Makerere
University Joint AIDS Program (MJAP) is a Company limited by guarantee under
Makerere University. MJAP emerged from the Mulago-Mbarara Teaching Hospitals
Joint AIDS Program (MJAP) which was established in November 2004 under the then
Makerere University Faculty of Medicine with funding from the US President’s
Emergency Plan For AIDS Relief (PEPFAR) and technical assistance from Centers
for Disease Control and Prevention (CDC).
MJAP is currently
implementing a five year Grant under the Presidential Emergency Plan for AIDS
Relief II (PEPFAR II) supporting the provision of comprehensive HIV/AIDS
services including integration of these services in the broader health context
in line with the Global Health Initiative (GHI) while strengthening all the
Health System Components in the partner institutions to enhance their capacity
to provide these services.
Job Summary: The Human Resource Manager will actively initiate,
develop, review and monitor the implementation of human resource management and
organizational development policies, strategies, systems, processes and
procedures in line with the organization’s strategic plan and the national
labor laws.
Key Duties and
Responsibilities:
- Initiate,
develop and review human resource management policies and procedures for
the organization in line with the organisation’s strategy and the
prevailing labour laws - Initiate,
develop and monitor the implementation of the departmental operational
plan and budget in line with the HR strategy and organisation’s budgeting procedures
and donor requirements - Design
a mechanism for assessing staffing needs and develop a human resource
recruitment and succession plan to avail adequate staffing numbers and
competences in line with the organisation’s strategy and the staff
development policy - The
incumbent initiate, develop, review and monitor the implementation of
performance management policies, systems and procedures for the
organization in line with the organisation’s strategy and policies - Initiate,
develop, review and monitor policies and strategies for human resource
information system and knowledge management in line with the HR policies
and procedures - Initiate,
develop and implement strategies for handling staff grievances, discipline
and labour relation related issues - Actively
monitor the implementation of strategies and structures for recognising
and remunerating staff in line with the organization’s policies and the
donor requirements - Initiate,
develop, review and monitor the implementation of change management (Organizational
development) strategies to increase productivity of the organization in
line with organizational development principles and values - Design
strategies and procedures for providing employee assistance programs
(EAPs) including counselling services to staff with personal problems and
career related needs in line with the human resource policies
Qualifications, Skills and
Experience:
- The
applicant should preferably hold a Master’s Degree in Industrial and
organizational Psychology, Human Resource Management, or MBA (HR). - At
least eight years’ experience in a reputable organisation preferably an
NGO, three years should have been gained at a Senior Management level - Good
leadership skills - Strong
IT and computer proficiency skills. - Excellent
analytical, coordination / networking, negotiation, communication and
interpersonal skills. - High
ethics and integrity. - Results
and team-oriented. - Ability
to work under tight deadlines. - Demonstrated
ability to produce high quality reports/ documents.
