Our prayer for every Heart, the will to make it so.”Job Summary: The Regional People and Culture (HR) Officer will support the Northern Region by strategically guiding the regional operations through provision of technical support in human resource management in accordance with World Vision Uganda (WVU) policies and professionally accepted HR management principlesKey Duties and Responsibilities:  Proactively liaise with hiring managers in identification of staffing gaps. Develop annual workforce plans in liaison with hiring managers Prepare recruitment plans and coordinate the recruitment, selection and placement process within WVU policy Actively coordinate  orientation and induction process for new staff Manage and track staff probationary periods Oversee the performance management cycle and associated processes. Analyze performance agreements, annual appraisals and other performance management information and guide regional management team/line managers  on performance managementOffer technical support and build capacity of staff in performance management Periodically prepare and provide performance management reports for management decision making Provide technical support and facilitate performance consequence management 3. Organizational learning and Development: Develop, monitor and implement regional learning and development plans with the support of the Staff learning and development coordinator Support Programme Managers to develop and implement cluster training plans Actively facilitate learning and Organisational Directed Development initiatives at region Evaluate impact of trainings and learning initiatives and implement mechanisms to facilitate transfer of learning Coordinate and facilitate change management processes at the region Management of staff employment contracts and contract renewal processes within the set timelines Monitor up-date and manage staff records and provide accurate HR information for management decision making whenever required. Manage ‘Our people’ Human Resource Information System and ensure staff data is regularly updated; train and support staff and ensure system is actively operational within the region  Prepare and submit Regional P&C reports and other briefs to Regional Operations Manager and the P&C Manager. Monitor and manage staff leave Disseminate and provide technical guidance to regional management on WVU policies, government labor laws and changes in statutory requirements. 5. Staff well- being and Engagement:Plan and implement delivery of staff well-being initiatives and spiritual well-being programs in collaboration with the National Office P&C and CC teams. Conduct HR clinics to monitor staff well being and liaise with relevant stakeholders to ensure staff concerns are addressed Coordinate with benefits office to ensure staff benefits are paid when due and respond to queries from staff Manage staff GPA and medical scheme Coordinate staff engagement and wellbeing surveys and implementation plans Identify cases for and coordinate the critical incident debriefing for staff that have undergone stress and/or trauma and provide appropriate referral services. Coordinate provision of employee assistance programmes at regional level Provide guidance on handling employee grievances and disciplinary procedures Operationalise and implement staff well being and engagement strategy taking into account local contextual factors Oversee implementation of Occupational health and safety measures and initiatives at WVU Offices within the Region Oversee employee exit processes (clearance, handover etc) and ensure that the exit process is compliant with applicable labour laws and WVU policies Coordinate and guide management of staff transitions during programme/project phase outs and ensure all applicable policies and procedures are adhered to Qualifications, Skills and Experience:  The ideal candidate should preferably hold a good bachelor’s degree in Human Resources Management, Social Sciences/ or humanities and post graduate qualification in Human Resource Management, Business Management, Organizational Development, Organisational Psychology or other related disciplines.   A minimum of three or more years working experience in a large and busy environment Working knowledge of Ugandan labour laws and legal requirements Good skills in conflict resolution/problem solving, teamwork, crisis management, training facilitation and coaching.
