Organization: United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA)Job Opening Number: 14-LOG-MINUSCA-37593-F-ENTEBBE (M)The Security Council established the United Nations Multidimensional Integrated Stabilization Mission in the Central African Republic (MINUSCA) by its resolution 2149 (2104) of 10 April 2014 and requested the Secretary-General to subsume BINUCA in the new mission as of the date of the adoption of that resolution. It further requested the Secretary-General to ensure a seamless transition from BINUCA to MINUSCA.Acting under Chapter VII of the Charter of the United Nations, the Security Council authorized MINUSCA to take all necessary means to carry out its mandate, within its capabilities and its areas of deployment. Key Duties and Responsibilities: Within delegated authority, the Logistics Assistant FS-4 will be responsible for the following duties: (These duties are generic, and may not be carried out by all Logistics Assistants.) Supports in the preparation of logistics plans and cost estimates.Assists the mission with respect to property and inventory control and contingent owned equipment surveys.Offers contract management support to more senior Supply Officers.Intuitively verifies funding, bidding, evaluation and certifies invoices with respect to requisitions.Maintains database used by DPKO and field missions to monitor mission specific and Systems Contracts reports. Responsible for recording contract actions and monitor activity. This includes coordinating with missions on delivery schedules, follow-up and receipt of Receiving and Inspection (R&I) Reports, verification of invoices against R&I reports, recording contract status at all stages of processes.Maintains supporting files and database with respect to Supply section Letters of Assistance (LOA).In charge or instituting controls and manages supply related items requisitioning and delivery.Carries out research with respect to the preparation and compilation of the Aviation Safety Annual Report.Assists in the execution of technical evaluations for long and short-term contracts.Supports the Aviation Officers in researching and obtaining data and documents related to Field Missions.Offers technical guidance with respect to insurance matters. Maintains liaison with relevant departments and field missions with respect to the status of procurement, delivery, financial and insurance matters.Oversees and maintains records of the direct provisioning process.Establishes and maintains relevant reference library.Actively co-ordinates with missions on spare parts consumption rates and usage patterns.Manages a small detachment/unit and supervises assigned staff.Initiates requisitions and perform technical evaluations.Designs and develops relevant databases.Proactively formulates and monitors budget allocations.Assists in the mission management of MOUs (Memorandums of Understanding) between the TCN’s (Troop Contributing Nations) and UN.Forecasts the logistics requirements in the near and medium terms and provides advance information of such requirements to Integrated Support Services (ISS) sections/units;Processes and accounts for Petty Cash and Imprest Funds;Maintains, updates and ensures accuracy and completeness of computer database recording requisition details, purchase orders, delivery and invoice actions.Performs logistics duties such as movement control, camp management, rations, fuel, supply, aviation etc for short durations.Performs any other duties as required.Qualifications, Skills and Experience: The ideal candidate for the aforementioned United Nations MINUSCA Logistics Assistant job should hold a high school diploma or equivalent.A minimum of six or more years of progressively responsible experience of practical field logistics operations.Languages: English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in oral and written English is required.
