The Microfinance Support Centre Limited (MSC) is a Government of Uganda (GOU) owned company. MSC was incorporated in 2001 as a company limited by guarantee. It is the linchpin of GOU microcredit programmes under Rural Financial Services Strategy (RFSS).
The RFSS is a component of the Prosperity For All program [PFA].
MSC offers affordable financial services with a goal to maximize outreach and deliver demand driven credit. The credit is offered through loan funds and loan products that support the agricultural production value chain namely; production, value addition and marketing. The company also offers business development services with a goal to assist her clients upgrade their capacities to manage their businesses profitably.
In order to implement its role under the RFSS the company has adopted a decentralised approach to deliver financial services to all areas of Uganda. The company operates throughout the country with Zonal offices located in the following areas; Arua, Mbarara, Kabale, Masaka, Iganga, Mbale, Soroti, Moroto, Kabarole, Hoima, Gulu and Kampala.
The Company seeks to recruit suitable and competent personnel to fill the following vacant positions in its establishment.
1. FINANCIAL SERVICES OFFICER,
LEVEL 5 - (2 Vacancies)
JOB PURPOSE: Promote the provision of financial services and capacity building initiatives to client Organisations in the zone. These positions are field based and are in upcountry zonal offices.
REPORTS TO: Senior Financial Services Officer (SFSO).
Key Tasks and Responsibilities:
1. Carry out appraisals for applying clients and recommend to the Senior Financial Services Officer for a credit decision;
2. Provide technical guidance/assistance to the contracted clients to use sound practices in their organisations;
3. Assist in promotion and dissemination of relevant information, procedures and guidelines about the Company to different stakeholders;
4. Compile monthly performance reports on clients under his/her areas of supervision for submission to Senior Financial Services Officer.
5. Participate in the collection of socio-economic data on selected clients of the partner organisations for purposes of assessing the impact of the Company on the target group.
6. Supervise contracted clients to abide by the agreed loan terms in the contract;
7. Prepare monthly work plans, budget and status report for the districts supervised;
8. Uphold Company's image in the public
9. Carry out any other duties and responsibilities that are assigned to him/her by the Senior Finance Services Officer.
10. Undertake identification of Institutions, capacity building needs and implement capacity building initiatives Person Specifications / competences:
The position requires the following minimum qualifications and Competences:
a) An honours Degree in Social Sciences, Microfinance, Statistics, Business Administration, Economics, Rural Economy, Commerce, Agriculture or any other related discipline from a recognised University;
b) At least 3 years working experience in Microfinance or credit delivery to MFIs, CBOs and SACCOs SMEs;
c) Ability to analyse and interpret financial statement;
d) Good interpersonal, communication and analyticalskills, dedicated and committed to work with the community under minimum supervision;
e) Must be computer literate in MS-Office;
f) A clean driving permit (Class B) will be of an added advantage.
g) Aged 30 -45 years and above.
2. ACCOUNTS FINANCIAL OFFICER (AFOs)
Level 5 - (04 Vacancies)
Working stations: Country side Zonal Offices.
JOB PURPOSE: Responsible for Zonal accounting function,
functional appraisal and capacity building of clients.
REPORTS TO: Senior finance services officer,
Key Tasks and Responsibilities:
1. Implement appropriate accounting, budgeting and budgetary controls at the zones.
2. Undertake analysis of clients Organisation reports for adequate guidance of the loan process.
3. Support the provision of capacity building to clients in financial matters.
4. Manage all imprest funds at the zones.
5. Maintains all the accounting records of the zones.
6. Oversee the procurement process at the zonal office.
7. Preparation and production of the Zonal budgets.
8. Produce budget variance report of the zones.
9. Manage the cost accounting function of the zones
10. Maintain zonal office loans and recoveries ledger
11. Maintain and regularly update the Zones Assets Register
12. Uphold the company's image
13. Participate in offering Technical Assistance and system development particularly in the areas of market and product development ,good governance, accounting, business planning, loan tracking and reporting Person Specifications / competences:
The position requires the following minimum qualifications and competences:
a) Degree in Bachelor of Commerce or Business Administration with emphasis on accounting.
b) Level/Part II professional accounting qualifications in CPA, ACCA, or equivalent accounting qualifications will be of added advantage.
c) Experience in automated accounting systems will be an added advantage;
d) At least 3 years working experience in accounting with a reputable organisation preferably in the financial service industry;
e) A candidate must demonstrate practical knowledge in Accounting packages and public procurement.
f) Good interpersonal relations;
g) Good communication skills and a team player;
h) A clean driving permit at class B will be of an added advantage
