National Technical Assistant Job Opportunity at Belgian Development Agency BTC Project


Organization: Ministry of HealthProject Name: Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP) to Promote Universal Health Coverage in UgandaFunding Source: Belgian Development Agency, BTC The Belgian Development Agency, BTC and the Ministry of Health will soon start the implementation of the project “Institutional Support for the Private-Non-For Profit Health Sub-Sector (PNFP) to Promote Universal Health Coverage in Uganda”. The objective of the project is to “Contribute to strengthen service delivery capacity at district level to effectively implement PHC activities and deliver the Uganda National Minimum Health Care Package (UNMHCP) to the target population”. The project is centred on the following principles:Coherence and alignment with the national Ugandan policiesStrengthening of the partnership between MoH and PNFP in order to: Provide Public oriented quality service, strengthen functional integration of the health system and Increased financial accessibility for the poorStrategic options: Combined geographical concentration (for functional integration) and country-wide coverage (for partnership modalities) and, developing sustainable financial modalities for PNFP (Performance Based Financing - PBF).Job Summary: The National technical assistant will support the project manager and the International Technical Advisor (ITA) in performing particular duties, specifically, strengthening the M&E system for the PNFP and supporting PPP in policy dissemination, and implementation.Key Duties and Responsibilities:  Developing mechanisms to strengthen the circulation of information from PNFP to MoHTechnically supporting the appropriate analysis and use of the information from the PNFP to feed the various instances of partnership between MoH and PNFPResponsible for the process of policies dissemination and implementationActively contribute to the design and development of the , Results Based Financing (RBF), for the M&E aspectsEnsure the redaction of ToR for studies related to M&E, policy dissemination and implementation, external consultancies and perform a follow-up of their workEnsure the inclusion of transversal themes (gender, environment, etc.) in the various activities of the project.Qualifications, Skills and Experience:  The applicant should hold a Master’s degree in Public Health (MPH)Additional training in health statistics and knowledge in policy dissemination process.A minimum of ten years’ experience in the field of public health, health service organization (and policy dialogue)Past exposure and experience in national health system managementFamiliarity with operations at the central level (MoH)Possess the capacity to work in a multidisciplinary and multicultural environmentStrong interpersonal skills, including team managementGood capacity to reflect and conceptualize from practice (including capacity to perform action research and theory-driven enquiry)Computer literacy skills i.e. working knowledge of office software (Word, Excel, PowerPoint, Database software...).All candidates are encouraged to send their applications which should include application letters, updated and detailed curriculum vitae, copies of academic and professional certificates, at least three recent professional references (in English), and should be addressed to: The Resident Representative, BTC, P.O Box 40131, Kampala-Uganda or hand deliver to: Lower Kololo Terrace, Plot 1B, Kampala, Uganda.NB: Only short listed candidates will be contacted.
