CDC is an agency of the United States Mission in Uganda.” The Centers for Diseases Control is seeking an individual for the position of Public Health Specialist – Senior Advisor for Public Health Workforce Development.
BASIC FUNCTION OF PDSfTION
Job holder is the senior technical advisor for public health workforce development, working with
the host government and other technical partners (WHO, academia, etc.) to implement strategic programs for strengthening the public health workforce to cope with the health threats to the Ugandan population during the 21st Century and beyond. The incumbent will: (1) Lead day-to-day implementation of CDC’s support for the Public Health Fellowship Program, a collaboration between Ministry of Health (MOH) and Makerere University School of Public Health (MUSPH); (2) Provide expert technical assistance to Fellows in the aforementioned program with mentorship
on assignments and classroom instruction; (3) Lead day-to-day support for undergraduate and Masters’ level programs that CDC supports; (4) Monitor performance of all CDC-supported public health workforce development programming; and (5) Ensures that MOH and districts have
adequate staffing for a competent public health workforce by leading advocacy support to the Ministry of Health as it works with line ministries to develop career paths, schemes of service, and expansion of absorptive capacity for public health workforce.
Job holder is also the lead for CDC-Uganda on HRH issues at technical, policy and strategic planning meetings, including meetings with collaborators and donor agencies. The position ensures that HRH investments are supportive of district-led programming for an AIDS-free generation and are appropriately reinforcing districts’ core capabilities. Additionally, the Job holder will support the HSS Team in the establishment of new, and reinforcement of existing,
workforce capacity-building initiatives, both in-service and pre-service.

QUALIFICATIONS REQUIRED

1. Education required: Completion of a PhD in epidemiology, biostatistics, microbiology, virology, pathology, parasitology, immunology or general laboratory science; with a bachelor’s degree in medicine, microbiology, virology, or general laboratory science is
Work Experience required: Five years of progressively responsible professional experience in public health practice, with at least two years’ experience in training and/or mentorship of junior scientists, is required.Language required: Level IV English ability (fluent written, spoken and reading) is required.Knowledge required: Job holder must have proven expertise in one or more of the followingfields: applied epidemiology, public health informatics, and/or public health laboratory services. A thorough knowledge of health care service delivery, extension of health care services to underserved populations/areas and management of health care services is
required. The job holder must have a detailed and broad knowledge of the host country public health operational environment, including expert knowledge of the structure and operations of the entire health sector, of threats to the health of the population and constraints to execution of essential public health functions. Incumbent must also have detailed knowledge of the Ministry of Health, Ministry of Social Welfare, Ministry of Education, Science and Technology, and other host government ministries and offices, human resources for health availability for health care delivery at the national, regional, district and community level. In-depth knowledge of U.S. government operations, rules, regulations, procedures, policies, and programs is required. An in-depth knowledge of knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required. In-depth specialist knowledge of USG HIV/AIDS public health programs, strategies, methods, processes and techniques used to plan, develop, implement and evaluate results of programs is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required. Working knowledge of overall administrative requirements, budgeting and fiscal management in support of contracts/ cooperative agreements/grants/ purchase requisitions is required.
5. Skills and Abilities required: Strong oral and written communications skills are required to develop and maintain effective, sustainable working relationships with national and international working partners. Mentorship and instructional skills are required for providing technical assistance. Leadership skills are required to lead results-driven project teams and workgroups. Ability to analyze, understand and discuss new program design, management and implementation approaches is required. This includes the development of evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports. Strong skills in interpretation of program monitoring and evaluation are required. The incumbent will be expected to exercise considerable ingenuity and tact in applying guidelines to unique and different settings, as the work is highly complex and can be threatening to stakeholders. Considerable innovation will be required to influence other
collaborative organizations engaged in programs that increase the number of health care workers and improve the quality and effectiveness of care to adopt appropriate strategies for their program activities. Intermediate user level of word processing, spreadsheets and databases is required. Keyboarding skills that include good speed and accuracy are required. Numerical skills that include the manipulation of detailed calculations are required. The incumbent must not only be a skilled scientist, but also an excellent instructor and
mentor, capable of supporting others to realize these competencies. SELECTION PROCESS
