Organisation: The Microfinance Support Centre Limited (MSC)Duty Station:  MSC Head Office, Kampala, UgandaReports To: Director Human Resource and AdministrationThe Microfinance Support Centre Limited (MSC) is a linchpin of Government of Uganda(GOU) micro credit programmes under the Rural Financial Services Strategy. MSC facilitates access to affordable, sustainable and convenient financial and Business Development services to active and productive Ugandans. MSC Ltd supports legally established entities engaged in the value chain namely; production, value addition and marketing enterprises. MSC offers affordable credit through its network of 13 regional offices spread throughout the country. It has so far served clients in 110 districts in Uganda. It gives priority financing to support the agricultural production value chain namely; production, value addition and marketing.  Besides credit, MSC provides capacity building to its clients including SACCOs, Cooperative Unions, MFIs and SMEs to enable them manage their organizations sustainably. Job Summary: The Manager Human Resource &Administration will support the head of department in managing the Company’s Human Resource, formulation and implementation of the Company Human Resource policies in order to have an efficient and effective workforce that is motivated and capable of delivering on company targets.Key Duties and Responsibilities:  Implement staff incentives and personnel entitlements in order to motivate staff.Support the Director HR in implementing the staff performance appraisal system and general performance management to ensure staff achieve their set targets.Implement proper staff leave management procedures, best practices and systems of staff absence management.Provide input in the payroll processing cycle in consultation with finance Department in order to pay staff salaries on time.Implement staff trainings and development activities in order support them to perform better.Serve as a Secretary Disciplinary Committee and will ensure that the procedures and best practices of handling discipline are adhered to.Manage the performance of staff who directly report to him and on day-to-day basis, counsel and guide staff on HR matters and personal issues which may influence staff performance.Responsible for office allocation, maintenance and health and safety of life & property at all times as well as adhere to all health and safety policies in the country.Work in liaison with Stores to manage the distribution of office supplies and tendering accountabilities. Manage stores and its records to ensure adequate stock levels.Manage tenancy, safety and maintenance of Company’s assetsResponsible for Company machinery, fleet, transport services and equipment and ensure they are regularly serviced and maintained in good running conditions.Implementation of HR and Admin policies, procedures, and programmesFunctional linkages with other departments in providing HR and admin related functionsImplementation of day to day HR and administrative functions of the companyManagement, performance and development of all staff in the unit.Qualifications, Skills and Experience:  The ideal candidate should hold a Bachelor’ Degree (Honours) in Human Resource Management, Social Work and Social Administration, B.com (Management option), Social Sciences or other related qualifications from a recognized university with a Post graduate Diploma in Human Resource Management.A master’s degree in Human Resource Management, Development Studies, and Public Administration or Organizational psychology will be an added advantage.Membership to a professional body is a must.A minimum of five years’ experience in managing human resources with at least 2 years   in a middle level management position.Computer literacy skills Excellent interpersonal and leadership skills.A self driven with a high sense of responsibility.Creativity, innovativeness and dynamism.Counselling and guidance skills.Possess the ability to meet deadlines with minimal supervision.All candidates with the requisite qualifications should send their applications with detailed Curriculum Vitae hand delivered or soft copies to the address below;The cover page should be a summary showing only personal details, qualification, list of previous employers, names and addresses of at least three referees, email address and day time telephone contacts where applicable.Applications in properly sealed envelopes should be submitted to the address given below clearly stating the area of interest on the top right corner.
