within M&E networks, and collaboration with learning and research institutions to insure high quality, cutting edge M&E activities
Assessment, design and reporting:
• Lead assessments and operational research for contextual understanding, identifying opportunities, vulnerabilities and capacities, to guide programming and priority setting
• Lead the team in developing design documents and logical frameworks
• Adapt the Performance Monitoring System to remain consistent with the SPEAR framework and donor and MEEP reporting requirements
• Prepare project reports that meet World Vision, PEPFAR and USAID requirements

Monitoring:
• Support management and accountability through routine, accurate collection and reporting of information that confirms status of program activities
• Develop plans and user-appropriate quality tools and instruments for use at all levels

Evaluations:
• Insure ToR’s for evaluations are in line with desired information outcomes and that final reports are of a high standard displaying a level of analysis that is interesting and relevant to both SPEAR and external stakeholders

Knowledge, Skills and Abilities
• Degree in Public Health, Social Science, Statistics, Business Administration or related field. Further training in M&E will be an added advantage
• Effective communication and training skills
• Experience of not less than 3 years in monitoring & Evaluation work in a humanitarian/NGO setting
• Experience with developing and delivering knowledge sharing programs
• Experience in establishing effective partnerships within and outside the organization

1. Financial Duties
