USAID QED Group Career Jobs - Operations Assistant


Project: USAID/Uganda Monitoring, Evaluation and Learning ProjectReports to:  Director of Finance and AdministrationThe QED Group, LLC is a full-service international development firm that provides practical solutions to social problems through sound analysis, proven management techniques, and creative implementation. We focus our efforts on two core practice areas: Monitoring & Evaluation and Knowledge Management. We work with U.S. agencies and overseas governments, international donors, private-sector clients, and PVOs/NGOs in more than 80 countries around the world. Key clients include USAID, the U.S. Department of State, the Centers for Disease Control and Prevention, the U.S. Department of Agriculture, and the U.S. Trade and Development Agency.The USAID/Uganda Monitoring, Evaluation and Learning project (Learning Contract) is the five-year organizational program support vehicle through which USAID/Uganda will pursue realizing its development objectives within the complicated and shifting Ugandan development context.  The purpose of the Learning Contract is to provide monitoring, evaluation and learning support services and build capacity of USAID/Uganda to implement USAID’s Collaborating, Learning, and Adapting methodology to strengthen the implementation of USAID/Uganda’s Country Development Cooperation Strategy and enhance USAID’s organizational effectiveness. Job Summary: The QED Group Assistant will support the Director of Finance and Administration with Human Resources and other Operational tasks.  Key Duties and Responsibilities:Coordinate recruiting efforts by advertising positions, reviewing applications for compliance and entering applicant data into a tracker, providing technical evaluation committee with evaluation forms and interview questions, validate information submitted in Biodata forms and checking past performance referencesSupport logistics for short term consultants including airport pick up/drop off, hotel reservations, cell phone service, local transportation and any other needsCoordinate workshops, trainings and conferences by including preparing participant sign in sheet, collecting RSVPs, preparing badges, finalizing agenda, refreshments, venue, microphone, projector and other logisticsResponsible for maintaining HR filing system up to date and complete, including completing file checklists for each employee, etc. Serve as a focal person in the office for employee requests regarding benefits, allowances and/or policy questions. Collecting and verifying timesheets for all project staff, including short term consultantsPreparing annual local holiday list and ensuring it is approved by the Home OfficeCoordinating annual employee performance evaluation process, tracking which employees have completed it, providing employees with relevant forms and follow up with supervisors to obtain inputRegularly collects and reviews project vehicle logs to ensure they are completeServe as point person for vehicle requests, maintaining a schedule of vehicle movements for the weekPerform any other operational tasks as requested by the Director of Finance and Administration Qualifications, Skills and Experience:NOTE:  All applicants must address each selection criterion detailed below with specific and comprehensive information supporting each item.The applicant should hold a college degree in human resources, finance, economics, political science, or social sciences. At least three years of progressively responsible experience in the public sector or the NGO community and at least two years focusing on Human Resources or Operations. Language Requirement:  Must be fluent in the English language.  Knowledge and familiarity with Ugandan society economy and government structure, Must be familiar with the principles of management in a broad range of administrative activities (operations, organizational, procurement, records) as well as basic principles of working with local government institutions.Excellent interpersonal and computer skills are required.
