The QED Group,

LLC is a full-service international development firm that provides practical

solutions to social problems through sound analysis, proven management

techniques, and creative implementation. We focus our efforts on two core

practice areas: Monitoring & Evaluation and Knowledge Management. We work

with U.S. agencies and overseas governments, international donors,

private-sector clients, and PVOs/NGOs in more than 80 countries around the

world. Key clients include USAID, the U.S. Department of State, the Centers for

Disease Control and Prevention, the U.S. Department of Agriculture, and the

U.S. Trade and Development Agency.


The

USAID/Uganda Monitoring, Evaluation and Learning project (Learning Contract) is

the five-year organizational program support vehicle through which USAID/Uganda

will pursue realizing its development objectives within the complicated and

shifting Ugandan development context. 

The purpose of the Learning Contract is to provide monitoring,

evaluation and learning support services and build capacity of USAID/Uganda to

implement USAID’s Collaborating, Learning, and Adapting methodology to

strengthen the implementation of USAID/Uganda’s Country Development Cooperation

Strategy and enhance USAID’s organizational effectiveness. 


Job Summary: The Public

Health M&E Support Officer (MESO) will offer direct support to the

USAID/Uganda Strategic Information Unit (SIU) at the Health and HIV/AIDS (HH)

Office (aka DO3 Team).  The incumbent will

work directly under the technical guidance and oversight of the HH Senior

Strategic Information Adviser (SSIA). 

The SSIA will have the authority to assign appropriate tasks, set

deadlines, review deliverables, provide feedback, etc.  At the beginning of the assignment, the MESO,

the Learning Contract COP, the SSIA and the Learning Contract CoR will work

collaboratively to identify generalized major tasks and deliverables for the

duration of the assignment.  Further

coordination will occur through regularly scheduled meetings (e.g. monthly)

among Learning Contract staff and the SSIA. 

All operations and contractual issues will be managed by the Learning

Contract, with USAID consultations on a merit basis  


Key Duties and Responsibilities:  


·        
Work in liaison with other Strategic Information

(SI) Unit staff in the development, design, coordination and implementation and

assessment of M&E activities in the Health and HIV Office (HHO)


·        
Actively participate in processes to collect,

collate and analyze performance data and assist with Uganda Mission,

Washington, GOU and other reporting requirements


·        
Work with DO3 staff and IPs to review and finalize

AMELPs, progress reports, research/study proposals and work plans


·        
Work closely with the SI Unit staff to analyze

various datasets e.g. PRS, LQAS, DATIM, HMIS, DHS, AIS, MIS to inform the team

on progress towards achieving Development Objectives


·        
Take part in the monitoring and review of reports

from data collection efforts such as DHS, MIS, AIS, Afro-barometer and other

similar efforts


·        
Render support in the development, follow up,

coordination and implementation where appropriate on studies and Science

Technology Innovation and Partnerships (STIP)


·        
Assist with the creation and implementation of any

necessary tools for the data collection related to planned studies and research

as well as regular data collection activities like SIMS, DHS, AIS, LQAS and

DQAs


·        
Identify problems, trigger questions that could lead

a potential research/ investigation together with the technical teams


·        
The incumbent will manage DO3 staff in complex

analysis of data which will guide programmatic and management decisions


·        
Carry out complex data analysis outside routine

reporting e.g. secondary analysis of national data sets (surveys, assessments,

impact studies, etc)


·        
Render support in the management of evaluations,

studies, surveys and assessments 


·        
Assist in the drafting, editing, production and

submittal of project technical reports (assessments, evaluations, trip and

monitoring reports, etc.) and other deliverables


·        
Perform any other duties as appropriate


Qualifications, Skills and Experience:  


·        
The ideal candidate should hold graduate Degree

(MSc. equivalent) in a field related to health and/or population studies such

as Public Health, Epidemiology, Demography or Anthropometry.


·        
At least seven years relevant experience in the

health sector, notably in monitoring and evaluating health programs in

developing countries


·        
Ability to interpret performance results of health

programs and analyze the implications of such results in the country context


·        
Broad knowledge and understanding of public health

monitoring and evaluation systems


·        
Working knowledge of epidemiology and programmatic

interventions related to HIV, TB, malaria, Nutrition, MNCH and Family Planning


·        
Excellent knowledge of analyzing health data and

disease patterns, such as epidemiology


·        
Skills for analyzing complex and interrelated health

and demographic data – familiarity with STATA, SPSS and/or similar statistical

analysis software packages desirable


·        
Familiarity with methods for assessment of

nutritional status and calculation of FP and demographic indicators


·        
Previous experience in writing study proposals


·        
Ability to design data collection forms and design

databases (Excel, Access, epi-info or similar)


·        
Broad working knowledge of research topics in the

field of HIV/TB, Malaria, FP, MNCH and Nutrition


·        
Ability to coordinate and collaborate well with

personnel within and outside the project, meeting deadlines, and work with

minimal supervision.


·        
Record of quality work and deliverables.


·        
Computer competency, including ease of use of data

analysis software


·        
Previous experience with statistical analysis and

sampling strongly preferred.


·        
Excellent organizational, writing and communications

skills.


·        
Fluency in English required, knowledge of Luganda

and/or other local languages is an advantage.
