Organization: SOS Children’s VillagesDuty Station: National Office, Entebbe, UgandaOur Client, SOS Children’s Villages Uganda is a member of SOS Kinderdorf International, a worldwide, independent, non-governmental social development organization that has been working to meet the needs and protect the interests and rights of children since 1949. SOS Children’s Villages Uganda is a locally registered Trust with a local governing body: the Board of Trustees. It has been operating since 1989 and currently has projects caring for more than 2,500 children in four locations at Kakiri, Entebbe, Gulu and Fort Portal. The various projects include SOS Children’s Villages, Community outreach programmes, Kindergartens, schools, medical centres and social centres.Job Summary: The SOS Head of Finance controls and coordinates all financial activities within the National Association (NA), ensuring that regional and international financial standards, procedures including reporting requirements are fulfilled. Key Duties and Responsibilities:  Steer the development of the National Association annual budgets ensuring that organisational objectives are finically supported.Propose and implement new financial and administrative procedures aimed at strengthening projects activities.Plan and monitor monthly/quarterly cash flow disbursement for activities ensuring that cash budget disbursement for activities not implemented due to insufficient transfers is well implemented in the subsequent instalments or justified.     Manage all organizational bank accounts and controls the opening and closing of accounts, change of signatories, inter-project transactions, and banking of revenues. Make sure that fund-transfer requests are properly prepared, and made in time to ensure that sufficient funds are secured for project operations.Take lead in both internal & external financial audits making sure that is it is conducted promptly at the end of each financial year and that all necessary documentation is in place.  Researches tax requirements, as well as seeking opportunities for tax relief, exemptions or payments by government.  Ensures tax applications / payments, as well as statutory payments are timely and followed upLead the preparation of monthly (and other) financial reports / statements to the Region OfficeOversight of the procurement process within the National Association Supervise payroll for the entire SOS Uganda NA based on the approved salary scale, ensuring that statutory deductions are accurate and promptly remitted. Review monthly income and expenditure statements (and other parameters) and advises project managers as well as the National Director on needed action.Controls overall expenditure of the NA, ensuring that financial resources are used modestly and efficiently to support planned activities and for the benefit of the children. Ensures that all donations, fees and other incomes are adequately accounted for, and are promptly bankedReviews sponsor money gifts administration procedures, and ensure that the money gifts policy is followed and proper records are kept and monies are accounted for.Supervises the National Association’s fixed assets registers, regularly checking them to ensure that all assets are well documented and secureQualifications, Skills and Experience:  The ideal candidate should hold a Bachelor’s degree in Business Administration, Finance and Accounting. Professional accounting qualification in ACCA, CIPA will be an added advantage A minimum of three to five years’ experience in a managerial position in a busy organisation/setting is required. Additional experience in NGO community funded programmes including managing donor grants will be of great advantage.Good knowledge and sound understanding of current financial management and funding arrangements is desirable.Past exposure and experience and knowledge in the use of Navision accounting software is an added advantage.Possess the ability to work well in a team comprised of people with diverse cultural and disciplinary backgrounds.
