SENIOR IMPLEMENTATION ADVISER ( FULL TIME )
The purpose of this position is to support the Uganda AIDS Commission in executing of coordinating and guiding implementation of the National Prevention Strategy’(NFS) with a focus on the six phase 1 districts. The Senior Implementation Adviser reports to the Director Policy Research and Programmes but works closely with other departments al UAC.
Specific Tasks:
• To support the repackaging, advocacy and dissemination of the National HIV Prevention Strategy to scale up understanding of Combination HIV Prevention in the country but with a focus on the six phase 1 districts. the Senior Implementation Adviser reports to the Director Policy Research and Programmes but works closely wilt other departments at UAC.
• To guide capacity assessment and needs Tor combination HIV Prevention in the NPS implementation as well as related capacity building strategy with a focus on the six phase 1 districts
• To facilitate the harmonization of all initiatives under the UN. Civil Society Fund (CSF|, Ministry of Health (MoH) and local governments for rolling out the NPS with focus on combination HIV prevention in the six phase 1 districts
• To coordinate support supervision and related back stopping to the six phase 1 districts
• To advise on strategies for mobilizing partners to ensure convergence in the joint goal of achieving delivery of full combination HIV prevention (as will be agreed in the planning phase) in the phase 1 districts
• To support development of partnership mechanisms for facilitating delivery of combination HIV prevention across the country but with a focus on the six phase 1 districts
• To work with the Planning and Monitoring Directorate at UAC to support collection of routine data on implementation of combination HIV prevention with a focus on the six phase 1districts
• Support all departments of the UAC and Government sectors to appreciate their respective roles and the necessary collaboration for the successful delivery of combination HIV prevention
• To work with the Planning and Monitoring Directorate at UAC, the WB and other stakeholders to support the impact evaluation of combination HIV prevention through ensuring full functionality of the NPS Task Force and the sub committees established to support
Impact Evaiuation and Implementation of Combination HIV Prevention.
• To coordinate the sharing of emerging lessons and best practices in implementing the NPS in the six phase 1 districts.
• To support the UAC HIV Prevention Team in the roll out of the NPS in the rest of the country.
• To supervise the Programme officer, focusing on NPS implementation in the six phase 1 districts and lo work closely with the Impact Evaluation Coordinator (and with the other members of the HIV prevention team at UAC.
Requirement:Qualifications, Skills and Experience:
• A Masters Degree in Social Sciences, Public Health, Public Policy, public administration and management or any other related field.
• Training and /or experience in social work and behavioral sciences with a good understanding of behavioral and structural drivers of the HIV epidemic, project planning, management, monitoring and evaluation will be an added advantage
• 10 years experience at a senior level in large and geographically spread HIV/AIDS projects or programmes implemented by central government ministries and institutions, local government and the civil society including networks of PLHIV.
• 10 years experience in directly facilitating or coordinating implementation of large and geographically spread HIV/AIDS projects at national, decentralized and community levels
• 5 years experience in working with key government stakeholders in the national HIV response particularly Ministry of Health. Uganda AIDS Commission and local governments
• 5 years experience with multi lateral and bilateral development partners in the national HIV response
