Uganda: Logistics Coordinator

Living Goods is seeking an efficient and highly driven Logistics Coordinator to join our Product team in Uganda. The successful candidate will become the expert and go-to person for all logistics and distribution requirements for our work in Uganda. Ensuring all Living Goods' branches are fully equipped, running smoothly, and compliant with all legal and licensing requirements this person will be a lynchpin in our Uganda operations.

Responsibilities

Coordinate all logistics, suppliers, procurement requirements and deliveries to ensure the smooth operation of Living Goods offices and branches.Ensure Living Goods buildings are fully compliant with legal and licensing requirements while serving as the main point of contact for the landlords.Guarantee security requirements for Living Goods Ugandan facilities are in place.Procure all non-stock items and services required for the current and future Living Goods branches and offices, securing great prices that are negotiated and delivered on time while all appropriate LG procurement processes are followed.Coordinate all logistics and distribution within Living Goods Uganda for stock and non-stock items including where there are no direct deliveries from suppliers while minimizing logistics time and costs.Perform all quality control on all orders delivered and coordinate all product warranty/return/after service support with staff and suppliers.Coordinate all stock taking and inventory management requirements by assessing actual and POS stock levels, supporting good stock management practice at the warehouses and overseeing the stock-taking process across Living Goods in Uganda.Complete accurately and on time all stock level reporting including stock levels and shrink and conduct shrink investigations as directed.

Qualifications

Malaria Consortium is looking to recruit a Finance and Administration Manager to support all financial matters in a recently awarded a grant from UNITAID to implement a large-scale initiative in seven countries in West Africa with six partners with a total value of USD 67million.

The Finance and Administration Manager will manage all project financial systems and standard operating procedures, monitor budgets, manage monthly financial statements and forecasts, maintain rolling cash flow projection, including bills payable, and manage payments to sub-grantees as per contractual obligations. The Finance and Administration Manager will provide financial support to the three countries where Malaria Consortium will implement the project and oversee the sub-granting mechanism to five partner organisations.

The successful candidate will have:

• Demonstrated familiarity with cost accounting standards and management of sub-contracts and sub-grants to partners.

• Experience working on large scale projects, managing teams across multiple locations

Project: Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)ACDI/VOCA is carrying out the USAID-funded PL 480 Title II Development Food Assistance Program entitled "Resiliency through Wealth, Agriculture, and Nutrition in Karamoja (RWANU)". The RWANU Program is focusing on reducing food insecurity among vulnerable rural populations in selected sub-counties of Amudat, Moroto, Napak and Nakapiripirit. The Program's strategic objectives are (1) improved availability and access to food and (2) reduced malnutrition in pregnant and lactating mothers and children under five. The RWANU Program takes a preventive approach to reducing malnutrition, focusing on the first 1,000 days of life when conditional food rations will have the highest impact. RWANU will promote diversified livelihoods strategies including linkages to market opportunities to ensure long-term food security and resilience to food insecurity shocks.Key Duties and Responsibilities:  1. The Senior Grants Officer will steer the granting process and supervise compliance of grantee activities:Develop granting process guidelines jointly with technical team.Manage the creation of grantee selection committees involving technical staff and GOU/other stakeholder committee members as called for in the Granting Guidelines.Ensure that grants unit participates in review and initial screening of proposals from potential grantees.Keep records of all grant award decision making process and share with committee members.Draft grants agreements and MOUs in collaboration with Technical Team members.Initiate procurement requests for in-kind grants jointly with indicated Technical Team member.Monitor the utilization of in-kind grants to ensure proper applicationDevelop reporting tools for use by technical team.2. Founded in 2002 by President William J. Clinton, the Clinton Health Access Initiative (CHAI) is a global health organization committed to strengthening integrated health systems in the developing world and expanding access to care and treatment for HIV/AIDS, malaria and other diseases. CHAI’s solution-oriented approach focuses on improving market dynamics for medicines and diagnostics; lowering prices for treatment; accelerating access to life-saving technologies; and helping governments and private sector healthcare organizations to build the capacity to provide high-quality treatment.

In 2007, CHAI signed an MOU with the government of Uganda to provide technical assistance to the Ministry of Health and strengthen health systems. CHAI Uganda works with the Ministry of Health around HIV, malaria, childhood illnesses, laboratory systems and drug logistics, leading to successes including a >400% increase in access to lifesaving pediatric HIV treatment and introduction of a new severe malaria drug which will save thousands of lives annually.

For many common yet deadly diseases, the private retail sector provides the source of more than 50% of care in Uganda. However, within this sector the quality of care provision is often poor, and treatment prices can be prohibitively high. CHAI has therefore set about partnering with importers and suppliers of medicines to the private sector, as well as with the National Drug Authority responsible for the sector’s regulation, to improve the private sector treatment landscape.

Position description

The Private Sector Program Manager will be responsible for all aspects of CHAI’s private sector portfolio in Uganda, aiming to improve access to high-quality treatment through the private sector health system. They will lead and supervise the activities and performance of a team of 3-4 individuals, and will play a major role in the organization’s management structure.

The Private Sector team aims to design and implement strategies to optimize the availability and affordability of appropriate medicines in the private sector, and the ability and knowledge of private healthcare workers to provide effective treatment on demand. This work touches on many aspects of the country’s private sector pharmaceutical and healthcare provision industries, including:

Policy and regulation: supporting the National Drug Authority to facilitate (1) registration of appropriate medicines, (2) quality assurance of products and players entering the market, and (3) capacity building and supervision structures for drug wholesale and retail outlets;Local drug manufacture: working with local manufacturers of high-priority medicines to reduce and streamline costs, resulting in improved end-user affordability;Import sourcing: working with importers to identify and secure affordable, high quality pharmaceuticals;Market analysis: collecting, analyzing and sharing market availability, price and volume data;Distribution and supply chain: working with pharmaceutical supply organizations to ensure that private sector facilities and retail outlets are well stocked with appropriate medicines;Sales and marketing: working with pharmaceutical companies to improve sales systems, leading to improved awareness, availability and affordability of important drugs;Healthcare professional capacity building: strengthening networks of private health providers, chemists and drug retailers through training programs and continuous reinforcement structures.

This team is designed to serve as a specialist cross-cutting resource to other disease- or commodity-focused teams at CHAI Uganda, with a focus on malaria and child health.

Job Requirements:

Oversee all aspects of the private sector program in Uganda, including relationship management, strategy, budgeting and implementation;Manage and supervise of the activities of a team of 3-4 people;Coordinate allocation of team resources and prioritization of team activities with the Program Managers of other CHAI Uganda teams in order to facilitate cross-team design and implementation of private sector interventions;Establish short- and long-term program strategy to improve private sector treatment access: identify bottlenecks, develop innovative intervention strategies, and measure performance to achieve program objectives within ambitious timeline;Provide direct oversight and thought leadership to regular and in-depth market analysis for multiple product categories and brands, including market sizing segmentation, trends and identification of opportunities;Build and maintain strong working relationships with pharmaceutical suppliers in order to facilitate strategic alignment and partnership;Work with national pharmaceutical suppliers in order to improve their operations by increasing sales of high-priority product and/or decreasing costs; and ensure that gains in profitability secured re translated into patient-level health impact through reduced pricing or other means;Work with the National Drug Authority to develop and streamline internal capacity to conduct operations including drug registration, inspection and information dissemination;Identify and pursue new areas of work and partnerships that will have dramatic and leveraged impact on health outcomes;As required, contribute to reports for other CHAI programmatic teams and donors;Maintain a thorough understanding of the private sector pharmaceutical market in Uganda, and the overall health system throughout the country;Other responsibilities, as needed.

Qualifications and experience

Uganda: Labour Market Specialist

Position Title Labour Market Specialist Type of Contract Consultancy Duration 30 days between June and December 2014 (20 home based; 10 Uganda based)

BACKGROUND

The project “Improved Labour Market Information through the Joint Programme on Population, phase II” aims to develop certain key building blocks of a labour market information system (LMIS) that can contribute to sound and evidence-based policies on employment, particularly in respect to young Ugandans. In this regard, IOM is working closely with the Government of Uganda, employers’ organizations and trade unions to conduct labour market needs assessment (LMNA) surveys in four sectors of the economy (Financial intermediation, Food processing sector, Construction sector, Information and communications technology sector) as well as one skills audit in the hotel sector.

During phase I of the project, IOM developed a methodology to conduct LMNAs and conducted two pilot LMNAs in the hotel and food processing sectors. In addition, it assisted the Uganda Bureau of Statistics to finalize a national labour force survey (LFS) report. Phase II of the project, builds on lessons learned and expands the reach of IOM activities into additional sectors of economic activity in Uganda. Given the importance of the food processing and hotel sector to the Ugandan economy IOM will continue working in these sectors upon the request of the LMNA Task Force. The second LMNA in the food processing industry aims to be more comprehensive. The project will commence with a refresher training session for LMNA stakeholders. IOM will then work with the Ministry of Gender Labour and Social Development (MGLSD) as well as employer association to collect data from employers in various sectors. The data collected will be presented to sectoral roundtables to validate the findings. IOM will produce a report which will present the findings of the LMNA and the skills audit. Towards the end of the project, IOM will also organize a stakeholder workshop to validate the report.

Against this backdrop, IOM Uganda is looking for a labour market specialist to provide overall guidance in phase II of the project. He/she will work closely with five sectoral experts and two surveyors. The consultant will work under the direct supervision of the Project Officer and overall supervision of the Programme Coordinator and will be expected to perform the following:
