Our core commitment is child-centered change that will ensure healthy and secure infants, educated and confident children, and youth who are skilled and engaged meaningfully in the affairs and decision making processes within their communities.Job Summary: The Programs Manager/Health Advisor will offer technical leadership for effective management of programs through strategic visioning, operational efficiency and effective development amongst communities where ChildFund works: and provides direct technical advice to all health related programs. Key Duties and Responsibilities: Steers the development, implementation and monitoring of the strategies in the program areas with regard to the health programing interventionsWork closely with Area teams to improve quality of programming by facilitating integration of areas of excellence in program designs using the Organizational program theory of change, and holistic approach in addressing risks and vulnerabilities of infants, children and youth.Takes lead in program planning processes, and work with Areas teams in the development of concept papers, and project proposals in the area of healthWorks with District Health Teams to enhance evidence based planning, resource allocation and health services deliveryTechnically supports Area transition from current sector-based structure to focus on new core program areas under the life stage approach through working very closely with the Area Managers, project managers and other program staff in a team approach providing relevant, timely and effective support as required.Supports program design, implementation, assessments and evaluation in the area of health.Ensures effective grants and budget development and management in the area of healthCoordinates with Project/Program Managers and Finance managers to ensure qualityDevelops strategies and mobilizes resource by actively participating in grant and child sponsorship fundraising and quality reporting.Regularly builds and nurtures relationships with donors in order to build and maintain positive rapport so as to maximize their supportWorks closely with M&E Manager to ensure the development of key indicators for quality program deliveryMonitors and evaluates the programs to ensure effectiveness, timeliness and efficiency, and compliance with organizational standards.Trains and mentors key staff assigned in leadership and management, health systems, partnership management and organizational developmentProvides direction and guidance to middle level managers with regard to Area level strategic planning.Provides mentorship in health systems strengthening to key programme staff in health projects. Qualifications, Skills and Experience: The ideal candidate should possess a strong background in the Medical sciences with Masters in Public Health or in related discipline is essential.Additional Qualification in management is relevant.At least six (6) years hands on experience in a similar job area.Extensive understanding of the health sector, policy frameworks and systems in Uganda and the region.Good Knowledge and understanding of LQAS methodology.Demonstrable experience in working with Ministry of Health and Local Governments Health staff in the area of health systems strengthening and evidence based planning.Prior exposure and experience in the design and implementation of health projects/programsExtensive computer proficiency.If you meet the above job requirements and are interested, please submit your applications including detailed Curriculum Vitae, academic and professional papers and names of 3 work related Referees with their Email/ daytime telephone contacts to:The National Director, ChildFund International, P.O.
