Organisation: Uganda Electricity Generation Company Ltd (UEGCL)Reports to: Environmental SpecialistUganda Electricity Generation Company Ltd (UEGCL), a limited liability company incorporated in March 2001 with the Head Office located in Jinja, is one of the UEB successor companies. UEGCL’s key role is to manage the efficient production of electricity power through power plant development and concession monitoring. UEGCL is the implementing agency for the development of 2 power projects namely, the 600MW Karuma Hydro Power Project (HPP) and the 183MW Isimba Hydro Power Project (HPP).Karuma HPP is a Public Project being developed by the Government of the Republic of Uganda through a bilateral agreement with The People’s Republic of China. Sinohydro Corporation Limited was contracted as the Engineering, Procurement and Construction (EPC) contractor for the project.Isimba HPP is a Public Project set to be developed by the Government of the Republic of Uganda through a bilateral agreement with the People’s Republic of China. China International Water and Electric Corporation is the EPC contractor for the project.Job Summary: The incumbent will be responsible for Health and Safety compliance and standards including identifying, controlling and eliminating H&S issues that may pose a threat to project workers, resources, environment and communities. The Health and Safety Officer will cooperate with the contractor and consultant in all matters relating to health and safety, including risk analysis, cause-effect analysis and following safe working procedures at all times.Key Duties and Responsibilities:  Regularly monitor and promote implementation of a safe, accident/incident free and healthy work environment.Review the contractor’s technical submittals including method statements, work procedures and risk assessments to ensure health and safety issues are addressed adequately.Monitor site inductions, remedial and all H&S training as required by regulation or the project implementation plan.Monitor the contractor’s compliance with Health & Safety requirements as per employer and contractor Health and Safety Management Plan, escalate issues and seek intervention where necessary.Report in writing on observed deficiencies in construction methodology and noncompliance to health and safety best practice in engineering and construction operations.Review and investigate records of accidents/incidents, identify and advise on any unsafe acts or practices and follow-through on remedial action.Interpret applicable laws and regulations to advise project team on legal requirements.Perform any other duties as required by the Environmental Specialist.
