Organisation: Makerere University Walter Reed Project (MUWRP)The Makerere University Walter Reed Project (MUWRP) is a non-profit HIV research program that was established in 2002 as a result of a memorandum of understanding between Makerere University and The Henry M. Jackson foundation for Advancement of Military Medicine Inc. of USA (HJF). The primary purpose of MUWRP is to develop, evaluate and provide interventions to mitigate disease threats of public health importance to Uganda. Activities include; vaccine development and building of vaccine testing capability in Uganda, conducting of epidemiological and basic research and provision of HIV Treatment, care and support and surveillance of influenza and other emerging infections.Job Summary: The Deputy Program Manager will be responsible for direct implementation of the MUWRP resident's Emergency Plan for AIDS Relief (PEPFAR) activities in Uganda and coordinating with the districts of Kayunga, Mukono and Buvuma in liaison with Ministry of Health as it relates to the need/goals of HIV care, treatment, prevention and research activities supported by MUWRP.Key Duties and Responsibilities:Implementing a comprehensive HIV/AIDS care and treatment program in line with USG and Uganda MOH strategies. Assure integration of these care and treatment programs with MUWRP's research activities and ensure one clear message regarding MUWRP efforts is provided to the communities involved.Technically support COP planning and tasks to ensure targets and budgets are in line with program areas.Actively coordinate development/expansion of community support programs in Uganda and integration of these programs into care and treatment activities.Monitor targets and budgets for program areasOffer senior level supervisory guidance to personnel located at field sites in Uganda in collaboration with the PEPFAR Program Manager and MUWRP Management.Ensuring timely and effective implementation of activities, gathering of indicator data for monitoring and evaluation of program and proper reporting of this information to both the in country USG committee and MHRP headquarters.Obtain national policies, guidelines, training manuals, recording and reporting tools and information that relate to the Quality Improvement ProgramCoordinate the development of work plans with MUWRP team members that incorporate vision/goals, objectives, activities, timeframes, responsibilities of team members and monitoring indicatorsPrepares funding documents, written reports, and manuscripts for submission to scientific journals.Identify training needs and foster a productive team environment.Offer mentorship and technical support for medical/ residency/fellowship students.Perform other duties as assigned.Qualifications, Skills and Experience:The applicant should hold an MPH or a Master's degree in related scientific disciplineAt least three to five years’ experience working with HIV/AIDs programsThe applicant should possess comprehensive knowledge about HIV disease, transmission and prevention based upon training or experienceDetailed working knowledge and experience regarding public health provisionPast program management experience and training in international settingsSkills in Program monitoring and evaluationWorking knowledge of applicable complex scientific procedures and techniques; excellent communication skills; Possess the ability to troubleshoot technical procedures; ability to work independently and supervise othersAll suitable candidates should download application forms from http://www.muwrp.org/wp-content/files/FORM.pdf  and attach them on their Applications letters, Photocopies of academic qualifications and Resume with three referees quoting the Position Title to: The Human Resource Administrator Makerere University Walter Reed Project Plot 42 Nakasero Road.
