Uganda: Monitoring and Evaluation Advisor - Governance in Uganda

ActionAid Uganda (AAU) is looking for a professional with strong skills in MONITORING & EVALUATION and Governance to support it and its partners in the work aiming at advancing the political influence of people living in poverty and strengthening internal accountability within governments and corporates.

AAIU has national coverage through its Local Rights Programmes (LRPs) in ten districts and work closely with local and national partner organizations. The Monitoring & Evaluation Advisor – Governance will work with the LRPs and with selected partner organizations. The Advisor is placed through ActionAid’s People4Change program; with the aim of providing capacity development support to ActionAid and her partner organisations.

Key result areas:

Provide capacity training in data generation, analysis and reporting

· Support the quality assurance review process for program and project M&E (including PRRPs; baselines and reviews)

Support Impact Assessment Shared learning team to train staff and partners in M&E and Governance workSupport partners to refine governance and accountability indicatorsSupport IASL team to design appropriate reporting formatsContribute to the preparation and dissemination of analytical reportsTrain and support staff and partners to develop an effective Impact Measurement and Governance Knowledge Management systemAdvise on quality standards for governance information from project

Required qualifications:

· Preferably a post graduate qualification, preferably an MA, Statistics, Development Economics/Studies, and training in Monitoring and Evaluation is a must

· Minimum of 5 years relevant work experience, 3 of which should be in Core Monitoring and Evaluation.

· Minimum of 2 years work experience in governance/anti-corruption programmes; women rights and sustainable agriculture in developing countries, knowledge and experience of East/Southern Africa would be an advantage

· Experience of working with relevant NGOs, Government Institutions and donor agencies essential

· Knowledge of governance status of African Countries similar to Uganda’s and legal and policy frameworks including relevant anti-corruption legislations, government and NGO anti-graft agencies, socio-economic and cultural context essential

· Familiarity with social accountability and human rights work is essential

· Practical experience with developing and implementing accountability methodologies such as Public Expenditure Tracking

· Experience with multifaceted governance programming
