Monitoring and Evaluation Consultant

The Water Trust (TWT) provides sustainable investments in water, sanitation and hygiene (WASH) to combat disease and poverty in the developing world and allow people to live empowered lives of dignity. Currently, TWTs geographic focus is western Uganda. TWT implements community driven projects, the majority of which are village partnerships that consist of a hand dug well, TWT-facilitated Community Led Total Sanitation and monitoring and evaluation of these developments that are implemented in collaboration with the local government, village and TWT. Additionally, TWT implements pilot studies aimed to improve the long-term management of the water sources.

TWT is entering an exciting period of ambitious growth. Over the next 2 years, we aim to more than double the size of our operations on the ground in East Africa. This growth will include geographic and product line expansions to expand our impact, as well as, an exhaustive evaluation and evolution of our monitoring systems to ensure that the programs we implement will last for generations to come. The Water Trust seeks a qualified Monitoring and Evaluation Specialist for a three-month consultancy (with an option to extend to long term position contingent upon funding) based in Masindi, Uganda.

The M&E Specialist will have primary responsibility to implement, manage and develop an electronic monitoring and evaluation system and related M & E activities for all components of the current and future program.

The candidate should have experience and competence in the development and implementation of project performance monitoring plans, have both qualitative and quantitative evaluation skills and significant experience with multiple types of evaluations, process evaluations and formative evaluations. S/he will develop M&E capacity within the team and implement processes of data collection to support performance monitoring and evaluation therefore ability to develop good human relationships and deliver training and development to team members will be important.

Job Functions

Transition the organization into a new electronic M&E platformImplement M&E activities for all components of the programManage and oversee team members on M&E related activitiesMake programmatic suggestions and improvements to programs, based on analysis of M & E dataEvaluate the need for additional monitoring and evaluation needs within the organization and other potential organizational changes, alongside senior management

Skills

Tech savvyHigh level of comfort with ExcelData-informed decision-makingComfort with single and multivariate analysisSurvey design

Education and Experience (minimum requirements):

Masters degree in a relevant fieldTraining in monitoring and evaluation methods4 to 6 years experience in project M & E, research and survey implementationExperience in designing M&E systems for water and sanitation projectsExperience in measuring the effectiveness of behavior change communication on health outcomesProven ability to develop M&E capacity and processes within a project team in both field and project office.Excellent communication skills, both verbal and written, including fluency in EnglishStrong working knowledge of MS Office, experience with SPSS or other statistical software is a plusAbility to work cooperatively/effectively with others of diverse personalities, education & cultural backgroundAbility to work and make decisions independently
