Uganda: Education in Emergency Project Officer

Type of Contract and duration:Temporary Appointment, one year

Purpose of the post:

Support UNICEF to scale up the education interventions for refugee children from South Sudan; Ensure that UNICEF supported interventions are well coordinated with the response from other agencies and government in order to avoid duplication; Ensure that UNICEF supported interventions also respond to the needs of host communities and that the district authorities are well informed about the emergency support provided by UNICEF in the education field; Prepare written reports on the situation of children and UNICEF’s education response and submit the reports to GZO and Kampala UNICEF Offices

Major Duties and Responsibilities:

ร˜ Monitors and provides regular updates on UNICEF supported education activities – including, Early Childhood, Primary Education and “Learning Spaces” – in the refugee settlements and transit centers. Under the overall supervision of the Chief of Gulu Zonal office and in consultation with UNHCR and other CP partners, government, and UN agencies in the area.

ร˜ Participate in the coordination meetings organized by UNHCR and OPM on Community Services, including Education; keep UNHCR and OPM informed on the learning activities that are implemented with UNICEF support.

ร˜ Visit regularly the transit centers, refugee settlements and surrounding host communities in Adjumani, Kiryandongo and Arua and inform the Chief of Zone Office Gulu as well as the Kampala Office on any issues that might impede the efficient provision of education services which cannot be solved at local level.

ร˜ Report on any new education needs that require urgent attention including child recruitment, trafficking, the mental health and well-being of children and their families, handicapped children and those with special education needs, etc.

ร˜ Explore options for utilization of innovative approaches to education service provision within the refugee settlements and Ugandan schools affected by the humanitarian situation; including introduction of eduTrac and other e-based platforms.

ร˜ Identify opportunities to work with other sectors to strengthen overall education for children by integrating education activities within their emergency response programmes. In particular work closely with Child protection partners to ensure violent free learning spaces; and with the health sector to ensure all children in ECDs are regularly screened and managed for malnutrition.

ร˜ Support the monitoring of programmes and projects of UNICEF partners related to the refugee crisis.

Required Qualifications, Competencies and Attributes

ร˜ University degree in the social sciences, Education or related technical field

ร˜ Two years of progressively relevant professional work experience at the national level in programme implementation, monitoring and evaluation of education programmes or related field.

ร˜ Demonstrated emergency response experience in relevant field is an added advantage.

ร˜ Fluency in English is required and strong written and verbal communications skill therein strongly desirable.

ร˜ Knowledge of the latest developments and technology in related fields

ร˜ Negotiating, advocacy, and communication skills.

ร˜ Leadership and teamwork abilities.

ร˜ Computer skills, including internet navigation and various office applications.

ร˜ Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships, both within and outside the organization.
