Lutheran World Relief is a US
non-profit organization that works with local partners to provide lasting
solutions to poverty, injustice and human suffering. . LWF Uganda works to
reduce people’s vulnerability, supporting them to realize their potential, to
build on their assets, and to respond to their own problems and needs. LWF
Uganda currently has five areas of operation in Pader, Kitgum, Adjumani,
Katakwi, Sembabule, Kampala and Kamwenge Districts.
Job Summary: The M&E Officer will provide
technical support to the Sub Program in all data collection, analysis, and
learning activities to help ensure accountability and efficiency from start to
finish for all projects. The incumbent will work closely with Program teams to
assess field conditions, support capacity building initiatives, and facilitate
the collection of quality data. S/he may be assigned to focus on supporting one
or more specific grants or projects within a program as assigned by Sub Program
Management.
Key Duties and
Responsibilities:
- The
incumbent designs an efficient, high -quality performance monitoring and
evaluation framework for the project in line with LWF and donor M&E
standards and requirements; - Offer
M&E technical support to program staff; supports program staff to
execute high-quality M&E activities, ensuring that M&E is
integrated in all aspect of the Project Cycle. - Supports
the Sub Program manager to meet donor M&E requirements and
expectations; prepares high quality M&E reports; works with program
staff, management, and project stake holders to design/implement M&E
procedures and data collection and reporting tools for the project; - Makes
sure that LWF technical staff and stakeholders are provided with timely,
accurate and reliable information generated through the project M&E
frameworks; - Carry
out periodic data quality assessments; - Work
in liaison with the Country Office M&E Unit to ensure that core
components of the organisation M&E system functions effectively in the
Sub Program. - Identifies
areas for the staff and partner’s development in M&E core tools and
principles; works with management staff to build M&E technical skills
of field staff;
Qualifications, Skills and
Experience:
- The
ideal candidate for the M&E Officer job should hold a Bachelor’s degree
in Statistics, Demography, Epidemiology or other related discipline,
including social sciences. - At
least three years’ experience executing M&E for international organization
implementing programs. - Comprehensive
working knowledge of key M&E concepts, tools and best practices; - Prior
experience working with both quantitative and qualitative data collection
and analysis methodologies; - Detailed
knowledge, understanding and routine management of information systems.
