The Ministry of Health
receives funding from UNOPS/WSSCC to support the Uganda Sanitation Fund (USF)
Programme. The USF overall objective is to contribute to reduction of morbidity
and mortality rates through improved sanitation and hygiene with a focus on
building sustainable and improved sanitation and hygiene facilities, stopping
open defecation and promoting handwashing with soap. The programme is
implemented in 30 districts, largely located in the Teso, Lango and West Nile
regions and is managed by the Ministry of Health.
Job Summary: The Technical Assistant will provide the technical
support to the management of the USF Programme.
Key Duties and
Responsibilities:
- Actively
facilitate Sub-grantees in the preparation of work plans - Conduct
capacity building of sub-grantees and program employees to meet the skills
requirements for programme implementation and management. - Carry
out regular monitoring, appraisal and provide technical support to district. - Regularly
review Sub-grant reports and workplans and guide the Programme Manager on disbursement of
funds to districts. - Actively
monitor programme implementation against set - Prepare
progress reports as directed by the Programme Manager.
Qualifications, Skills and
Experience:
- The
Technical Assistant should hold a Bachelor’s degree in Environmental
Health sciences, Civil or Sanitary Engineering, Social sciences. Possession
of a Post graduate training in any of the above fields will be an added advantage. - At
least five years’ experience in sanitation and hygiene promotion in a
reputable organization - Working
knowledge and experience of local government systems and planning
processes. - Possess
the ability to train the sub grantees to develop of work plans and budgets

Sanitation Fund/ Environmental Health Division or sub grantees need not to
apply.
