About Red Ribbon Project:
Red Ribbon is an HIV prevention project which will be implemented in 9
sub -counties of Tororo district for 18 months starting from 1st April 2015 to
September 2016. The project is going to be directly implemented by the Tororo
local government facilitated by Plan international Uganda with funding from
Sweden. The project will be implemented using the already existing structures
in the local government like the health workers, the VHTs and the expert
clients. Tororo district was selected due to its geographical location, which
makes it to have many most at risk population who include commercial sex
workers especially in Malaba border town, long distance truck drivers, and
street children, cross border traders, factory workers and bar maids.
Job Summary: The Project
Coordinator provides technical leadership in the coordination and delivery of
the HIV prevention project called the Red Ribbon to partners and Plan. The
incumbent will provide leadership to ensure effective coordination of
partnerships and collaborations, timely and effective work-planning and budget
management and reporting according to the grant agreement/donor requirements
and Plan’s policies.
Key Duties and
Responsibilities:
- Steer the implementation of project
interventions with partners, development of technical tools with adequate
consultation and participation of staff and other key stakeholders at all
stages of project implementation - Builds and maintains a relationship with
the partners based on trust and mutual learning. - Develop and periodically review a 18 –
Month (1 year and 6 Months) project operational plan, annual and quarterly
plans and budgets for effective project implementation - Make sure that there is efficient
utilization and timely accountability of funds and other resources
allocated in accordance with grant conditions - Develop a system for capturing,
documenting and disseminating project experiences, achievements, lesson
learnt and best practice to stakeholders while maintaining project records
for accountability purposes. - Prepare and submit quality and timely
project reports to project stakeholders as per donor requirements and the
project monitoring and evaluation plan - Initiate, develop and nurture cordial
relations with relevant government agencies both at central and local
government levels, project partners, and the wider stakeholder fraternity. - Update and maintain close collaboration
and planning with the NI-Yetu project team. - Represent Plan Uganda at relevant
technical working groups and events/forums to ensure Plan is acknowledged
as a legitimate partner/actor. - Organise and hold regular performance
review meetings to assess progress and to agree on and communicate any
changes in strategy with the key project stakeholders - Identify and participate in operational
research related to the project.
Qualifications, Skills and
Experience:
- The ideal candidate should primarily hold
a degree in Social Sciences, Social Work or Public Health or any
Health-related discipline. Possession of a Post-graduate training in
Public Health or Project Management is of added advantage. - Past in-service training in the areas of
HIV/AIDS/EMTCT; and HIV counselling and Testing Protocols from a reputable
training institution, youth work. - A minimum of four or more years of
hands-on experience implementing Community-based HIV, two years of which
MUST have been at project/budget management level. - Working knowledge of Adolescent
Reproductive Health and Maternal, Neonatal and Child Health is an added
advantage - Hands-on experience of working in rural
settings. - Past Partnership management experience.
- Practical knowledge and skills in
designing, planning, implementing and monitoring of facility and
community-based HIV and child health programs. - Practical experience in working with
district and community health systems including Village Health Teams (VHT)
and ASRH Peer Educators. - Past experience in MCH-related capacity
building for health facility and community health delivery teams. - Sound knowledge and understanding of
current policy developments HIV/AIDS and EMTCT, maternal and child health. - Willingness to work in a typical rural
district and travel 60% of the time in field. - Past youth work experience
- Partnership management skills
- Excellent budget management skills is a
MUST - Computer literacy skills i.e. Good working
knowledge of Microsoft office programs including MS Excel, MS Word and MS
Power Point. - Strong skills in teamwork and networking.
- Good communication skills (written and
oral). - Excellent skills in documentation and
report writing - Excellent negotiation and influencing skills
in multi-cultural contexts
