Learn more at www.path.org.The United States Agency for International Development (USAID) has funded Advocacy for Better Health program in Uganda. The goal of this program is to contribute to improvements in the quality, availability and accessibility of health services by increasing citizens’ knowledge and voice, increasing community participation in health service delivery planning and improvements; and fostering cooperation among civil society actors on issues of common benefit in order to strengthen the sector over the long term. The key program objectives are to: Ensure that communities in selected districts can identify and articulate their needs and demand quality services; Ensure that the Civil Society Organizations (CSOs) develop effective advocacy initiatives, and are able to represent the communities’ demands for better quality services; to build the technical and operational capacity of the CSOs to qualify them as potential direct recipients of future USAID funding.Key Duties and Responsibilities:Steer the development of a comprehensive communication strategy for the projectGuide and provide technical assistance to other project staff, CSO partners/umbrella organizations, and community groups on the development and implementation of effective community mobilization and engagement strategies and approaches under the communication strategyTrain other project staff, CSO partners/umbrella organizations, and community groups on community engagement/mobilization strategies/approaches and facilitation of community action plans and community-led advocacyIn collaboration with other project staff, CSO partners / umbrella organizations, and communication groups, conduct assessment of motivations for community advocacy involvementIn collaboration with other project staff, CSO partners / umbrella organizations, and community groups, conduct community assessments of health and social service challenges, needs, and priorities of community groupsSignificantly contribute to the development of communication materials and community engagement/citizen advocacy tools, curriculums, and trainings for CSO partners and community groupsWork closely with other project staff to develop strategies and approaches to engage and link mobilized community members, leaders, and groups with broader CSO advocacy initiativesSteer the development of a comprehensive communication strategy for the projectIn collaboration with other project staff, liaise with national and district officials, partner CSOs/umbrella organizations, implementing partners, and community groups to identify and strengthen platforms for meaningful engagement of community members and CSO representatives in decision-making and policy processesRepresent the project at the district, regional, and national levels to elevate project goals and contribute to dialogue on the importance of advocacy, accountability, and good governance for health and developmentBuild and maintain relationships with national and sub-national governments, development partners, health professionals and professional associations, consultants, and CSOs; convene relevant stakeholders and champions when necessaryContribute to the development of project work plans and collection of monitoring and evaluation data for reporting on outcomes and activitiesQualifications, Skills and Experience:  The ideal candidate for the aforementioned USAID Project vacancy should possess a Master’s or other advanced degree in public health, social sciences, international development, or related fieldAt least seven to ten years’ professional experience coordinating and managing a wide variety of behavior change, community and health projects in UgandaPast exposure and experience developing social and behavior change communication strategies.Significant experience in developing and implementing behavior change programming at the community levelDemonstrated success in engaging and mobilizing communities related to health and development in UgandaProven ability to create and maintain effective working relationships with government personnel, NGO partners, international organizations, and community groupsProven experience in capacity strengthening and advisory workExtensive knowledge and understanding of the political, social, economic, and cultural context of UgandaProven ability to communicate (orally and in writing) complex issues in a concise, compelling, and easily understandable mannerComputer literacy skills i.e. Expert proficiency in Microsoft Office Suite applications, including Word, Excel, PowerPoint, and OutlookPossess the ability to travel up to 25% of the timeAll applicants must have legal authorization to work in Uganda to be considered and confirm this in their cover letter. Application materials must be submitted in English.
