AGE: 28 years and above

Minimum Qualification: The applicant should be a Ugandan of
? An honors Bachelors degree in any of the arts of Management or Social Sciences from a recognized University or institution plus a Postgraduate Diploma in Human Resource or membership of professional body.
? At least six years of professional working body three of which should be at Senior Personnel Officer in Government or equivalent, experience from a reputable organization.
? Should be knowledgeable of Public Service Standing Orders and regulations governing Human Resource Management
? Should have well developed interpersonal relationship skills.
? Should have the ability to motivate, coach and develop subordinates.

DUTIES:
? Preparing plans and budgets for the recruitment, retention and exit of the human resource.
? Preparing submissions for the appointment, confirmation, discipline, transfer and exit of staff.
? Managing, in liaison with salary section, the administration of the payroll and staffing control system.
? Supervision the update, safe custody and management of human resource and other relevant records.
? Organizing and coordinating staff development programmes.
? Providing advice to the technical departments on the interpretation of Public Service.
? Standing Orders, human resource policy, staff regulations and other relevant human resource issues.
? Counseling staff and arbitrating in labour or employment related issues.
? Processing submissions for terminal benefits of staff

Applications are invited from suitably qualified Ugandans to fill the posts specified herein. Applications should be submitted in triplicate (3 copies) on PSF For 3 (PSF 3) (Revised 2008) to the Secretary, Rukungiri District Service Commission P. 0. Box 1, Rukungiri to reach him not later than 26th Nov 2010

Application Forms (PSF 3 and ESC Form No.3 (1998) in case of teachers) are attainable from the office of the Secretaries of District Service Commission Country wide and the Public Service Commission Kampala, Hand written applications, also in triplicate, are acceptable. Candidates should NOT attach original but only 3 Photostat copies of Certificates/Diploma/Degrees, Testimonials plus 3 coloured recent passport size photographs. Applications should bear the title of the post as well as the reference Number specified against vacancy. Serving Officers are advised to route their application through their Heads of Department and must be informed of the closing date to avoid delay.
