USAKSS Coordinator – Entebbe – Ministry of Agriculture



About US:
The Ministry of Agriculture, Animal Industry and Fisheries in collaboration with the Regional Strategic Analysis and Knowledge Support system East and Central Africa-ReSAKSS ECA Secretariat in the implementation of activities of the Uganda Strategic Analysis and Knowledge Support system (USAKSS) Node.


Job Summary: The USAKSS Coordinator will provide intellectual leadership to the Uganda Strategic Analysis and Knowledge Support System (USAKSS) Node and oversee all its activities while forging close collaborative links with the agriculture sector, line ministries, National Bureau of Statistics, policy think tanks and networks, universities and other research organizations, private sector and civil society organizations, and development partners.


Key Duties and Responsibilities:
· In charge of developing project annual work plans for endorsement by the USAKSS Steering Committee;
· Regular review of work plans to ensure tasks and milestones are achieved in a timely manner and prepare periodic reports;
· Convening various dialogue forums including stakeholder workshops and make presentations as necessary;
· Building and strengthening a network of partners on the demand and supply sides of the agriculture policy analysis in Uganda;
· Building and maintaining effective partnerships with a wide range of key stakeholders and partners to support agriculture policy analysis and Monitoring and Evaluation (M&E) in Uganda;
· Supporting M&E of the agriculture sector, including taking responsibility for the preparation of various M&E products including country trends and outlook reports, impact evaluation reports and other reports in support of the mutual accountability agenda in the sector;
· In charge of participating in strategic analysis activities of USAKSS to fill knowledge gaps;
· Supporting knowledge management and communications for agriculture policy including establishment of a policy resource centre (PRC), organising knowledge sharing events such as stakeholder dialogue forums and policy conferences in collaboration with key agriculture stakeholders in Uganda;
· Supporting capacity strengthening of human and institutional capacity within the agriculture sector so as to improve the quality of policy analysis, planning, implementation and M&E;
· In charge of managing the project team to achieve USAKSS objectives by guiding them to effectively employ their technical, organisational, administrative skills together with their knowledge and/or experience, for successful achievement of project objectives.


Qualifications, Skills and Experience:
· The applicant should be a Ugandan in possession of a Bachelors’ degree in Agricultural Economics, Economics, Development Studies, Statistics, Business Administration, Commerce or Business Studies plus a Masters’ degree in any of the above fields.
· A minimum of five years’ experience in an agricultural related field.
· Broad knowledge and skills in monitoring and evaluation;
· Working knowledge skills in policy analysis and review;
· Excellent analytical and reporting skills;
· Prior exposure and experience in project management;
· Skills in resource mobilization and financial management;
· Ability to work effectively and collaboratively with multiple partners and operational staff
· Proven track record in coordinating multi sectoral and multi stakeholder teams in the agriculture sector;
· Proven track record in delivering on time on complex and high-profile tasks;
· Demonstrated skills in team leadership,
· Self-motivated and able to work unsupervised
· Problem solving skills and sound decision making skills
· Good team player;
· Strong communication skills (written and oral) in English language;
