SUMMARY:

Africare is seeking a Deputy Chief of Party (DCOP) for an anticipated five-year, $25 million Orphans and Vulnerable Children RFA for Uganda. The program attempts to achieve the goal of improved health, nutrition, education and psychosocial wellbeing, and reduced abuse, exploitation and neglect among OVC and youth. The program is one of several large-scale investments being made under USAID in Uganda and is expected to work in tandem (layer, integrate, sequence) with USAID’s current and future programming in the region.

The proposed Deputy Chief of Party (DCOP) will be responsible for technical leadership of the program and manage a team of senior staff and sub-partners and ensure quality, timeliness, and efficiency of all products and activities generated under the OVC project. The DCOP is expected to be experienced in addressing the challenges faced by children affected by HIV or otherwise living in adverse circumstances. The DCOP will report to the Chief of Party and is based in Kampala.

DUTIES AND RESPONSIBILITIES:

· Directly manage team leaders and regional offices

· Facilitate and strengthen partnerships with the local government and communities and support the CSOs on accountability and transparency.

· Support the team leaders and sub partners to identify key service delivery policies and practices for advocacy at the district and community levels.

· Works with the COP to manage project performance and results, including oversight and direction of the project's technical, operational, and administrative staff.

· Responsible for increased participation of CSOs that are inclusive of marginalized/vulnerable populations in public decision making and participation of citizens in the planning and monitoring of service delivery.

· Supports the Chief of Party (COP) in providing technical direction and leadership of the project.

· In the absence of the COP, serves as Acting COP and the project's key representative to USAID, Government of Uganda, relevant civil society organizations, and stakeholders.

· Takes a leadership role in work planning and implementation of projects activities by collaborating with the COP and ensuring that project activities meet USAID/Uganda and stakeholders' expectations.

QUALIFICATIONS:

· At least five years of experience designing, implementing and managing large, complex projects involving multiple partners, in/for developing countries.

· Demonstrating technical experience with OVC and child protection programs, systems strengthening, capacity building, service delivery, quality improvement or policy development is highly desirable.

· Strong interpersonal, writing and oral presentation skills in English are also required. A public health or closely related field is preferred.

· Two years of experience living or working in a developing country is required, Uganda preferred.

· Demonstrate at least 3 years experience in managing USAID funded programs

· Demonstrated knowledge of USAID facilitation approach and its application to program implementation, in addition to broader knowledge of USAID development approaches, techniques and a deep understanding of democracy and governance approaches applicable to the project as well as understanding of USAID rules and regulations and mandatory reporting requirements,

· A Masters degree in international development, social sciences or public health, or a related field is preferred.
