Position: Human Resource Officer (Training and Development)
(Salary Scale UNBS 6)

Reports to the Human Resource Manager, and performs the following duties and responsibilities -identify individual and organizational training needs through job analysis, staff appraisals and regular consultations with supervisors and Heads of Departments; oversee the Training and Development activities of the Bureau; Investigate what training is available from Government agencies, ministries and donor agencies and maintain a data base of training providers; Design training courses and programmes necessary to meet training needs, or manage this activity via external provider (s);Develop a draft training policy for approval by the HR Manager; Prepare an annual training plan and budget for each Department and or the overall organization in consultation with Heads of Departments and the HR Manager; Design training courses
the Trainers; Manage the delivery, development and evaluate of training and development programmes, monitor and review the progress of trainees through questionnaires and discussions with Managers or Heads of Departments; Review all course evaluations and participant evaluations; Monitor effectiveness of training and evaluate all courses taken in and outside Uganda; Prepare a monthly training report; Organize training facilities, venues and equipment; Arrange all training courses, and provide administrative support. Notify participants and distribute training material; Monitor posts of training against budgets; ensure that training and development activities are carried out in accordance with plans; Advise management and staff on training and development issues,

Qualifications and other requirements:
? The successful candidates shall have a good honors degree in Human Resources, Business Administration or B.Com (Human Resource Management Option), Social Sciences, from a recognized University
? A post graduate diploma in Human Resource Management and or a certificate of training of trainers is an added advantage
? Must be computer literate with skills; in MS Word, Excel,; PowerPoint, and Internet applications
? Minimum of 3 years of relevant experience in a reputable organization or consulting firm

The successful candidate needs to be a team player with Passion for people development, an excellent communicator with good oral communication and presentation skills, time management skills, ability to work with cross- departmental teams and have high integrity and confidentiality.
