Job Description and Person Specification for the position of Senior Internal Auditor

Organizational Profile:
The Government of Uganda, by an Act of Parliament (UNMA, 2012), has transformed the Department of Meteorology under the Ministry of Water and Environment into a semi-autonomous organization: ‘Uganda National Meteorological Authority’ (UNMA). The transformation has included restructuring and retooling and a new structure with new job titles have been developed in line with the Business Plan. A summary of the job descriptions has been advertised in two Uganda Daily Newspapers (The Monitor and The NewVision) and one Regional (The East African).
Job Purpose:
To provide an independent and objective assurance services to the Executive Director regarding the financial management operations of soundness of the Authority.
Main Duties and Responsibilities:
· Ensures that planned assignments are conducted in compliance with existing procedures, rules and regulations.
· Ensures professional conduct and practices of financial management are adhered to.
· Reviews Internal Audit systems and procedures to assess their adequacy and compliance.
· Initiates audit assignments and leads team in conducting audit assignments.
· Writes/prepares audit reports to the chief executive and /or audit committee.
· Ensures that the Authority has sufficient controls for the management of the assets and stores.
· Performs any other assignment as may be required by ED.
· Initiates and supervises on spot and special Internal Audit investigations over any matter which may call for such action.
Qualifications and Experience
Either
· An honours Bachelor`s degree in Accounting plus full professional qualification in Accountancy or Audit obtained from a recognized awarding Institution.
Or
· Full professional qualification in Accountancy or Audit obtained from a recognized awarding Institution/body plus at least a post graduate diploma in a Finance related field degree in management related field (in case of Hon 1st degree holders).
· At least 3 years of working experience as an Internal Auditor or equivalent level of Internal Audit work in Government or an equivalent level of experience from a reputable organization.
