Expected Duration of Assignment : 40 Working DaysThe focus of the Low Emission Capacity Building Project in Uganda is strengthening technical and institutional capacities for the development of a greenhouse gas (GHG) national inventory system, nationally appropriate mitigation actions (NAMAs), and the associated measuring, reporting and verification (MRV) systems. The project is aligned to the United Nations Development Assistance Framework (UNDAF) for Uganda 2010-2014, which priorities focus on supporting national efforts and capacities to ensure growth, prosperity and social transformation while integrating climate change concerns into the development process and accelerating progress towards achieving the Millennium Development Goals (MDGs). It responds to Uganda’s socio-economic development challenges pertaining to environment and climate change as captured in the country’s five year National Development Plan 2010/11 – 2014/15 that emphasizes, among others: developing national capacity to deal with climate change challenges; ensuring climate proof development planning; and promoting low carbon economic development path. It further responds to capacity gaps in establishing a national GHG system as identified in the Initial National Communication (INC) to the UNFCCC.Under the project’s Outcome 1: “Robust national systems for preparation of GHG emission inventories have been established”,an international GHG inventory expert will support national GHG staff and build local capacity to ensure further development of the GHG inventory system.The international consultant will apply and reinforce the following reports that have already developed under this project:· Report on GHG Inventory Planning Process, including Institutional Arrangements;· National Manual of GHG Inventory Sources, Methods, Data, Emission Factors and Assumptions for Uganda;· Report on GHG Inventory Sources, Methods, Data, Emission Factors and Assumptions, plus Rules of Procedure· Report on Key Category Analysis ;· Report on Current archiving system and proposal for improvements.The Programme Management Unit is seeking to engage a consultant to:Provide technical know how and capacity building in order to strengthen the National Inventory System.The consultant shall develop a GHG inventory manual together with the national consultant. At this stage of the project it is also vital to start the institutionalization of the GHG inventory work and to build the capacity within the group of people that will work with GHG inventory in the future. The consultant is therefore also expected to support the capacity building of the GHG inventory staff and working group.Detailed Consultancy Activities · Develop step-by-step manual of procedures for Uganda(together with the national GHG consultant), building on the reports outlined above;· Act as lead resource person at two on-site trainings and prepare technical materials and presentations for the trainings;· Improve the data collection system, including analysis of barriers to obtaining data and solutions for overcoming these barriers based on regional and international experiences, and provide guidance on how to establish a linkage between the national GHG inventory system and the planned national MRV system.Consultancy Final Deliverables: Facilitate two on-site trainings(including the preparation of technical materials and presentations, e.g. share examples of international best practices for strengthening the institutional frameworks and coordination mechanisms that ensure periodic GHG inventory updates, Biennial Update Reports, and national communications in the sectors covered by the Project, guidance on mechanisms to link GHG Inventory system to MRV-related activities on a sustained basis, guidance on data collection and improvement strategies in the sectors covered by the Project, and recommendations on improvements of emission factors, Advise on archiving tools and databases) Improve the data collection system, including analysis of barriers to obtaining data and solutions for overcoming these barriers based on regional and international experiences; GHG inventory step-by-step manual for Uganda describing how to institutionalize the GHG inventory system.· Inception report with a detailed work plan for the assignment within one week of engagement;· Three days GHG inventory workshop (including preparation with the national consultant);· Three days GHG inventory workshop (including preparation with the national consultant);· GHG inventory step-by-step manual for Uganda describing how to institutionalize the GHG inventory system;· Improve the data collection system, including analysis of barriers to obtaining data and solutions for overcoming these barriers based on regional and international experiences.All deliverables will be reviewed and approved by the Project Manager LECB/ UNDP/CCU.Consultancy Implementation Arrangements:The consultant will be under the overall supervision and guidance of the LECB Programme Management Unit (PMU). The consultant shall be home based 30 days and spend 10 days in Uganda (two workshops in Kampala). · Mature judgment and initiative;· Ability to present complex issues in simple and clear manner;· Ability to work under pressure and deliver high quality results on time;· Initiative and independence;· Analytic capacity and demonstrated ability to process analyze and synthesize complex, technical information from different disciplines;· Ability to innovate, combining methodological approaches and data from various levels and disciplines including economics, finance, development and conservation;· Strong communications and interpersonal skills;· Positive, constructive attitude to work;· Ability to act professionally and flexibility.· Proven ability to support the development of high quality knowledge and training materials, as well as audio-visual communications product. Demonstrates integrity and ethical standards; Displays cultural, gender, religion, race, nationality and age sensitivity and adaptability.Required Skills and Experience An advanced post-graduate university degree in a subject related to climate change and/or environmental management, or equivalent work experience.· At least 10 years of experience in application of IPCC methodologies for GHG inventories;· Extensive experience working in developing countries on GHG inventory issues;· Familiarity with international negotiations and processes under the UNFCCC. Excellent spoken and written English language.Price Proposal and Schedule of Payments:· Payment shall be by the lump sum modality in the following 4 instalments. These shall be all inclusive and the contract price is fixed regardless of changes in the cost components;· Upon submission of acceptable inception report (1 week after signing of contract) - 20%;· Presentation of acceptable and approved output 2- 20%; · Presentation of acceptable and approved output 3-5 - 60%.Evaluation Method and Criteria:The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as:· Responsive/compliant/acceptable; and· Having received the highest score out of a pre -determined set of weighted technical and financial criteria specific to the solicitation.· Technical Criteria weight; - 70%;· Financial Criteria weight; - 30%.Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.Technical Criteria – Maximum 70 points.· Education (Advanced degree or higher in natural resource management or related) - 10;· Knowledge of the GHG inventory systems - 15;· Relevant experience in conducting similar assignments in developing countries- 15;· Relevance of experience in report writing and drafting - 10;· Description of approach/methodology to assignment- 20.The consultant is required to submit an on line application with the documents/information in one single PDF document: Duly accomplished Letter of Confirmation of Interest and Availability using the template provided by UNDP (Annex II); Personal CV or P11, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.
