Job Objective
The job holder will lead the technical implementation of the CDC 1020 project in; assigned districts in the Northern Region of Uganda. The project will focus on increasing control measures against sexually transmitted HIV. The job holder will play a lead role in the design, implementation, monitoring and evaluation, documentation, partnership formation, and advocacy aspects of the CDC project and will directly manage project staff as assigned. ;
Description of duties
* Ensure that AMREF's projects in the district assigned are aligned to the project proposal and corresponding Country Programme operations.
* Promote participatory management of the AMREF team on site for innovation and professional growth.
* Contribute to formulating strategies to increase SMC and reduce HIV transmission through sexual routes.
* Partner with district local government to ensure training of relevant stakeholders on strategic to reduce sexually transmitted HIV, manage HCT and couple disclosure, promote directive referrals, and ensure quality data collection (CBHMIS) in partner?ship with project M and E Manager.
* Work with all relevant stakeholders, especially ACP and CDC, to identify, design, and implement community-based Health Management Information Systems (HMIS) linked to existing Ministry of Health systems, facilitate usage and ensure a solid records management system.
* Collect and analyze data lo facilitate quality planning and reporting, including development of indicators lo measure project impact in coordination with the M and E Manager.
* Liaise with District Health Teams to promote, review/develop, track and use health indicators in health system planning and identify best practices that can be translated into scale-up activities.
* Work with all relevant stakeholders to address prevention strategies, especially in SMC and capacity-building needs and deliver relevant Interventions to the local stake?holders in the project area; design and deliver appropriate interventions in coordina?tion with project staff.
* Monitor performance indicators and progress against milestones.
* Coordinate the development and implementation high-quality projects consistent with AMREF's core mission, values and principles.
* Spend time in the field with staff, partners and beneficiaries to ensure the assigned portfolio of work is integrated within assigned districts of the project and within the Country Programme, and that project experiences are consistently documented, wide?ly shared and utilized for evidence-based advocacy at local, national and international levels.
* Supervise all staff at assigned field stations.
* Improve the visibility/credibility of AMREF in the districts of operation among communities, donors and government structures and to ensure prudent management of and quality reporting on activities and budgets.
* Contribute to the change management and strategic growth of the Uganda Country Programme by keeping the Programme Manager informed of developments and issues of interest to AMREF.
*Manage the planning, monitoring, evaluation and reporting of activities for the project in the districts.
* Liaise and network with relevant AMREF and CDC partners and collaborators to improve AMREF's visibility, coordination of activities and promotion of shared advocacy.
* Represent AMREF at local level forums that are relevant to the Project's and Foundation's work at the local level, and provide relevant feedback to and from relevant partners.
* Manage the usage of all resources available to the assigned project portfolio, ensuring both value-for-money, quality and cost effectiveness.
* Establish and maintain regular M and E systems in close collaboration with relevant stakeholders.
* Organize and participate in steering committee meetings and other relevant fora at local and national levels, as assigned by supervisor,
* Perform any other duties (hat may be assigned.
Qualifications and Relevant experience
*A degree in Social Sciences or a Health-related field.
* Post-graduate training in Public Health will be added advantage. At least 3-5 years experience in HIV/AID5 and behavior change prevention pro?grammes, preferably in an NGO environment.
