United States Government Peace Corps Jobs - Literacy Coordinator


Organisation: United States Government Peace Corps Duty Station:  Kampala, UgandaReports to: Education Program ManagerThe Peace Corps is an agency of the United States Government, which sends American Volunteer development workers to assist in capacity building and technical assistance activities in over 70 countries worldwide.  Peace Corps Uganda invites applicants for the position listed above which is based in Kampala, Uganda. Job Summary: The US Peace Corps Literacy Coordinator supports the Peace Corps Uganda's Primary Literacy Project, implemented by the Education Sector, and works as part of a team with all members of the Programming and Training and Administrative Units. Responsibilities include: Coordination and serving as a liaison between Peace Corps Uganda staff and Volunteers and USAID/Uganda in regards to the “Mobilizing Schools and Communities for Reading Project”, which includes collaboration with MOES, SHRP and other stakeholders. Also provides technical leadership, and monitoring Volunteer projects for quality assurance and alignment to the project plan, data collection, reporting and evaluation.Key Duties and Responsibilities:  1. Support the Education Program Manager with Project Development and Management (approximately 30% of the time):Assist in developing and maintaining Peace Corps literacy projects that reflect and serve the needs of Uganda as ascribed by the Ministry of Education.Prepare documentation for the Peace Corps literacy projects that conforms to the mission, goals and standards of Peace Corps. Those include:Produce annual work plan for PCU approval with activities in line with promoting reading work for PCV trainers.Annual work plan for USAID approval with activities and budget for the “Mobilizing Schools and Communities for Reading” Project.Compile and submit quarterly and annual activity reports to USAID/Uganda.Actively facilitate submission of financial accruals through coordination and compilation of data with Peace Corps administrative staff.Other interim or special reports and data as determined for projects reflecting the collaboration between Peace Corps and USAID/Uganda.Assists with Project Status Reports (PSRs)Actively coordinate the small grant application process for PCV literacy projects. Assist in planning, implementing and monitoring funded activities in conformance with relevant Peace Corps Washington policies and rules.2. Coordination of Partnership (approximately 15% of the time)Liaise between Peace Corps Uganda and USAID/Uganda’s activity manager on literacy goals and approaches.Guide and coordinate overall strategic directions between PC-Uganda, PCVs, and the School Health and Reading Program.Actively facilitate the collaboration and continuous dialogue among Peace Corps, USAID, and with Research Triangle International (RTI). As Peace Corps has precede the School Health and Reading Project in its roll-out of literacy activities, the Literacy Coordinator will stay informed and assess potential for creative and appropriate ways to partner with RTI and communicate those to relevant parties for agreement.Implement and track activities according to Statement of Work (SOW) between PC-Uganda and the USAID-funded “Mobilizing Schools and Communities for Reading” project.Launch, call and chair meetings of partnership stakeholders including MOES, Peace Corps, USAID, RTI, other international and local NGO implementers.  3. Assist with Pre-Service and In-Service Training (approximately 20% of the time): Actively participates as team member in the preparation of Trainees/Volunteers to be a valuable member of their Ugandan communities. Serve as a contributing designer and trainer for Trainees/Volunteers on teaching Literacy and making literacy instructional materials for pre-service and in-service trainings.Assist in evaluating pre-service and in-service training events.4. Assist with Project Monitoring and Evaluation (approximately 10% of the time)Implementing effective project monitoring and evaluation activities, specifically Early Grade Reading Assessment and Teacher Training assessments for reporting towards standard indicators in the Performance Monitoring Plan for “Mobilizing Schools and Communities for Reading” Project.Actively coordinate preparation of annual monitoring documents.Compile and produce site monitoring visit reports, and review those of other team members as appropriate, and literacy project evaluation reports.5. Assist with Volunteer Support (approximately 20% of the time): Assist with and travel throughout the country to provide advice and support to Volunteers who are working on literacy and document activities and results in regular site visit reports that are submitted to the Program Manager.Serve as primary point of contact [“Champion”] and support for minimum15 Volunteers.Keep the Safety & Security Manager informed of any safety and security concerns at a Volunteer’s site.6. Perform any other Duties and Activities (approximately 5% of the time)Perform other duties as assignedQualifications, Skills and Experience:  The ideal candidate for the US Peace Corps position should hold a Bachelor of Arts/Science in Education or related degree.Excellent command of spoken and written English language.Prior experience as an Educator in Uganda  for at least two years.At least three years teaching, or related, experience.Possess the ability to work independently with limited supervision; good organization and time management skills;Willingness to take the initiative; excellent teamwork skills, strong service attitude; personal integrity; strong cross-cultural skills; strong interpersonal skills, strong interest in Uganda’s development; and ability to travel extensively.Ability to work regularly from Monday through Friday schedule with occasional evening and weekend hours when necessary.National level certification as a teacher (Uganda, USA or other) is preferred One year or more of teacher training experience preferred At least one year experience working with relevant government agencies, not-for-profit organizations, or private businesses is highly advantageous All interested candidates are required to apply by E-mail strictly.
