USAID SPRING Project Jobs - Finance Manager at John Snow Inc


Project Name: USAID/SPRING Project John Snow, Inc. is a leader in improving the health of individuals and communities by providing high-quality technical and managerial assistance to public health programs worldwide. JSI has implemented projects in 104 countries, and currently operates from eight U.S. and 81 international offices for the past 30 years.JSI, together with other development partners is implementing the United States Agency for International Development (USAID) funded Strengthening Partnerships, Results and Innovations in Nutrition Globally (SPRING) project. SPRING Uganda works in the Southwest and East - Central regions of Uganda with a focus on strengthening the treatment and preventive nutrition services in health facilities, and overseeing the implementation of specific tasks that strengthen food fortification efforts nationally.Job Summary: The Finance Manager is in charge of the day-to-day financial management of the SPRING Uganda field office. He/She will be responsible for maintenance of financial management and internal controls of the SPRING Uganda field office, and coordinate closely with the Country Management Team (CMT) and with SPRING Washington. He/She manages  all accounting functions, in order to ensure the timely and accurate processing, i payment and reporting of SPRING/Uganda financial and accounting information. The position entails responsibility and timeline management for the proper preparation and submission of various required accounting and financial reports on a monthly basis HQ/Washington. Key Duties and Responsibilities:  Serves as an active member of the Country Management Team, participating in the bi-weekly CMT meetings, providing updates, acting on decisions in a timely manner.Take part in conceiving and development of annual and quarterly work plans, including activities and budgets, and contribute to monitoring of implementation process. As needed, represent SPRING in key meetings and events.Support and assist the CM with regular program management and ensure financial management for efficient functioning of all the officeOffer assistance and support to staff on financial processes in implementing the work planOverall Finance and Budget TasksEnsure that all SPRING activities are implemented in accordance with USAID financial rules and regulations and procedures and JSI policy. Notify the CM and HQ of any discrepancies.Report regularly to the CM, and identify problems and issues for resolution in a timely mannerSupervise Finance staffPrepare monthly cash projections, bank reconciliation, monthly field reports on SPRING/Uganda expenses (including any satellite office expenditures) to HQ, monthly payroll including remittance of the necessary taxes to the authorities, process payment vouchers and creditors reconciliation.Prepare accounting transactions accurately and in a timely way, with all expenditures supported by appropriate approvals and proper documentation that complies with JSI and USAID reporting requirements.Preparing field accounts and related financial reports are submitted to JSI headquarters to ensure the accurate and timely provision of SPRING/ Uganda financial reporting.Offer timely support to track SPRING/Uganda expenditures by activity and I or funding source., and ensure the project has analysis of unit costs for key activities (training in NACS, training in IYCF, Coaching, etc)Qualifications, Skills and Experience:  The ideal candidate for the USAID JSI Project should hold an advanced degree in Business studies (Finance or Accounting option)Professional Qualifications such as ACCA, CPA etc.Additional relevant qualification will be an additional advantageA minimum of five years’ work experience in financial management, at least two of these as a Finance Manager for a USAID funded project.Past exposure and experience of accounting/audit of International Donors program fundsFamiliarity with USAID regulations and procedures essentialRecent training in USAID rules and regulationsWorking knowledge and skills in financial/auditing backgroundExcellent written and oral communication skillsComputer literacy skills i.e. proficient with MS office applications,Proficient with Accounting packages, in particular Quick BooksDemonstrated excellent interpersonal, managerial and organizational skillsPossess the ability to pay attention to detailStrong skills in teamworkHigh level of integrityPossess the ability to work on own initiative / proactive attitude.All candidates should send their applications to the following address or hand deliver to: The Country Manager SPRING UgandaBlock 01 Plot 295, Kacence, Kaciika,Mbarara - Uganda Tel +256(486) 660012OR Plot 36/37A, Martyrs Way, Ntinda, Kampala Tel: 256750001253 - Kampala - Uganda Or by e-mail on jobs@spring-nutrition.orgDeadline: Monday 6th October 2014 5.00PM
