Job title: Project M and E Manager CDC 1020,
Location: Kampala
Reporting to: Programme Manager

Job Objective
Reporting to the Programme Manager, the job holder will lead implementation of the M and E component of the CDC 1020 project in 8 districts in the Central and 7 in the Northern Regions of Uganda.

Description of duties
* Spearhead processes aimed at improving data collection, monitoring, and tracking of safe male circumcision.
*Create and continuously improve frameworks within which special communities are reached with positive prevention and behaviour change messages, IEC/BCC materials, HCT and door-to-door counselling and testing services.
* Establish and manage condom distribution sites, ensuring condom distribution to beneficiaries
*Ensure that positive prevention behaviours are adopted and sustained by beneficiaries following the National HIV Strategic Plan and the Safe Male Circumcision Policies and Guidelines.
* Create a work environment that enables involvement of relevant stakeholders in strengthening and utilising existing M and E frameworks and health management infor?mation systems at all levels.
* Oversee the design of and monitor the project M and E database to track relevant indicators and targets. Perform any other duties as required.

Qualifications and Relevant experience
* The applicant should have a degree, specialization or post graduate training in M and E, Bio-Statistical Analysis, Data Management, or other relevant fields.
* At least 4 years experience in similar role at managerial level with an International NGO.
* Preparation and execution of project and district monitoring tools and plans.
